The scope includes maintenance services for steam boiler systems, closed recirculation hot water heat systems, closed recirculating dual temperature systems, cooling tower systems, chilled water systems, ice thermal storage systems, closed loop geothermal systems, and reverse osmosis systems across 19 campus buildings. Contractors must conduct minimum bi-monthly site visits scheduled at least 10 days apart, provide laboratory testing and analysis within 48 hours, deliver written service reports within 3 business days of each visit, and conduct annual training of at least 10 hours for university personnel. The pre-proposal conference is scheduled for August 17, 2026, at 9:00 AM with an immediate site visit following (approximately 3 hours required). The deadline for questions is September 1, 2026, at 4:00 PM, with proposals due September 15, 2026, at 4:00 PM via Bid Locker. The contract term runs from the Notice to Proceed (projected October 1, 2026) through June 30, 2031, with a potential month-to-month extension up to 12 months if a new award is not made by the expiration date.

Pricing must be submitted on a monthly basis by building/location for five separate contract periods, with separate pricing for reverse osmosis loop disinfection and UV preventive maintenance services to be performed in December/January annually. Contractors must provide hourly rates for technicians (regular and emergency/overtime rates) and specify a percentage markup on supplies not to exceed 20 percent; all parts and materials must be billed at actual cost plus the contracted markup percentage, with the university retaining the option to purchase parts exceeding $100 directly. Subcontracting is prohibited without prior university approval, with any approved subcontractor markups capped at 8 percent. The solicitation does not include a Small Business Reserve set-aside, although minority business enterprises are encouraged to respond, and the procurement method is competitive sealed proposals conducted in accordance with the University System of Maryland Board of Regents Procurement Policies. Contractors must meet minimum qualifications including five years' experience in full-service water treatment for boiler and cooling systems, three customer references with contracts of similar size and scope (minimum $15,000 annually), and key technical personnel with five years' relevant experience and science or engineering degrees. All proposals must include the technical proposal and price proposal submitted as separate documents via Bid Locker, along with required exhibits including company profile, firm experience documentation, key personnel forms with licenses and certifications, and Material Safety Data Sheets for all chemicals to be used.

FYI ONLY - SMALL BUSINESS RESERVE NOTICE

THIS IS NOT A SMALL BUSINESS RESERVE ONLY SOLICITATION

Maryland is committed to the growth and success of our small business community. In 2004, the state created the Small Business Reserve (SBR) Program, providing small businesses with the opportunity to participate as prime contractors on state contracts by establishing a unique marketplace where small businesses compete against other small businesses instead of larger, more established companies.

Maryland is currently involved in a statewide procurement modernization effort to make the state contracting arena more transparent and user friendly to the small business community. As a result, several significate legislative changes took effect on October 1, 2017 that directly impact the SBR Program.

Under state procurement law, the SBR Program directs participating agencies/department to spend at least 20% of its fiscal year procurement expenditures with qualified small businesses.

Once a solicitation has been designated as “SBR,” an award can only be made to a registered SBR vendor. Registration is an online process through eMaryland Marketplace (eMMA). Vendors attest to meeting the eligibility standards and must re-certify annually.

There is no cost to participate in the SBR Program.

This is a race- and gender-neutral program. Minority status is not a criteria for participation in the SBR Program. The small business eligibility standards for for-profit businesses, other than a broker, participating in this program are:

• The business is independently owned and operated

• The business is not a subsidiary of another business

• The business is not dominant in its field of operation

• The wholesale operations of the business did not employ more than 50 persons, or the gross sales of the business did not exceed an average of $4,000,000 in its most recently completed three fiscal years*

• The retail operations of the business did not employ more than 25 persons, or the gross sales of the business did not exceed an average of $3,000,000 in its most recently completed three fiscal years*

• The manufacturing operations of the business did not employ more than 100 persons, or the gross sales of the business did not exceed an average of $2,000,000 in its most recently completed three fiscal years*

• The service operations of the business did not employ more than 100 persons, or the gross sales of the business did not exceed an average of $10,000,000 in its more recently completed three fiscal years*

• The construction operations of the business did not employ more than 50 persons, or the gross sales of the business did not exceed an average of $7,000,000 in its most recently completed three fiscal years*

• The architectural and engineering operations of the business did not employ more than 100 persons, or the gross sales of the business did not exceed an average of $4,500,000 in its most recently completed three fiscal years*

*If a business has not existed for three years, the gross sales average is computed for the period of the business's existence.

For newly formed businesses the determination will be based upon employment levels

SALISBURY UNIVERSITY ASKS THAT IF YOU MEET THE ABOVE CRITERIA, PLEASE GO ON-LINE AND COMPLETE THE SELF CERTIFICATION PROCESS. IT IS FREE AND IT TAKES LESS THAN 10 MINUTES TO COMPLETE!

*If a business has not existed for three years, the gross sales average is computed for the period of the business’s existence. For newly formed businesses the determination will be based upon employment levels and projected gross sales.
