About this file
This justification memorandum outlines a brand name only acquisition for kitchen equipment for the Minnesota Army National Guard. The solicitation seeks refrigerators, freezers, coffee makers, ranges, and griddles from True, Bunn, and Garland brands to maintain standardization across facilities for continuity of maintenance and repair by in-house technicians. Spare parts are centrally stocked for the specified brands. The justification cites compatibility, interchangeability, maintenance knowledge, and space considerations for restricting the acquisition to the stated brand names. The contracting officer certified the brand name only determination is in the government's best interest and signed the justification on July 16, 2020.

Additionally, gas lines are required for all pieces of equipment and buildings are setup and lines are run in such a manner that one line services all pieces of equipment. In addition, the FMO has specific repair knowledge and capability to maintain these pieces of equipment. Not utilizing brand name equipment would force the FMO to stock parts for multiple types of the same equipment and ensure all technicians were trained on all equipment. Finally, all Military and civilian customers at Camp Ripley Training Center utilized the equipment and as all equipment is standardized and all organizations (Units, Civilian Customers, Housing and FMO) are familiar with use of that equipment it extends the life and minimized repair and training requirements when Units get buildings they are not familiar with. Standardization provides continuity for maintainers, end users and facilities.
