STATEMENT OF WORK

1. Project Title: Repair Warehouse Fire Suppression System, B610

2. Project Number: QJKL222009

3. Project Location 133RD Airlift Wing Minnesota Air National Guard Base 614 Militia Drive St Paul, MN 55111-4130

4. Description of Work:

This project involves the work as described herein to be accomplished at the above location(s), with all labor, equipment, supplies and materials to be provided by the contractor. All work shall be accomplished under weather and environmental conditions appropriate to the nature of work. All work shall be performed per applicable UFC’s, Minnesota State Building Codes and Standards, EPA and OSHA regulations, 133rd Airlift Wing Contractor Safety Packet, 133rd Airlift Wing Contractor’s Environmental Compliance Guide and any other applicable federal, state, and local government regulations. All materials shall be industry standards. Contractor is responsible for all field measurements. The contractor is responsible for removing all construction waste from the Base in accordance with all applicable laws and regulations. The work shall include, but is not limited to:

B610 Warehouse Fire Suppression System

A. Existing System

a. The warehouse is currently protected by a wet-pipe sprinkler system. The sprinkler system riser is located in the northeast corner of the warehouse. The water is supplied by a 10-inch underground service main which runs to the building from the 10-inch distribution main along Militia Drive.

An 8-inch lead-in enters the building through the floor slab. The lead-in immediately transitions to a 4-inch sprinkler riser. The riser consists of a check valve, OS&Y gate valve, main drain and FDC. The FDC and main drain piping penetrate the east wall of the warehouse. Above the FDC connection is a water pressure gauge and water flow switch. A placard on the riser indicates the sprinkler system is designed for light hazard, with a density of 0.10 gpm/sq ft over a floor area of 1,500 sq ft.

b. Also see attached drawing “Fire protection floor plan-205” B. Fire Suppression System Replacement

a. Due to the inadequate size and spacing of the existing system piping, it will be necessary to demolish the entire fire sprinkler system serving the warehouse back to the 8-inch lead-in flange.

See “B610 FS Main” for reference.

b. The current stored material is classified by NFPA 13 as Class I-IV, encapsulated commodities.

This includes non-combustible and combustible materials enclosed in plastic wrap. The storage configuration is double row racks, with a minimum aisle width of 4 ft. The storage height is approximately 15 ft, but must also comply with the ceiling height, per UFC 3-600-01.

c. Use Control Mode Specific Application (CMSA) Sprinklers producing large water droplets to provide control of a fire. The sprinklers are located at ceiling level. NFPA 13 Table 16.2.2.1 requires the water supply to support flowing 15 sprinklers at a minimum flow rate of 79 gpm each.

No in-rack sprinklers are required.

d. New system must tie into the existing Fire Alarm Control Panel (FACP) and the D-21 system.

e. Replace and/or upgrade all necessary and removed devices to the new system in accordance with

NFPA 72 and UFC 3-600-01.

f. The required hose stream allowance for this option is 500 gpm per NFPA 13 Table 12.8.6.

Including a sprinkler overage of 30%, the total fire water flow rate is approximately 2,040 gpm.

C. Submittal

a. Record of Existing Conditions

D. Quality Control

a. Create a coordinated system of piping and equipment identification which includes the following:

Framed and plastic-protected diagrammatic layout of all piping systems, identifying and locating piping, equipment, and valves. Where existing systems are being modified, bring existing layouts up to date.

Metal-tag-identified major valves, piping-system components, and equipment.

Metal identification plate at controlling alarm valve identifying system and area protected.

Service-labeled piping.

Use color coding for flow-capacity identification of fire hydrants only. Ensure color coding is in accordance with NFPA 291. Number post-indicator valves, hydrants, and other components as an extension of existing systems.

b. Label piping and arrow in accordance with the following:

Each point of entry and exit through walls.

Each change in direction.

In congested or hidden areas, at each point required to clarify service or indicate hazard.

In long straight runs, locate labels at a distance visible to each other, but in no case have the distance between labels exceed 12.2 meter40 feet.

Ensure lettering is 2 inches high. Where the size of pipes is 2-1/2-inch outside diameter and smaller, attach labels to 16-gage aluminum sheet and attach to the pipe with 12-gage galvanized wire. Ensure labels are legible from the primary service and operating area.

Make labels of self-sticking plastic film designed for permanent installation. Provide labels with red letters on white background.

The label and valve tag schedule above is not construed as defining or limiting the work.

Label all piping.

c. Installation Drawings

Submit installation drawings for Fire Protection Systems. Annotate clean agent extinguishing system piping layout with reference points for design. Integrate with existing alarm and detection system.

Include details of equipment layout and design. Indicate the general physical layout of all controls, manual actuation station, and internal tubing and wiring details.

Provide electronic drawings in AutoCAD.dwg format and Adobe PDF. Electronic files in AutoCAD format, only use standard line styles and furnish the pcp file.

d. Design Requirements Submit analysis and calculations for Fire-Protection Systems including spray areas, hazard by class, flow and pressure calculations.

e. Equipment Approval

Provide devices and equipment of make and type listed by the Underwriters Laboratories, Inc. (UL) or Factory Mutual (FM) approved. In the UL and FM publications, consider the advisory provisions as mandatory.

E. Execution

a. Installation Ensure installation of system materials and equipment is in accordance with the recommendations and provisions of NFPA 13, NFPA 13E, NFPA 14, and NFPA 24.

Perform work in the presence of the Contracting Officer Representative. Notify the Contracting Officer 48 hours in advance of the start of work.

Perform all installation work by licensed fire protection sprinkler contractors, licensed for such work in the state of Minnesota.

b. Operating Instructions Submit 3 copies of the operation and maintenance manuals 30 days prior to testing the

Fire Protection Systems. Update and resubmit data for final approval no later than 30 days prior to contract completion.

c. Field Quality Control Conduct testing to determine conformance with the requirements in the presence of the

Contracting Officer or Contracting Officer Representative.

d. Test Procedure

Prepare and submit the system test procedure to the Contracting Officer for approval 30 days prior to the planned preliminary tests.

Perform above ground systems pressure tests at 200 psi and maintain the applied pressure without further addition of test media for not less than 2 hours. No pressure drop is allowed.

Test backflow prevention into connected potable-water systems and system devices for proper functioning under conditions normal to their application.

e. Owner Instruction

Provide 2 hours of training for owner. Training shall occur over at least 1 day.

f. Record Drawings

Upon completion, and before final acceptance of the work, submit a complete set of as-built (record) working drawings, including complete as-built diagrams. Provide record working drawings [no smaller than 30 by 42 inches, reproducible with title block 8 by 4 inches similar to full size contract drawings in dwg and pdf electronic format.
