About this file

Summary

This is a Scope of Work attachment (Attachment III.1) for Invitation for Bids (IFB) 700593-26 issued by Prince William County, Virginia, for on-call flooring installation, repair, and replacement services at various County-owned and operated facilities. The County seeks qualified contractors to provide firm fixed-price bids for all labor, supervision, materials, equipment, and incidentals necessary to perform flooring work on an as-needed basis. Services include installation, removal, replacement, and repair of multiple flooring types including vinyl composition tile (VCT), sheet vinyl, rubber flooring, carpet, carpet tile, cove base, and transition strips, along with ancillary services such as subfloor preparation, material removal and disposal, and furniture moving. Work is authorized exclusively through written task orders issued by the County, with contractors required to submit task order proposals within seven working days of receipt that include field-verified quantities, layout diagrams, estimated labor hours, itemized materials lists, proposed schedules, and total pricing. Normal working hours are Monday through Friday, 7:00 a.m. to 3:30 p.m., excluding County holidays, though contractors must be capable of performing work during off-hours when required. The County does not guarantee any minimum quantity of work under the contract.

Award will be made to the lowest responsive and responsible bidder based on firm fixed unit prices, hourly labor rates, and percentage discounts submitted in the bid form, with all pricing evaluated against estimated quantities for comparison purposes only. Bidders must complete all pricing fields, including unit prices, hourly labor rates, and percentage discounts for applicable material categories, with failure to provide any required pricing potentially resulting in bid rejection. A minimum service fee of $500 may be applied to task orders below that threshold if included in the original bid submission. Contractors must provide qualified, certified personnel; comply with all manufacturer specifications and industry standards, including the Carpet and Rug Institute Standard Publication CRI 104; maintain current Safety Data Sheets for all chemical products; and assume full responsibility for material storage, verification of field measurements, furniture moving and protection, and removal and proper disposal or recycling of existing flooring materials. The scope includes predefined carpet collections organized into broadloom and tile groups, and resilient product collections including VCT, bio-based tile, luxury vinyl tile groups, sheet vinyl groups, sports flooring, and rubber flooring options, with single unit prices applying to all products within each collection regardless of style, color, or pattern.
