About this file

This is a construction project manual and specification document for the Harford County Library Administration Office Renovations, a capital improvement project managed by the Harford County Department of Public Works in Maryland. The project encompasses comprehensive interior and exterior renovations including demolition and installation of new acoustic ceiling systems, floor finishes, doors, windows, and interior walls; creation of new offices and a training room; renovation of restrooms; installation of new mechanical ductwork and electrical systems; and selective plumbing replacements and additions. The contractor is responsible for furnishing and installing all HVAC equipment with complete labor, materials, equipment, supervision, startup, testing, and balancing in accordance with contract documents. Seven alternates are offered for optional inclusion: aluminum storefront systems (SF1 and SF1A), roof hatch and ladder installation, fence extension, operable gate into parking lot, new exterior hollow metal doors and frames, exterior soffit/fascia along the front building, and new glazed exterior window systems (SF-2 and SF-3). The construction documents were prepared by Frederick Ward Associates, Inc., with a permit/bid construction set dated June 17, 2026, and project manual dated June 22, 2026.

The contract is structured as a single prime contract with detailed specifications across multiple divisions covering general requirements, demolition, concrete, metals, wood and plastics, thermal and moisture protection, openings, finishes, specialties, furnishings, fire suppression, plumbing, HVAC, electrical, and exterior improvements. The project operates under an alteration work framework, requiring the contractor to maintain partial owner occupancy during construction, coordinate with existing utility services, implement fire prevention and dust control measures, and protect existing materials and finishes. Payment procedures utilize AIA Document G702 and G703 forms with Applications for Payment submitted according to an established schedule of values. The contractor must submit a detailed submittal schedule, coordinate drawings for multi-trade integration, and maintain compliance with specialized procedures for lead-safe work practices and fire prevention outlined in Section 013516 for alteration projects.
