The scope of work includes extensive site preparation, drainage infrastructure, asphalt concrete placement, guardrail installation, pavement markings, traffic control, and landscape restoration across 126 line items with varying quantities. Bids were submitted electronically through Bidx on June 24, 2026, at 10:00 AM, with a contract completion date of July 7, 2028. The contract is funded under FHWA number STP-5A27(883) and requires prequalification of bidders prior to submission.

The project includes optional price adjustment provisions for fuel, steel, and asphalt materials. Contractors must comply with federal and state nondiscrimination requirements, Equal Employment Opportunity standards, Davis-Bacon prevailing wage regulations, and environmental restrictions including a tree removal time-of-year restriction from May 15 to July 31. The award will be made to the lowest responsive and responsible bidder, with the award date not later than 60 days after bid opening. All work must conform to Virginia Department of Transportation Road and Bridge Specifications (2020 and 2022 supplement) and applicable federal regulations.
