It is the responsibility of the offeror to propose a technical approach with the appropriate labor categories and number of hours.

2. Offerors are requested to submit a written technical and price proposal in response to the attached Performance Work Statement (PWS) and Quality Assurance Surveillance Plan (QASP) included in this RFP. Further information on submission of your quote is provided throughout this document in addition to FAR Clause 52.212-1, Instruction to Offerors – Commercial Items and FAR Clause 52.212-2, Evaluation – Commercial Items.

a. In accordance with (IAW) DISA Acquisition Regulation Supplement (DARS) 52.209-

9000, each offeror shall specifically identify in its proposal, whether or not any potential or actual Organizational and Consultant Conflicts of Interest (OCCI) as described in Federal

Acquisition Regulation (FAR) Subpart 9.5 exists for this instant procurement. If the offeror believes that no OCCI exists, the OCCI response shall set forth sufficient details to support such a position. If an offeror believes that an actual or perceived OCCI does exist on the instant procurement, the offeror shall submit an OCCI plan with the proposal, explaining in detail how the OCCI will be mitigated and/or avoided.

b. Offerors must complete Blocks 6 and 7 of the DD Form 254 (Attachment 1) included in this RFP with the appropriate information for their companies and any subcontractors (when applicable). Completed DD Forms 254 must be submitted with proposals. According to the

DD254, the offeror must have a Top Secret Facility Clearance, personnel assigned to this contract will be required to have a Top Secret clearance and handle classified material only at another contractor’s facility or at a Government activity.

3. Evaluation Factors and Basis for Award Determination:

a. Award will be made to the offeror whose proposal is determined to represent the overall best value to the Government using a best value tradeoff evaluation process. Proposals will be evaluated with regard to how they respond to the requirements of the PWS, on records of past performance, and on cost/price submissions. The technical proposal should include all information the offeror wants the Government to consider and evaluate regarding its company’s ability to perform all required tasks and conform to all required terms and conditions. In order to be eligible for award, the contractor’s proposal must sufficiently address all aspects of the PWS.

The Government reserves the right, but is not obligated, to conduct a realism analysis. With regard to the best value analysis for the award decision, the below evaluation factors and subfactors will be used in the trade off analysis. Section 508 Accessibility Standards do apply to this requirement. Section 508 requirements are listed in the PWS. Compliance with Section 508 standards will be considered prior to evaluating any of the selection criteria listed below. Any proposal failing to meet the Section 508 Accessibility Standards, as listed in the PWS, shall be eliminated from consideration for award.

b. The standards for evaluating the below factors are contained in the attached Evaluation

Tables included in this RFP (Attachment 2). Proposals which are rated “Red/Unacceptable” in any area may be excluded from further consideration.

c. The Government will use the following evaluation factors to determine an offeror’s relative ability to accomplish the tasks set forth in the PWS. Page limitations are identified below under each evaluation factor and will be treated as maximums. If exceeded, excess pages will not be read or considered in evaluation of the proposal. The following items will not be considered when calculating page limits: cover page, table of contents, glossary, executive summary, generic resumes, past performances, OCCI mitigation plans, and Section 508 compliance. In the event any evaluation notices are issued, page limitations may also be placed on those. The technical portion of the proposal is to be submitted as a Microsoft (MS) Word 2010 or PDF document. The page format shall have a 1 inch margin using no smaller than an 11 point Ariel, Times New Roman, or Courier New font for all text to include any text contained in a table. The price proposal spreadsheet shall be a separate document from the technical proposal and shall be submitted in MS Excel 2010 format. All formulas shall remain present in the spreadsheet for verification. The file size of each document shall not exceed 2MB. Page limitations shall not be circumvented by including inserted text boxes/pop-ups or internet links to additional information; such inclusions are not acceptable and will not be considered part of a proposal.

The Government reserves the right not to consider for award any proposal that does not adhere to the administrative requirements of this RFP.

(1) Technical/Management Approach Factor: The offeror’s technical solution will be rated separately from the risk associated with its technical approach. The technical rating evaluates the quality of the offeror’s technical solution for meeting the Government’s requirement. The risk rating considers the risk associated with the technical approach in meeting the requirement. The

Technical/Management Approach Factor is equal in importance to the Past Performance Factor.

The Technical/Management portion of the proposal must be limited to 10 pages. The following

Technical/Management Approach Subfactors are listed in descending order of importance. The contractor must demonstrate a plan to fully meet or exceed each task. See Table 1 in Attachment

2, Evaluation Factors, for more information on the rating scale.

(e) Subfactor 5: Management. The contractor demonstrates a comprehensive management approach that ensures fully-trained, top-quality personnel are provided to meet all requirements of the performance work statement; or, the contractor's management approach addresses how the contractor will track and manage all resources to support the efforts outlined in the performance work statement.

Key Personnel and Resumes: The contractor shall identify key personnel and shall provide individual and corporate expertise and experience commensurate with the technical requirements listed above. Key personnel shall be available for assignment at contract award. Those considered to be key personnel are specified in DARs Clause 52.237-9000, Key Personnel. The experience of personnel proposed must be equal to (or exceed) the level specified in the evaluation criteria. Resumes that exceed the Government’s minimum requirements will become the applicable Government standard at contract award and will be the established standard for contract performance. All personnel performing on this contract shall be U.S. citizens and possess a Top Secret security clearance. This must be confirmed for the technical/management ratings to be acceptable.

RISK RATING

The offeror’s technical solution will be rated separately from the risk associated with its technical approach. The technical rating evaluates the quality of the offeror’s technical solution for meeting the Government’s requirement. The risk rating considers the risk associated with the technical approach in meeting the requirement. Evaluations for risk shall utilize the ratings in

Table 2 located in Attachment 2, Evaluation Factors.

(2) Past Performance Factor: Offerors will be evaluated on performance under existing and prior contracts for similar products or services. Please submit past performance information for the offeror and all subcontractors, teaming partners, and/or joint ventures that will perform a major or critical aspect of the requirement. Offerors shall submit no more than 3 recent past performance efforts and no more than 1 past performance effort for each significant subcontractor for evaluation. The offeror shall submit a consent letter executed by each subcontractor, teaming partner, and/or joint venture partner, authorizing release of past performance information to the offeror so the offeror can respond to such information. See

Attachment 7 for a sample consent authorization letter.

Recent efforts are those which have been performed during any portion of the last 3 years, including those efforts currently being performed. Recent efforts submitted will be reviewed for relevancy and quality, and then an overall confidence assessment will be given for the past performance factor IAW the attached evaluation tables (Attachment 2). Cited past performance efforts shall not exceed 5 pages per past performance reference. A current point of contact for each past performance effort shall be provided by completing the attached Past Performance

Reference sheet (Attachment 3). Additionally, please send a Past Performance Questionnaire

(Attachment 4) to all references for which a Past Performance Reference sheet was completed.

This is also procedure when submitting past performance information for all subcontractors, teaming partners, and/or joint ventures that will perform a major or critical aspect of the requirement. The reference is to complete the questionnaire and send it via e-mail directly to

Ms. Shannon Fuehne at shannon.k.fuehne.civ@mail.mil prior to the quote due date/time. It is the offeror’s responsibility to ensure that the questionnaires are completed and submitted by the references on time. References other than those identified by the offeror may be contacted by the Government, and the information received may be used in the past performance evaluation.

The Government reserves the right to utilize other sources of past performance information available in this evaluation (e.g. Contractor Performance Assessment Reporting System

(CPARS), Past Performance Information Retrieval System (PPIRS), etc.). Offerors for whom information on past performance is not available or so sparse that no confidence assessment rating can be reasonably assigned will not be evaluated favorably or unfavorably on past performance and as a result will receive an “Unknown Confidence” rating for the Past

Performance Factor. The Past Performance Factor is equal in importance to the

Technical/Management Approach Factor. Please see tables 3 through 5 in Attachment 2, Evaluation Factors for Past Performance rating Tables.

(3) Cost/Price Factor:

(a) Cost/price proposals will be evaluated using one or more of the techniques defined in FAR Part 15.404 in order to determine if they are reasonable and complete. The offeror shall submit pricing for the base period and all option periods, including option pricing for an mailto:shannon.k.fuehne.civ@mail.mil additional 6-month period that may be authorized IAW FAR 52.217-8. The offeror shall submit pricing via the provided Pricing Template (Attachment 5). See FAR 52.217-8 which authorizes the Government to require continued performance of any services within the limits and at the rates specified in the contract. The pricing proposal should include a separate line item for the additional 6-month period IAW FAR 52.217-8. These prices shall be identical to the quoted pricing in the 6 months prior to expiration of the base period, or the final option period, if option periods are present. The total evaluated price will consist of the contractor’s proposed price for the base period, all option periods, and the option pricing for the additional 6-month period. All non-cost evaluation factors, when combined, are significantly more important than the cost/price factor.

(b) Offerors shall propose a fixed price payment plan commensurate with the value of the deliverables and/or significant milestones in the PWS for this requirement. A firm fixed price payment plan with the total dollar amount divided into 12 equal monthly payments will not be accepted unless the offeror provides justification for this plan that the Government subsequently deems adequate. The eventual awardee will be authorized to invoice monthly for all approved travel costs incurred and approved by the COR.

(c) Offerors should ensure cost/price proposals include detailed information regarding the resources required to accomplish the task (e.g., labor categories, labor hours, number of employees for each labor category, rates, travel, incidental equipment, contract access fees, etc.).

Again, the cost/price proposal spreadsheet shall be a separate document from the technical proposal.

(d) Due to the likely inability of any offeror to accurately estimate travel and material/equipment purchases associated with this requirement, the Government is providing plug numbers to be used by all offerors when proposing ODCs. Offerors are instructed to propose plug numbers for ODCs in the following EXACT amounts, however actual travel shall be authorized by the COR in writing prior to performance and will be paid IAW FAR Part

31.205-46.

Travel ODCs Equipment ODCs

Base Year: $110,000.00 Base Year: $15,000.00

Opt Year 1: $112,750.00 Opt Year 1: $15,375.00

COMSEC resource CONUS, San Diego, CA; forward deployed COMSEC resources on-site in

Guam, Japan, and Singapore at each country’s respective SSU/MSCO (1 resource per site).

6. The Government intends to evaluate proposals and award a contract without discussions with offerors. However, the Government reserves the right to conduct discussions or seek clarifications if the Contracting Officer (KO) determines they are necessary. In the event issues pertaining to a proposed task cannot be resolved to the KO’s satisfaction, the Government reserves the right to withdraw and cancel the proposed requirement. In such an event, offerors will be notified in writing. In the event a competitive range is established and the KO determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the KO may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition.

7. All applicable provisions and clauses that will be applicable to the resulting award are included in this RFP. Some of the provisions require a response from the offeror and will need to be submitted along with your proposal. Clauses can be viewed on http://farsite.hill.af.mil.

8. In response to this RFP, no terms, conditions, or assumptions will be entertained. If terms, conditions, or assumptions are included in a proposal, the proposal may be excluded on grounds that it failed to comply with the RFP’s instructions.

9. An offeror agrees that if its offer is accepted within 60 calendar days from the date of receipt of proposals, it will furnish the items and/or services identified in its proposal at the cost/price offered to the designated point(s) within the time specified in the contract.

10. Questions should be addressed to shannon.k.fuehne.civ@mail.mil. Please provide any questions using the attached Question and Answer template (Attachment 6), no later than
