About this file

This is a proposal report for Pennsylvania Department of Transportation (PennDOT) Project 67199, a federally funded bridge reconstruction project located in Lackawanna County. The project involves superstructure replacement for two structures carrying State Route 3023 and State Route 8025 traffic over Roaring Brook, along with bridge preservation work on the SR 8025 structure over President Biden Expressway Ramp D and approach roadway improvements. The scope includes construction of a single-span Composite P/S Concrete Spread Box Beam and a four-span P/S concrete spread PA Bulb-Tee Beam superstructure, roadway pavement reconstruction, shoulder widening, guide rail replacement, erosion and sediment control measures, temporary traffic control, signing, pavement marking, partial structure removal, and miscellaneous construction work. The project encompasses work on SR 3023 Section D50 and SR 8025 Sections 250 and PRS within the City of Scranton, covering a total work area length of 1,572.12 feet (0.298 miles). The bid package includes approximately 200 line items with quantities ranging from 1 to 21,452 units depending on the item. The scheduled bid letting date is August 13, 2026, at 11:00 AM, with an anticipated Notice to Proceed of September 28, 2026, and a required project completion date of September 21, 2032. The project cost range is estimated between $15,000,000 and $19,999,999.99, and prequalification is required for bidders. No pre-bid meeting is scheduled.

Construction is subject to staged construction with specific milestone dates for each stage: SR 3023 Stage 1A must be complete by June 14, 2027; SR 3023 Stage 1B by May 16, 2028; SR 3023 Stage 2 by November 16, 2028; SR 8025 Stage 1A by April 20, 2029; SR 8025 Stage 1B by July 22, 2030; SR 8025 Stage 2 by June 22, 2031; and SR 8025 Stage 3 by July 19, 2032. The contract includes comprehensive special provisions addressing construction restrictions, traffic control, erosion and sediment pollution control, railroad protective services, wage rate requirements, asbestos removal, and environmental commitments. The project is subject to Road User Liquidated Damages (RULD) assessments, requires continuous construction operations with active staffing and material availability, and prohibits work during winter shutdown periods from the Tuesday before Thanksgiving through March 31, except for tree trimming and removal. Additionally, the contract mandates notification to property owners, coordination with utilities through PA One Call, compliance with all non-Department permits, and maintenance of pedestrian access on SR 8025 over Ramp D throughout construction. The project is funded with federal dollars and subject to Buy America, Build America, and FHWA requirements as outlined in the Designated Special Provisions (DSPs).
