About this file
This is a Request for Proposal (RFP) issued by Central Piedmont Community College in North Carolina for managed bookstore services, including both onsite and online operations as well as College "Spirit Shop" merchandise sales. The College seeks a vendor to operate a minimum of two physical bookstore locations—one at Central Campus (1141 Elizabeth Avenue, Charlotte, NC 28204) and one at Levine Campus (2800 Campus Ridge Road, Matthews, NC 28105)—while also providing online services and fulfilling orders at smart lockers located on Harris, Harper, Merancas, and potentially Cato campuses. The College serves over 52,000 students annually across six campuses and two centers. The RFP was issued on September 15, 2026, with written questions due by September 22, 2026, and offers due on October 20, 2026, at 2:00 PM ET via the Electronic Vendor Portal. A public opening will occur via Microsoft Teams immediately following the deadline. The contract term is three years with two optional one-year renewal periods, with the contract award expected around March 1, 2027. The College anticipates vendor presentations and demonstrations from finalists, with Best and Final Offers (BAFO) to be requested from top-ranked vendors.
The evaluation will follow a trade-off/ranking method prioritizing vendor conformity with business specifications, total cost of ownership including equitable access pricing per credit hour, and risk assessment in Phase 1, with only the top two vendors advancing to Phase 2 evaluation of enterprise IT specifications compliance. The vendor must establish equitable access program pricing for curriculum courses (with per credit hour rates required), provide detailed cost proposals by category (course materials, general merchandise, technology), and submit commission structures as a percentage of commissionable sales or alternative arrangements such as scholarship funds or capital improvements. The College currently does not utilize campus cards for payments and has no direct agreements with publishers. Financial stability documentation, including three years of audited financial statements or certified public accountant attestations, is required. The vendor must maintain complete accounting records in accordance with nationally accepted bookstore industry standards, available for College audit at any time, and provide monthly operating statements within 25 days of each accounting period. The vendor is responsible for all utilities costs and must use FA-Link provided by Trimdata in conjunction with Ellucian's Colleague for point-of-sale integration with the College's financial aid system and mainframe.

A contract awarded pursuant to this RFP shall have an effective date as provided in the Notice of Award.
The term shall be there (3) years with two (2) optional renewal periods of one (1) year and will expire upon the anniversary date of the effective date unless otherwise stated in the Notice of Award, or unless terminated earlier. The State retains the option to extend the Agreement, as needed, at its sole discretion.
2.5 EFFECTIVE DATE
This solicitation, including any Exhibits, or any resulting contract or amendment shall not become effective nor bind the State until the appropriate State purchasing authority/official or Agency official has signed the document(s), contract or amendment; the effective award date has been completed on the document(s), by the State purchasing official, and that date has arrived or passed. The State shall not be responsible for reimbursing the Vendor for goods provided nor Services rendered prior to the appropriate signatures and the arrival of the effective date of the Agreement. Currently the College does not utilize a campus card for payments at the bookstore or other campus vendors.
The College does not have any direct agreements directly with publishers.
The College owns 3 sets of smart lockers, located on the Harris, Harper, and Merancas campuses. At this time, these lockers are utilized only by the bookstore. The current bookstore vendor fulfills orders and delivers to the applicable locker system. The Vendor awarded this contract is also expected to fulfill orders at the lockers at the three campuses listed above, as well as at the lockers planned for the Cato campus, if the Vendor does not include a physical location at that campus in their proposal. At this time, campuses with a physical bookstore do not have smart lockers.
Useful information for Vendor’s responses can be found on the following webpages:
