The purpose of amendment 0001 is to provide responses to the questions received from industry related to 95332421Q0042. This statement of work is envisioned to focus on strategic support and some early assessment work. It is not intended to provide ongoing support throughout the life of a Compact. MCC will procure those services independently as it has in the past. Due date for quotes has been extended to Tuesday June 8, 2021 10:00 am eastern time.
Question No.
Industry Question MCC Response
1. Will the implementer of this contract be precluded from any downstream work which may arise from this contract?
This statement of work is envisioned to focus on early assessment work and is not intended to provide ongoing support throughout the life of a Compact. Should any downstream work present a potential conflict of interest, MCC will address the issue if and when it presents itself. As stated in the RFQ the implementer would be allowed to submit a mitigation to avoid any conflicts of interest.
Based on MCC’s Department of Compact Operations Environmental and Social Performance Group previous experience managing similar cross-sectoral, multi-country contracts, risks associated with COI are considered minimal. It is the expectation of the COR/PM that risks can be mitigated through proper planning and transparency of deliverables.
2. Does the MCC have a proposed budget in mind for this contract?
MCC has provided the anticipated yearly level of effort in hours and the estimated other direct costs.
3. Some in-country activities are foreseen (planning workshops, assessments etc) once Covid restrictions are relaxed. In many instances we believe it may be possible to mobilise local networks to carry out this work without the need for international travel- helping to ensure progress while managing our carbon footprint- it is not clear how this type of approach could be captured in the proposal (?) as this would include roles outside of the listed non-key personnel.
Please could you advise.
See RFQ H.2 and Subfactor 3. However, local subcontractor costs can be allocated as an ODC.
4. Section B, Supplies or Services and Prices/Costs:
Some Offerors will have a NICRA that applies G&A to travel costs. In Section B, should Offerors include any applicable G&A in Other Direct Costs, Extended Price, or another area? In Section B.5, See Table B.5.
Other Direct Costs and Section B.6, Total Price By Period, should Offerors include any applicable G&A in Other Direct Costs columns or add an additional column for applicable indirects?
5. In Section B.4, Estimated Level of Effort, MCC gives Offerors an estimated level of effort, but does not divide this between labor categories. Can MCC give Offerors a breakout of labor hours per labor category for budgeting purposes?
Quoters shall provide estimates by labor category that correlates to their technical capability.
6. In Section B.4, Estimated Level of Effort, MCC gives Offerors an estimated level of effort, but does not divide this level between international and local country labor. Can MCC give Offerors a breakout of labor hours by international verses local labor?
See response to number 5.
7. As local labor costs can vary widely by country, will MCC allow Offerors to submit an after profit multiplier rate for direct local labor costs in order to recoup appropriate NICRA and fee on local labor, yet insure that all cost savings are passed through to MCC?
See Evaluation Factor 3 Price.
8. Would MCC give Offerors the estimated price range for this procurement?
See response to number 2.
9. In Section F.4, Acceptance Criteria (page 11), deliverables are evaluated by “Timeliness and efficacy of communications with the Core Team…” Can MCC please define Core Team?
Core Team are MCC counterparts in country also know as MCA - Millennium Challenge Accountable Entity.
10. In Section F.4, Acceptance Criteria (page 12) it states all reports will be submitted in English and French. Please confirm whether all documents will need to be submitted in French.
The sentence further states “or as requested by MCC”. MCC would not need French documents in a non French speaking country. Language requirements, including for deliverables, will be specified in technical directives issued by the
COR/PM.
11. In Section G, Contract Administration Data (page 14), MCC includes clauses for Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP) and MCC 52.232-70 INVOICE INSTRUCTIONS (MAY 2017). Will the government provide the contractor the option of submitting invoices via IPP or MCC 52.232-70 and email/fax?
MCC will clarify after award.
12. In Section H.1. Key Personnel (page 19), for the Program Manager qualifications it notes that knowledge of an additional MCC language such as French is a plus. Could MCC confirm which
Refer to a list of countries where MCC works here: https://www.mcc.gov/where-we-work.
https://www.mcc.gov/where-we-work languages are considered MCC languages? Would Japanese be considered an MCC language due to coordination with JICA on Jordan, Malawi, etc.?
Japan is not a country where MCC works and is not considered an MCC language.
13. In Section H.3 (page 29) and Section C, Statement of Work (page 14), the government provides information on organizational conflicts of interest.
It is clear that the contractor may be precluded from bidding on work and services to be procured by the local MCA or using funds (CDF/609G) advanced under a Compact in the relevant country. Please confirm that a prime contractor may also have organizational conflicts of interest in providing direct support to MCC.
The prime may but until such situation presents itself MCC will not make a pre-determination.
14. Does MCC have any small business subcontracting or participation goals under this solicitation? Will a large businesses need provide a subcontracting plan? Does MCC have contracting or subcontracting goals with U.S. small businesses?
This RFQ is issued in accordance with FAR 12 & 13. MCC does have subcontracting goals as all other federal agencies and MCC highly encourages small business participation.
15. Does MCC have a waiver in place for Section 889 of the John S. McCain National Defense Authorization Act (NDAA) as some of the countries that MCC works with have telecommunication systems that contain prohibited technologies?
No.
16. Will MCC honor Section 889 waivers given to the Offeror for their work with other U.S. federal agencies?
No.
17. Can Offerors provide a one-page letter confirming availability for the Key Personnel Program Manager, to be added in the Annexes and not counting towards the Program Manager’s allocated 2-page resume?
No. Availability should be confirmed via the matrix as described in Subfactor 3 Team Structure.
18. Except for the Program Manager position, are Offerors able to propose more than one expert for each role given that work will be expected in two or more countries with multiple tasks happening simultaneously?
MCC is requesting Quoters to propose a team structure that correlates to their technical capability and is responsive to the
SOW.
19. In Section L.2 Instructions for Quoters (page 59), an acronym list, cover letter, and table of contents were not explicitly listed in the RFQ instructions.
Will MCC allow Offerors to include an acronym list, cover letter, and table of contents and confirm that these pages will not count toward the page limit?
See Section L .3 and MCC 52.204-72. Table of Content shall be allowed and not included in the page limit.
20. In Section L.2.1. Quote Format (page 59), the RFQ indicates that Quoters may use size 10 pt. font for tables. Please confirm that 10 pt. font may also be used for textboxes, charts, and graphs.
Confirmed.
21. In Section L.3.2. Volume 1 Technical Capability (page 60), the RFQ notes that resumes, charts and matrices are not included in the 20 page limit. The instructions are not clear about what information should be included in an Annex to Volume I which could lead to Offerors submitting a wide range of information. Could MCC kindly confirm that the only information to be included in Volume I Annex(es) are: 1) Key Personnel and Non-Key Personnel Resumes; 2) Letter of Availability for Key Personnel; 3) Proposed Team Matrix – or confirm if any other specific information should be included?
L 3.2 states Resumes, charts and matrices are not included in the 20-page limit.
22. On page 19, Section H.2, MCC states that “Quoters should develop a list of labor categories to capture proposed team Requirements." Can MCC confirm that bidders are free to modify (add/subtract/change) the entries in the “labor categories” column of the table on Page 7, Section B3 (Expert, Technical Specialist, Engineer, etc)?
Can MCC please clarify what it intends vendors to put in the column labeled “Quoter Labor Category”? Is this intended to be the project team positions per Section H.2 on page 19?
MCC is requesting Quoters to insert their proposed team structure in the Quoter Labor Category that they deem appropriately mapped to the Labor Category column.
23. On page 62, section L.3.4, MCC states “The Price Quote (Microsoft Excel format and PDF - no page limitation) shall include a cover page highlighting the total price, any assumptions and hourly rate breakdown and noting any labor rate discounts and the following: Quoters shall complete the tables in Section B of the RFQ.” None of the section B tables provides for the ability to assign level of effort to each proposed labor category/project team positions. Is MCC expecting vendors to estimate and present the labor level of effort by proposed labor category?
a. If no (i.e. MCC simply wants a rate card on which to evaluate offerors), how should vendors estimate total labor cost per the “labor” column in
Yes, quoters shall provide estimates by labor category that correlates to their technical capability. An excel tab or PDF is acceptable.
B6 and the cover page instructions in the above quoted text?
b. If yes, does MCC have a desired format for this estimate and presentation?
24. On page 62, section L.3.4, MCC states “The Price
Quote (Microsoft Excel format and PDF - no page limitation) shall include a cover page highlighting the total price, any assumptions and hourly rate breakdown and noting any labor rate discounts and the following: Quoters shall complete the tables in Section B of the RFQ.” Can MCC confirm that the excel document should contain just the tables in Section B?
The PDF can also contain the tables from Section B.
25. On page 8, Section B.4, MCC has included a table with the estimated level of effort.
a. Is this labor estimate intended to cover all five task areas or just Tasks 1-4?
b. Given the undefined nature of Task 5, it is unclear how vendors should estimate total labor for this task.
How would MCC propose vendors allocate time to this task?
The tasks as presented in the SOW are in rank order of importance. The exact scope and nature of the work will be defined through Technical Directives. If Quoters would find it helpful the following illustrative LOE breakdown can be used:
Illustrative task breakdown:
Task 1 – 40% Task 2 – 40% Task 3 – 10% Task 4 – 9% Task 5 – 1%
26. The illustrative team composition presented by MCC on pages 19 –25 includes roughly 15 non key positions, and an SME position with 17 technical focus areas/sectors listed. This staffing structure appears built to address core contract requirements as well as the flexible on-demand activities that will be better defined after contract award (Task 5 and some parts of Task 4). On page 61, Subfactor 2, MCC states “Quoters shall provide resume(s) of all senior level key and non-key proposed personnel.” Please confirm if MCC would like to see (a) resumes for senior-level staff with defined responsibilities and proposed labor hours, or (b) resumes for all senior-level staff including those without proposed hours or well-defined activities?
Quoters shall provide resume(s) of all senior level key and non-key proposed personnel. MCC confirms that CVs should only be provided for senior-level staff with defined responsibilities and proposed labor hours.
27. On page 12, Section F .4 Acceptance Criteria, it states that “All reports are to be submitted in English, French or as requested by MCC in hard and electronic copy (in MS Word), with tables, data and calculations in MS Excel.” Are all submitted reports required to be in both English and French?
No unless requested by MCC, however, MCC would not request French documents for a non-French speaking country.
28. Can MCC confirm that personnel are not required to be U.S citizens to perform this work?
Confirmed.
29. Please confirm whether the “Quoter Labor Category” is required for this submission, and whether it is expected to be different than “Labor Category”?
MCC is requesting Quoters to insert their proposed team structure in the Quoter Labor Category that they deem appropriately mapped to the Labor Category column.
30. 1. Labor category mapping and rates.
On the table starting on page 19 there are 8 labor category description/roles mapped to the Section B Technical Specialist category.
Climate Resilience and Adaptation Specialist Climate Resilient Infrastructure Specialist Carbon Accounting Specialist Climate Policy Specialist Environment and Natural Resources Specialist Gender and Social Inclusion Specialist Geographical Information System Specialist Monitoring and Evaluation Specialist
Can the offeror provide a rate for each at a Senior, Mid and Junior level for all 8 different categories?
i.e.:
Senior, Technical Specialist for Climate Policy Senior, Technical Specialist for Gender and
Social Inclusion Mid, Technical Specialist for Carbon Policy Junior, Technical Specialist for Carbon Policy, etc.;
Or is the pricing limited to just 3 Technical Specialist categories?
Technical Specialist – Senior Technical Specialist – Mid Technical Specialist – Junior
Pricing is limited to the three labor categories. This requirement is meant to be as streamlined.
31. The RFQ states, “All contractor employees or independent contractors engaged in this contract shall provide a non-disclosure agreement as follows signed by the individual contractor/consultant and, if a contractor employee, by the contractor's contract
NDAs are signed after award for all key personnel proposed.
administrator:” Please confirm the non-disclosure agreements are not required to be submitted with this proposal response, and only required at the time of contract award for all associated personnel.
32. The RFQ states that “Quoters shall complete the tables in section B of the RFQ.”
Please confirm if the tables starting on pg. 4 and ending on pg. 6 are required for submission, or only the tables included under Sections B.3 through B.6?
Please completed charts starting from page 4 through 9.
33. The RFP states “additional other direct costs may be submitted but must be described in the cover page.”
The use of the cover page as the place for the offeror’s basis of estimate for additional other direct costs and other estimated costs for the proposal is limiting. Can the offeror submit a business volume in conjunction with Cover Page information? Please confirm that offerors can submit a business volume to support their price quotes.
See RFQ L.3.4.
34. Would MCC consider adjusting the proposal submission date by two weeks to June 15, 2021?
The Memorial Day holiday is the weekend prior to the current proposal submission date and an extension would allow bidders adequate time to prepare informed and competitive proposals.
Due date for quotes has been extended to Tuesday June 8, 2021 10:00 am eastern time.
35. Is MCC considering keeping this contract live (i.e.
exercising the options) even while there will also be new technical services BPAs from the Infrastructure, Environment, and Private Sector Division?
Yes, this statement of work is not the same.
36. Given that climate change work is closely intertwined with technical, environmental, social, gender, and economic work, what factors should Offerors consider to ensure the activities and staffing of the climate change team are integrated and do not interfere with or potentially conflict with the work of other BPAs?
MCC will coordinate internally with other BPA mechanisms to ensure there is not a duplication of effort on climate issues. MCC will articulate through technical directives what support is needed under this contract mechanism.
37. Since climate change is a cross cutting issue, work performed under this contract is likely to touch every aspect of MCC’s programming, from country selection to constraints analysis, root cause analysis to compact design and implementation.
Does MCC see this as a potential problem for
See response to number 1.
Offers who bring multi-disciplinary expertise and wish to be involved in multiple activities of MCC’s Compacts and Threshold Programs, as well as the programs procured by the MCAs?
38. Section B - Supplies or Services and Prices/Costs, page 4. Can MCC clarify the terms of tables in Section B. For example, does Unit Price refers to Labor, and Extended Price refers to the sum of Unit Price plus Other Direct Costs?
Correct.
39. Section C - Description/Specifications/Statement of Work, page 12. Under Task 5, the illustrative deliverable states “additional ad hoc technical support and analysis required to fulfill the scope of this requirement.” Would MCC please advise how Offerors are to price a task that has not yet been defined?
Illustrative task breakdown:
Task 1 – 40% Task 2 – 40% Task 3 – 10% Task 4 – 9% Task 5 – 1%
40. The scope of work of this solicitation is detailed and specific, yet the annual ceiling on the level of effort (LOE) has been provided at an aggregate level. Would MCC consider providing further guidance on LOE expectations by the three staffing levels (junior, mid and senior), which would allow a better numeraire for bid comparison?
The actual staffing pattern will be negotiated when specific work is defined through Technical Directives. If Quoters would find it helpful the following illustrative staffing levels can be used:
Level of effort:
Senior – 30% Mid – 40% Junior – 30%
41. Can MCC provide guidance with regards to the percentage to be used for inflation?
MCC will allow up to 2% escalation to the proposed labor rates.
42. RFQ states that “Quoters should submit a technical quote of no more than twenty (20) pages.
(Resumes, charts and matrices are not included in the 20-page limit).”
Given that Sub-factor 2 (Personnel Qualifications) and Subfactor 3 (3 Team Structure) are focused on resumes and matrices, does the 20-page limit apply to Subfactor 1 (Overall Capability, Experience and Technical Approach), only?
No.
43. Would MCC please provide an estimated total price for this anticipated contract?
See response to number 2.
44. Would MCC please clarify which countries or regions will be prioritized in the early stages of contract implementation?
MCC will place initial focus on countries where the Agency has programs in development. Specific countries and the scope of work will be identified through Technical Directives.
Refer to a list of countries where MCC works here: https://www.mcc.gov/where-we-work. Select countries in development.
As referenced above in number 1, this statement of work is envisioned to focus on early assessment work and is not intended to provide ongoing support throughout the life of a Compact.
45. Does MCC expect the quoter to provide long-term labor for any of the labor categories stated in Section B.3 on pg. 7, or is all labor expected to be provided through short-term assignments?
Labor will be defined through specific Technical Directives. Labor is thus expected to be ad hoc short-term assignments as needed.
46. Would MCC please clarify whether quoters should propose all labor categories presented in Section B.3 within Volume III, “Price Quote,” or should proposed labor categories depend on the quoter’s proposed technical approach?
Proposed labor categories should depend on the quoter’s proposed technical approach.
47. Would MCC please clarify whether quoters should budget the exact amount of level of effort (LOE) stated in Section B.4 on pg. 8 in their cost quotes?
Does the LOE included in Section B.4 include key and non-key personnel
Quoters shall not exceed the total level of effort by period. Quoters may not necessarily provide a level of effort for all labor categories.
48. Does MCC anticipate the key personnel program manager position to be full-time for the duration of the contract? If not, would MCC provide an LOE estimate for each year?
The key personnel program manager is not anticipated to provide full-time support for the duration of the contract. As stated, the position may be combined with a non-key personnel position.
49. Do the estimated travel costs presented in Section B.5 on pg. 8 include per diem (lodging and M&IE), or does this estimate only consider flights or ground transportation?
Yes.
50. Section L.2.3 on pg. 60 of the RFQ states, “All cells and formulas shall be visible and unprotected.
Quoters shall not establish links within these files.”
Would MCC please confirm that links between tabs within the same workbook are acceptable?
Yes, links between tabs is acceptable.
51. In Section L.3.2, “Volume I, Factor 1 Subfactor 2 Personnel Qualifications” on pg. 61, would MCC clarify whether quoters should present CVs for all non-key short-term personnel — one per labor category — or an illustrative selection of CVs of senior specialists?
See response to number 26.
52. Section L.3.3, “Volume II Factor 2 Past Performance,” on pg. 61, requests a minimum of
Refer to the SOW for MCC investment priorities in infrastructure. The bulk of MCC five past performances “integrating climate change considerations into infrastructure investments in developing countries to include climate change adaptation and mitigation.” Would MCC please confirm that the term “infrastructure” encompasses not only physical infrastructure but also related policy and institutional reforms across a variety of sectors (e.g., agriculture, energy, transportation, water and sanitation, health, finance and enterprise development, land rights, and education) that enhance infrastructure’s contribution to sustainable growth and poverty reduction?
investment is in physical infrastructure, with related policy and institutional reforms that enhance infrastructure’s contribution to sustainable growth and poverty reduction.
53. In the “Conflict of Interest” paragraph on pg. 14 of Section C, “Description/Specifications/Statement of Work,” would MCC please provide additional guidance about what constitutes a sufficient mitigation plan for the contractor to have in place to ameliorate any conflict of interest?
Additional details shall be provided should the need arises.
54. Also in the “Conflict of Interest” paragraph on pg.
14 of Section C, “Description/Specifications/Statement of Work,” would MCC please specify which types of work and services from the local MCA or funds from a compact in the relevant country may pose a conflict-of-interest concern?
At this time, it is unknown.
55. Please confirm that the CVs, organizational chart, and staffing matrix should be included in an Annex to Volume I
Confirmed.
56. Please confirm that Quoters may include divider pages, a table of contents, and acronym list as part of the submission and that these sections will not be counted toward page limits.
A Table of Content is allowed and not counted towards the page limit.
57. Regarding Volume I Subfactor 1 Overall Capability, Experience and Technical Approach in Section L.3.2: RFQ requires that Quoters “demonstrate capability, experience, and approach to achieve tasks and deliverables in the statement of work”.
Please confirm that: a. The response to this section should directly address the Tasks and Deliverables listed on pages 8-14 of Section C. b. The response to this section should also give consideration to the Approaches and Cross-Cutting Elements listed on pages 4-7.
Confirmed.
58. Regarding Volume I Subfactor 2: Personnel Qualifications: Please confirm that:
a. Only one resume per senior-level, non-key labor category, mapped to the labor categories cited in Table B.3, shall be provided in the proposal.
b. In the case there is more than one Project Team position (as shown in Table H.3) that aligns with a specific labor category, it is at the discretion of quoters as to which role/position they select to include a resume for consideration—whether it be from the list of Project Team positions included in Table H.3 or a role of their own Regarding Volume I Subfactor 2: Personnel Qualifications: Please confirm that: a. Only one resume per senior-level, non-key labor category, mapped to the labor categories cited in Table B.3, shall be provided in the proposal. b. In the case there is more than one Project Team position (as shown in Table H.3) that aligns with a specific labor category, it is at the discretion of quoters as to which role/position they select to include a resume for consideration— whether it be from the list of Project Team positions included in Table H.3 or a role of their own.
A. Confirmed.
B. Confirmed.
59. Regarding Volume I Subfactor 3: Team Structure:
Section L.3.2 indicates that “Quoters shall submit a matrix to summarize their proposed team composition by identifying each team-member's name, position, availability, which tasks they will support, and language capability.” Please confirm that Quoters shall model their matrix based on the table of Key and Non-Key personnel and associated qualifications provided in Section H.2, as well as Table B.3.
Confirmed.
60. Because two major holidays (namely, Eid and Memorial Day) will occur during the month allotted for proposal preparation, we respectfully request a two-week extension to ensure adequate time to address client clarifications and prepare fully responsive proposals.
See response to number 34.
61. What is MCC's anticipated date of award and NTP issuance?
Award is anticipated at the end of August.
62. Can MCC provide a list of allowable reimbursable Other Direct Costs?
Quoters shall submit, if any, in accordance with their understanding of the statement of work not to include travel costs given their similar experience with other requirements.
63. The RFQ references MCC clause MCC 52-209- 70, Organizational Conflicts Of Interest:
Preclusion From Implementation Contract (JULY 2012), when discussing potential selected consultant COI. We interpret this clause to state that WSI BPA contract holders that provide design or feasibility support services to MCC under the subject Climate Change contract (if successfully awarded the Climate Change contract) would NOT be precluded from providing design or feasibility services for a particular design under a separate compact. We would appreciate MCC verification of our interpretation.
MCC will not make a predetermination without specific information. However, mitigation plans would be allowed.
64. Section B.2 Contract Type and B.3 Labor Categories and Proposed Labor Rates (page 7). The RFQ states, “The government anticipates awarding a time and material contract,” and requests that offerors provide hourly rates by individual labor categories.
As many agencies have regularly benefited from allowing for firm-fixed-price offers, will MCC accept firm-fixed-price proposals for this effort? Allowing firm-fixed-price proposals will transfer potential schedule and cost risk to the offeror, incentivizes contractor efficiency, ease MCC’s project management burden, and maximizes competition by creating an inclusive procurement open to all qualified bidders.
The RFQ remains unchanged due to the nature of the tasks to be provided on an as needed basis.
65. Section L.3.4 Volume III Price Quote (page 62). The RFQ states, “The Price Quote (Microsoft Excel format and PDF - no page limitation) shall include…hourly rate breakdown.” As some offerors perform exclusively on a firm-fixed-price basis and may utilize alternative pricing methodologies, such as all-inclusive bundles rates, can MCC confirm that such firm-fixed-price offerors may submit pricing using such alternative pricing structures and provide information substantiating price reasonableness (i.e. evidence of historical prices paid) in lieu of a hourly rate breakdown?
No, see response to number 64.
66. Section L.3.4 Volume III Price Quote (page 62). The RFQ states, “audited financial statements or NICRA are required to be submitted...” Please confirm that audited financial statements or a NICRA are not required for firms that do not separately invoice for G&A or other indirect costs.
Confirmed.
67. Can the due date of submission of quotes be extended to June 10, 2021?
See response to number 34.
68. Are there requirements regarding the physical location of key-personnel?
No.
69. Does MCC have any prioritisation among the countries in which they operate?
See response to number 44.
70. On page 14 of the Statement of Work, the Solicitation states that absent a mitigation plan, the Contractor may be precluded from bidding on work and services procured by the local MCA. Can MCC please confirm that consistent with the incorporated MCC Clause 52.209-70, the Contractor will only be precluded from implementing a procurement that it helped design under the contract and that the contractor will not be generally precluded from providing services to local MCAs? If so, would MCC consider removing the language on page 14 and relying upon MCC Clause 52.209-70 only?
No.
71. Given that current proposal submission deadline coincides with the Memorial Day holiday, would MCC consider a two-week extension? The proponents would like to be mindful of the particular stresses on staff over the past year related to the COVID-19 pandemic, and allow for an appropriate balance of client and business development work with personal time.
See response to number 34.
72. Does MCC have a target ceiling budget for this contract for either the base year or any of the option years?
See response to number 2.

include modeling, and should the org chart include an environmental modeler?
75. Please confirm if this solicitation is “full and open” and not limited to BPA, IDIQ or GSA holders.

77. Section C- Description/Specifications/Statement of Work , Conflict of Interest states :” The contractor may be precluded from bidding on work and services (design, assessment, construction and supervision) to be procured by the local MCA or using funds (CDF/609G) advanced under a Compact in the relevant country, unless the contractor submits a mitigation plan sufficient to ameliorate any conflict of interest pursuant to the rules applicable to the procurement process.”- This RFP was forwarded to MCC’s current BPA holders. BPA holders are typically engaged to offer services to the infrastructure groups in MCC following constraints analyses, during projects assessments and feasibility studies, sometimes using 609(g) funds. Does this mean that this contract holder will be precluded from offering due diligence or feasibility study services in a country where they are contracted for climate advisory services? We recommend that climate advisory services be combined with other ESP tasks in the infrastructure advisory services in whatever form such services are engaged for a country.
No, see response to number 1.
