About this file
This is a Scope of Work document for PAPMC (Philadelphia Housing Authority Management Company) in Pennsylvania, soliciting proposals from qualified contractors to provide roofing repair, replacement, and related maintenance work on an as-needed basis under contract P-005534. The scope encompasses comprehensive roofing services including removal of existing roofs, installation of various roofing materials (asphalt shingles, EPDM single-ply membrane, heat-weld TPO, and SBS-modified bituminous membrane), wood sheathing replacement, siding repairs, fascia board and soffit replacement, gutter and downspout installation, window replacement, and chimney work. Proposers must conduct site inspections to assess roofing conditions, quantities, types, sizes, locations, and local site conditions affecting work performance. Services will be issued through task orders on an as-needed basis, with work to be performed on occupied buildings requiring coordination of safe temporary resident access throughout construction. The contract term spans five years (Years 1-5) with separate pricing schedules for each year.
Pricing for the various line items is to be provided on a unit basis (per square foot, linear foot, or per unit), with differentiated pricing for projects under 500 square feet versus those exceeding 500 square feet for wood sheathing and roof removal/installation work. A difficult condition adjustment is available for roofs not readily accessible, determined on a job-by-job basis prior to purchase order assignment. The contractor must provide labor rates for two-worker and three-worker crews and material costs for all roofing systems, insulation types, and accessories. All materials and installation are warranted for five years or the manufacturer's standard warranty period, whichever is greater. The contractor assumes responsibility for obtaining all necessary building permits and approvals from utilities and the City of Philadelphia, and must provide weekly reports documenting work sites, dates, quantities replaced, and materials used. Safety requirements include OSHA compliance, hot asphalt kettle supervision, proper ladder standards, and grounds cleanup of PHA and neighboring properties.

7. All roofing material and insulation shall be fire retardant.

5. 5. Contractor will be responsible for all grounds cleanup of PHA and neighboring properties as well as neighboring roofs affected by roof installation.
M. Special Conditions
1. The contractor shall obtain all necessary building permits or assist PHA, A/E, and/or subcontractors as required. The contractor shall obtain all approvals including, but not limited to, approvals required by utilities, the City of Philadelphia and other necessary parties
2. The pricing shall be broken out for less than 500 SF and more than 500 SF for wood sheathing removal and replacement as well as for removal of existing roof and installation of new roof. PHA and contractor agree that a lesser unit cost will be attached to the greater volume on said items.
3. All roofs that are not readily accessible will receive a difficult condition adjustment as shown on proposal form. Readily accessible roofs are all roofs with direct access that must require utilizing at maximum a 48' ladder to the roof being worked on. The standard for a readily accessible roof will be that by which an OSHA approved ladder can be safely set up in compliance With OSHA regulations for workers to climb and access the roof. If other roofs must be climbed to gain access to main roof, then the difficult adjustment amount will be utilized. The utilization or not of the difficulty adjustment will be determined by contractor and PHA representative upon review of the scope of work and prior to the assignment of a purchase order on a job-by-job basis.
Also, on a property that has several roofs, the determination of utilizing the difficulty adjustment will be assessed individually with regard to access to each roof on its' own. For example: work on a porch roof at front of a unit will not justify difficulty. On a unit that has a three-story main roof with direct access along with a rear secondary roof in which an additional ladder is needed to access that roof, the difficulty adjustment will apply only to the costs of the work at the secondary roof and not at the main roof. If contractor chooses to deviate from the difficultly adjustment standard set by PHA for reasons other than legitimate and communicated safety concerns, the difficulty adjustment will not be justified.
