RFI for Keswick Station Service Transformer (Amendment 0001 to Solicitation 89503321QWA000082)

1. Is a Vapor phase required, or can a manufacturer use a heat and vacuum drying process?

Response: For this size transformer a heat and vacuum drying process would be acceptable.

2. Can the due date be extended to May 12, 2021?

Response: We are not able to accommodate an extension at this time.

Updated Response: Offer due date extended as stated in the solicitation amendment.

3. We are preparing a proposal for the subject solicitation and had a question regarding the requirement for vapor phase in paragraph 1.7.

In lieu of vapor phase, will Western consider an alternate dry out method/process for the windings?

Response: Yes, for this size transformer the alternate proposed in place of vapor phase drying is acceptable.

4. Also, is it possible to extend the bid due date for a week in order to finalize our proposal?

Response: We are not able to accommodate an extension at this time.

Updated Response: Offer due date extended as stated in the solicitation amendment.

5. Please can you confirm the voltage is 115,000?

Response: Yes, that is the voltage 115,000 V or 115-kV. This transformer is for station service and only a 115-kV primary source is available. Since 2.5 MVA capacity is needed for this installation, we weren’t able to use a power PT.

6. The required delivery date is 28-34 Weeks ARO, our factory standard now is pushing 45 weeks ARO. Will Western consider a delivery date 45 Weeks after award or is the 34 Weeks a drop dead date?

Response: The required delivery date has been changed to 45 weeks ARO, as stated in the solicitation amendment.
