Question USHMM Response

Are ground plans of the museum available? If so, how may we access? Floor plans of the Museum are not available to be provided to offerors.

Pg. 6 / Section F- Deliveries or Performance: Pg. 7 / F.1.1 & F.1.2 - please clarify these clauses: Eight weeks from the date of contract award.

Does F.1.1 indicate USHMM reserves the right to extend the agreed schedule by an additional 12 months after USHMM’s acceptance of completed work? Yes

F.1.2.- These potential extensions by USHMM may award cannot exceed 5 years? Are these possible extensions intended to be included in the initial fee quoted or are these extensions considered change orders?

If the Government exercises its option to extend the period of performance it will do so through a modification to the contract.

Pg. 10 / G.5.1- A single invoice is to be submitted at the conclusion of the project for full project fees less 10% withheld for pending satisfactory completion confirmation by USHMM. Is there any possibility of splitting this payment into two or three payments rather than one at the end of the process? No

Pg. 12 SECTION 1- CONTRACT CLAUSES - What do the ‘X’s next to certain clauses indicate?

Do they mean the clause is to be observed or not? Specifics regarding X (46) 52.225-1 Buy American would be useful information for us.

The 'x' indicates that the clause is included. Unfortunately we cannot advise you on the specific meaning of particular clauses, including the Buy America Act. www.

acqusition.gov is the definitive source for FAR clauses such as 52.225-1.

In terms of the discussed monitor replacement, please confirm that this phase is only to specify what monitors should be replaced, but this phase will not be tasked with purchasing or installing any equipment.

The Museum confirms that the current design phase does not include purchasing or installing any equipment.

Do you have an anticipated or preferred completion date for the contract? Estimated eight weeks from the date of contract award

Does USHMM own and have possession of the original content and the encoded MP4 videos that will be used during the implementation of the phase 1 recommendations. Yes.

Please confirm if there will be any ongoing management past the delivery of the design documents. Refer to RFP Section F.1.1 and answer to the question in line #7.

Please confirm the desired level of detail of the delivered package. Will these be for bidding purposes or to the detail to fully implement in the next phase? Both

Please confirm this is to be a like for like replacement and basically no new functionality, understanding the desires around the remote network access to the control system. We are not tasked with expanding the view to adding audio abatement past speakers better suited to focus the direction of audio.

In terns of audio video sources we are requesting one to one systems modernization upgrade, however we are expecting additional functionality in the redesign of the control/management and power sequencing systems.

Do you see any changes in the schedule of responses or contracting? No

Section C.1.2 Background (pg.2) "While the project is focused primarily on a redesign of the backend system, USHMM anticipates that some endpoints such as lighting controllers, amps, speakers and a small percentage of monitors will need to be replaced on the exhibit floors to integrate with proposed redesign." - Does the current AV system control the lighting system, exhibit and/or building, and other end points listed?

The current system does not control exhibit or building lighting, however it does control , the count down clocks and dimming in the exhibits and theater spaces.

Section C.3 Contractor Tasks (pg. 4) “At minimum, the design/engineering document shall contain... Cable consolidation and replacement with fiber optic cabling with detailed specifications” - Would replacing legacy cabling with category cable be worth exploring or is fiber optic infrastructure a set requirement for the project?

The Museum has decided to replace all legacy cables with fiber optic cables as a part of the redesign with a view that the fiber insfrastructure lends itself to future upgrades.

Section L. 7.1.1 Warranty, Support and Maintenance (pg. 50) “Please confirm the performance metrics of your proposed solution” - Does this refer to individual manufacturer’s metrics, such as a device’s mean time between failures, or does it refer to the proposed solution as a whole? The warranty applies to the proposed solution as stated on P. 50 of the RFP.

Section L. 7.1.1 Warranty, Support and Maintenance (pg. 51) “Details of post-sale warranty and support” - Since post-sale warranty would be handled by the integrator and not the design firm, can this requirement be struck from the RFP?

Section L 7.1.1 detail instructions to offerors. This section is hereby deleted, however offerors are reminded that FAR 52.212-4 (o) (see page 12 of the RFP document) includes warranty requirements as follows: " (o) Warranty. The Contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract."

in the solicitation package, it references a prior re-design work in 2012-2013 period. Can you please release any awarded dollar amount for this 2012-2013 work? Or a contract number?

This work was done through multiple contracts at that time. Neither the award amount nor the contract number is available.

Are there any forms required for the proposal submittal?

Offerors are required to sign and return a copy of the SF1449 form that is the first page of the RFP.

Are there defined, federal labor categories that we should follow? No

Are you looking for a local company? No

We are considering our sub team and plan to include DC-local, electrical/wiring and network security contractors. Do you have preferred local partners? No

Is there a target range of cost budgeted for this work? This informatoin cannot be disclosed to offerors

Are certifications necessary as part of qualifications? No but preferred

Will there be a single decision maker or primary contact on the COR delegation? Yes

What are the insurance requirements? None

Will we have access to the Museum's IT staff in our exploratory and creative processes? Yes

For the proposed solution section of the proposal, how detailed do you want us to be as we describe the technical solution? Or, is this section intended more to describe our working process to come up with the design?

Since the technical solution is essentionally the design document, it should be clean, well organizied and also very descriptive to the extent that it meets the requirements stated in the RFP. Any additional details that can augment the proposed design is welcome. Also see answer to the question in line #23.

Page 50-51 of RFP, section L7.1.1: Regarding the system warranty, will there be post-contract scope of work for warranty-related work or followup in the construction phase? See line #33 and 35

Are there specific drawing/drafting/spec format standards we will be required to follow, beyond the content-related items specified in the RFP?

It is up to the contractor to decide the document format. Some commonly acceptable formats are AutoCAD, Visio, etc. Note: At least one copy of the design document must be submitted as PDF.
