About this file
This addendum document is issued by St. Tammany Parish Government's Procurement Department in Covington, Louisiana, and revises the project specifications for Quote #26-22-1 regarding the Avenue Street Albert Pipe Liner project. The scope of work involves cleaning existing pipe and installing a Closed-Pipe Inline (CIPP) liner between 810 and 814 Avenue Street Albert (R03A021). The primary revision in Addendum No. 1 modifies the thickness specification for the 36-inch CIPP liner from the original specification to 15.5mm minimum nominal thickness. The project includes mobilization work and installation of 172 linear feet of 36-inch CIPP liner through the existing corrugated metal pipe, with removal of existing metal grates and concrete pads/headwalls prior to liner installation. All work must conform to Louisiana Standard Specifications for Roads and Bridges, Latest Edition. The quote due date is Tuesday, July 28, 2026, with questions due July 21, 2026, and additional addenda issued through July 23, 2026. Contractor site verification of all quantities and measurements is mandatory, and the contractor assumes responsibility for locating and protecting existing utilities while maintaining two-way traffic throughout construction with designated flagmen on both ends of the work zone.
The contractor must provide all labor, materials, equipment, and supervision necessary to complete the project, with work to commence within ten calendar days of receiving the Notice to Proceed and be completed within thirty calendar days from issuance. The Parish will issue the NTP within twenty calendar days of contract execution. Respondents with estimated project costs of $50,000 or more must hold an active State Contractor's License for Highway, Street, and Bridge Construction per Louisiana Revised Statutes Title 37, Chapter 24. For projects costing $25,000 or more, the successful respondent must provide a performance bond equal to 100 percent of the project cost within ten working days of request from an approved surety company. Liquidated damages apply for non-completion, ranging from $500 per calendar day for contracts up to $250,000 to higher amounts for larger contracts. Quoted prices must remain firm for the contract term, and the contract will be awarded to the lowest monetary quote in compliance with the Quote Request specifications. Quotes will be opened publicly at the St. Tammany Parish Department of Procurement, 21454 Koop Drive, Suite 2F, Mandeville, Louisiana 70471.
