f. See additional restrictions in Divisions 10 and 13

g. The electrical operation of the transmission lines are under the jurisdiction of WAPA’s Operations Office. All outage requests by the Contractor shall be subject to the approval of the COR. Approval or denial of an individual outage request will be based on transmission system electrical loads, system operating configurations and weather conditions at the time the outage is scheduled to begin. At any time because of transmission system electrical loads, transmission system operation or reliability, WAPA may deny an outage request or direct the Contractor to return facilities to operating conditions and release the applicable Special Work Permit.

Make all outage requests in writing to the COR a minimum of 30-days in advance.

Meeting the minimum advance notice requirement of 30-days does not guarantee an outage will be approved. To improve the chances of an outage being approved, all outages should be submitted with as much advance notice as practicable. Weather conditions and other system conditions such as other scheduled and nonscheduled (forced) outages must be evaluated against an outage request before approval can be granted.

1. SUBMITTAL TIME: Prepare and Submit a Construction Schedule to the COR within 14-calendar days after date of Notice to Proceed.

F. MATERIAL: All material shall be provided by the Contractor.

G. RIGHTS-OF-WAY:

1. GENERAL: Transmission line right-of-way is 125-feet-wide. WAPA does not represent that the Contractor can gain access to every structure site or travel continuously along the transmission line. NRPPD easement is 30-feet-wide.

Orient construction methods and equipment to utilize Government-furnished rights-of-way, or obtain additional temporary access without additional cost to WAPA. Any additional temporary access acquired by the Contractor shall be submitted to the COR 60-days prior to use for environmental review and approval, since several areas of the transmission line have travel restricted areas. During the contract period, WAPA reserves the right to use Contractor-obtained access.

The Contractor is responsible for obtaining staging, storage areas and pulling sites. Provide COR with landowner agreements.

2. ACCESS EASEMENTS:

a. WAPA has not acquired access easements from existing public roads to the transmission line, and some off right-of-way access along the transmission line. This off right-of-way access route is to provide access to the transmission line structure sites not accessible by traveling the transmission line.

b. The Contractor, at no cost to the Government, is responsible for working directly with the landowner to obtain a temporary easement/agreement to utilize, improve, or create roads not shown on project drawings. Each easement/agreement should specifically detail the reclamation to be completed after use. Upon obtaining this easement the Contractor shall send a copy of the easement, photos and videos of the initial condition to the COR.

3. WORK ON THE RIGHT-OF-WAY:

a. General: Perform work on the rights-of-way necessary for access to or along the transmission line. Only that excavation, dozing, or blading absolutely necessary will be allowed. Excavation, dozing, and blading for ease of travel may only be performed after field review and approval by the COR in accordance with Division 13. Unauthorized excavation, dozing, blading shall immediately be repaired, or WAPA will have the damage repaired and backcharge the Contractor for all costs involved.

b. Ease of Travel and Crane Landings: Excavation, dozing, or blading done for ease of travel on any easement or for crane landings shall be restored to the original contour of the land and shall be compacted to a dry density not less than the natural in-place dry density of the surrounding earth. The use of water may be required to obtain the required density. Topsoil shall be stockpiled and spread on cuts prior to completion of work.

c. Drawings WS-SG T760-T768 show the access roads that are available for the Contractor to use. Prior to the use of access roads for this project, the Contractor shall submit time-stamped photographs and videos of the initial condition of all roads to the COR. All access roads used during this project shall be reclaimed to the same or better condition than before use, or as state in the easement/agreement without additional cost to the Government. After reclamation of these roads is complete, the Contractor shall submit time-stamped photographs and videos of the roads to the COR.

The radios shall operate on the Contractor’s normal radio frequencies; be complete with appropriate accessories, adjusted and maintained in good working condition; provide reliable 2-way communication with the Contractor’s office and field crews. When the Contractor’s field work is completed, the radios will be returned to the Contractor.

M. EMPLOYEE REQUIREMENTS:

In addition to the requirements listed in WAPA Construction Standard 1.4.3 all employees are restricted from wearing a headset, headphone, or other listening device, other than a hearing aid or instrument for the improvement of defective human hearing, hearing protection worn as the hazard exists, or for communication purposes while on a WAPA jobsite.

N. ELECTRICAL MINIMUM APPROACH DISTANCES:

In addition to the requirements listed in WAPA Construction Standard 1.4.9 equipment other than cranes and derricks, conductive objects, or personnel, shall not be brought closer to energized facilities than the electrical minimum approach distances established by OSHA 1926.958(b), “Materials, Handling, and Storage”. The less stringent equipment clearance distances established by OSHA 1926.960, “Working On or Near Exposed Energized Parts”, Table V-5 and Table V-6, may only be used after the Contractor has completed and submitted WAPA’s Electrical Clearance Variance form and has received the signed form in return from the COR.
