About this file
This is a Quality Assurance and Quality Control Plan document prepared by Bolton & Menk, Inc. for the Peterson Wetland construction project (Site No. HAM892326B) in Hamilton County, Iowa, under the Iowa Department of Agriculture & Land Stewardship, Division of Soil Conservation and Water Quality. The project involves construction of a nutrient reduction wetland encompassing approximately 21,135 cubic yards of earthwork, 2,645 linear feet of reinforced concrete pipe (RCP), 1,579 linear feet of high-density polyethylene (HDPE) dual wall pipe, 2,350 square feet of tied concrete block mat, two concrete manholes, and 2.9 acres of seeding. The construction sequence will be determined following contract award at a pre-construction meeting. Sealed bids are due by 3:00 PM on May 20, 2026, with a pre-bid conference scheduled for 9:00 AM on April 20, 2026, at Williams Public Library in Williamsport, Iowa. Construction must commence within 14 days of the pre-construction meeting and be completed by December 31, 2026, with seeding deadlines of May 15, 2027, for the structure and June 30, 2027, for the buffer. The estimated construction cost range is between $250,000 and $350,000.
The QA/QC Plan specifies that the contractor is responsible for quality control and storm water management, while the design engineer verifies quality assurance through material certifications and approved shop drawings and mix designs. Inspection requirements vary by task: tile exploration requires engineer or technician observation with survey equipment; the first 100 feet of tile inlet installation requires full-time inspection, transitioning to part-time after demonstrating competence; concrete structure and pipe locations require technician verification with surveying equipment prior to backfilling; and seed bed preparation requires observation of thickness and seed tags. No testing is required for pipe trench backfill. As-built drawings must document tile intercept and outlet locations with elevations and pipe sizes, outlet and inlet structure elevations, and a cross-section verification near the wetland center. Bidders must be registered with the Iowa Department of Inspections, Appeals & Licensing, submit a bid bond equal to ten percent of the bid amount, and furnish a Performance/Payment Bond equal to one hundred percent of the contract price.

RE: Peterson Wetland Inspection Plan Site No. HAM892326B Hamilton County, Iowa
The sequence of construction will be determined with the contractor after the contract is awarded, the start date planned and whether crops have been harvested. This will be discussed at the pre-construction meeting. The easement boundary stakes and at least 3 benchmarks to be used for construction will be placed by Bolton & Menk, Inc.
Below is a list of anticipated tasks to be completed along with the amount of inspection required and the experience level of the inspector needed.
• Tile Exploration – The exact location and depth of existing tile on the site have not been determined. This exploration should be done at the beginning of construction, observed by the engineer or technician with survey equipment. This information will be used by design engineer to adjust the tile outlets as needed to provide suitable outlet based on this acquired information.
• Site stripping can occur without an inspector present. The contractor will need to implement storm water and sedimentation control measures.
• The engineer or a technician shall be present during the installation of the first 100 feet of the tile inlet. After contractor demonstrates acceptable competence at installation of the tile in accordance with the specifications, engineer or technician will only be required on a part time basis. Contractor shall notify the engineer if unstable soils requiring bedding material are encountered. No testing is required for backfill of pipe trench.
• The location and elevation of the installation of the concrete structures and outlet pipes shall be verified by technician with survey equipment prior to backfilling.
• The tile inlet and outlet shall be measured with surveying equipment. The Joint connections should be observed prior to backfilling. A technician with surveying equipment should check this.
• Seed bed preparation should be checked prior to seeding. The thickness of the topsoil and seed tags shall be verified. A technician familiar with seeding should observe the start of this.
• There is no testing that needs to be completed for this project.
The as-built drawings shall include the following information:
• Location and elevation of tile intercepts and outlets, along with pipe sizes.
• Location and elevation of top of outlet structure and inlet structure.
• Cross section east-west near the center of the wetland to verify elevations.
Quality control is the responsibility of the contractor, but any work deemed to not be in accordance with the plans and specifications based on inspections completed shall be reworked.

Quality assurance is the responsibility of the contractor but will be verified by the design engineer. This will be accomplished by material certifications provided for all pipe/tile, geotextile, granular material, and riprap. Shop drawings will be submitted and approved for sheet pile, structures, and all pipe. The grout mix and seed mix designs shall be submitted and approved prior to placement.
