About this file
This is a Request for Proposals (RFP) issued by the Greater Richmond Transit Company (GRTC), a not-for-profit public service corporation jointly owned by the City of Richmond and Chesterfield County, Virginia, for the procurement of a BRT Real-Time Information Digital Signs system. GRTC seeks a service-proven, commercially deployed Digital Display Signage System to deliver safety-critical, real-time public transit arrival information at Bus Rapid Transit (BRT) stations and related transit facilities. The scope of work includes system design, hardware procurement, installation, configuration, integration, testing, documentation, training, warranty, and support services. The project requires 26 BRT digital display signage systems (each consisting of two passive real-time information displays, an emergency call box, and a blue alert strobe), training services, and 54 months of maintenance and support. The RFP was issued on July 1, 2026, with a pre-proposal conference scheduled for July 9, 2026, at 10:00 a.m. ET via Microsoft Teams. Written questions are due by July 16, 2026, at 3:00 p.m. ET, with responses provided by July 23, 2026. Proposals are due by July 31, 2026, prior to 3:00 p.m. ET through the Beacon Bid procurement platform. Oral discussions are tentatively scheduled for August 26-27, 2026, with best and final offers due September 4, 2026, if requested. Contract award is anticipated for September 2026. The contract term is five years from the Notice of Award, with a performance period of 180 calendar days from the Notice to Proceed for initial deliverables and training.
This is a fixed-price hybrid contract with definite quantity line items for the signage systems, training, and maintenance support, plus an indefinite quantity line item for potential additional services with an estimated value of $250,000. Pricing must be submitted in Excel format in Volume 1 of the proposal. The contractor is required to comply with Buy America requirements under 49 U.S.C. § 5323(j) and the Build America, Buy America Act, Public Law 117-58, certifying that all steel, iron, manufactured products, and construction materials are produced in the United States unless a federal waiver is granted. The contract is federally funded through the Federal Transit Administration (FTA), necessitating compliance with federal acquisition regulations, anti-corruption and bribery laws, debarment certification, and restrictions on covered telecommunications equipment. The contractor must provide a minimum three-year warranty on all hardware and software commencing at final system acceptance and maintain lifecycle support with parts availability for a minimum of seven years. Performance requirements include 99.5% display uptime, 99.9% Content Management System (CMS) uptime, and 10-second data latency. Proposals are evaluated using a best-value methodology with technical factors weighted at 95% and cost at 5%, with evaluation criteria including technical solution and compliance (30%), system integration approach (20%), experience and past performance (15%), implementation and project management (15%), operations, support and warranty (10%), innovation and scalability (5%), and training and knowledge transfer (5%). Payment shall be made within the time period allowed under Virginia's Prompt Payment Act, and GRTC reserves the right to award based on initial proposals without further discussions or to reject any or all offers.

Such a conflict would exist when an employee, officer, or agent of GRTC or any member of his/her immediate family, or his/her partner, or an organization employing or about to employ any of the above, has a material financial or other interest in a firm selected for award of a contract. Any interest as owner or stockholder of one percent (1%) or less in such a firm shall not be deemed to be a material financial interest, but serving as Director, officer, consultant, or employee of such an organization would be deemed a material interest. Violation of this policy by contractors or their agents may be considered a breach of contract and shall subject such contractor or agent to action up to and including cancellation of contract and suspension and debarment from contracting with GRTC. Violation of this policy by bidders or potential contractors may be considered to make such bidder or proposer ineligible to bid or render a bid or proposal non-responsive.
