About this file

This is a Questions and Answers (Q&A) document from Management Concepts submitted in response to a NASA Request for Quote (RFQ) and Statement of Work (SOW) for a leadership development program.

The procurement involves developing and delivering a three-cohort leadership program for NASA that includes in-person training sessions at rotating NASA host centers (locations TBD), virtual sessions, and an optional experiential module. Key program elements include intersession activities, wellness/resilience activities, human-centered design framework components with inter-module practice activities, and assessments selected from NASA's existing assessment inventory (which NASA will procure at no cost to the contractor). The experiential module, once per cohort and lasting a day and a half, will be conducted in-person in Gettysburg, PA, though the final vendor has not been finalized. The contract is structured as a Fixed Price (FFP) agreement. NASA is providing all audio/visual equipment for in-person sessions and will not reimburse contractors for location-related cost variations if training locations differ from those proposed. The contractor is not responsible for participant travel costs, only instructor and speaker travel. Facilitator involvement between modules is expected to be limited, focusing primarily on planning and scheduling meetings. External guest speakers were removed from the updated SOW. The RFQ was reposted for five business days due to SOW changes, and the document notes the procurement is designated as a small business set aside.

Based on our review of the RFQ and the Statement of Work, we are submitting the following questions for your consideration and response.

RFQ Section, Pg

Topic Question

SOW 2.1, pg.

Intersessions Please describe the contents of the Intersessions and the objectives NASA wants to achieve for each of them.

Response: The specific contents will be determined during the design phase.

SOW 2.1, pg.

Experiential

Module

We understand an experiential module will be developed by a third party and NASA wants the vendor to be flexible about adding the module to the program. However, this is a FFP contract and all costs must be factored in. To do this, we would need to know:

a. How much time should bidders reserve for the module? Response: Day and Half (not including travel time)

b. How often will it be included (e.g., at what point in each cohort and if multiple times, please indicate how many). Response: Once Per cohort

c. Please confirm this module is coming from

Gettysburg Leadership Experience. Response:

Final vendor for experience has not been finalized

d. Is the module to be provided as an in-person in

Gettysburg, PA or virtual session? Response: In-person

e. Which contractor personnel are expected to attend the module session (e.g., PM, Instructor, etc.)? Response: Primary facilitator – flexibility in this determination exists and will be determined during the design phase.

SOW 2.3, pg.

External Guest

Speakers

Response:

Removed from updated SOW

Please describe the type of guest speakers NASA wants:

a. What type of topics should the speakers engage in?

b. How often are speakers required per cohort?

c. How many speakers per cohort are desired?

d. What are the qualification requirements for the speakers?

e. How will the speakers engage with the participants, in-person or virtually? If in person, 8230 Leesburg Pike • Tysons Corner, VA 22182 • 703.790.9595 • Fax: 703.790.1371 • www.ManagementConcepts.com

Topic Question please indicate the locations and number of speaking sessions at each location.

SOW 3.1, pg.

In-Person

Training

In order to accurately price the costs for in-person training, we will need the following information:

a. Where are each of the two in-person sessions to be conducted? Response: TBD – over the course of the 3 offerings we will rotate between host centers, based on availability.

b. If these locations will change in the different cohorts, please indicate the locations for all 3 anticipated cohorts. Response: TBD

c. Is the contractor responsible for any travel costs other than for their instructors or external guest speakers at these in-person sessions? Response:

No

d. Please confirm that NASA is providing all A/V equipment for the in-person sessions. Response:

Yes

e. If NASA will not provide the locations until the

Design Phase (as indicated on page 8), will it allow the contractor to invoice for the additional costs it may incur as a result of having a different location than it originally included in the proposal? Response: No

SOW 3.1, pg.

Wellness/

Resilience

Activities

Please describe the “wellness/resilience activities”

NASA expects to be included in the program.

Response: Final activities TBD in the program development phase

SOW 3.1, pg.

Assessments NASA indicated the assessments must be selected from the 3 it has in its “assessment inventory.” Does this mean that NASA will bear the costs of procuring these assessment tools? Response: Yes. NASA has an existing inventory of assessments that we will leverage during the program.

SOW 3.2. pg.

Human-Centered

Design

Framework

Please clarify the expected scope and level of effort for the “structured inter-module practice activities.”

Response: vendor to create practice activities and incorporate the discussions/feedback in to future sessions

SOW 3.2. pg.

Human-Centered

Design

Framework

Please provide additional detail on the expectations for tracking participant progress and “reporting back to the cohort and facilitators” on the “structured inter-module practice activities.” For example, is this reporting expected to be informal sharing, structured

8230 Leesburg Pike • Tysons Corner, VA 22182 • 703.790.9595 • Fax: 703.790.1371 • www.ManagementConcepts.com

Topic Question reports, facilitator review and feedback, formal evaluation metrics, etc.? Response: Informal sharing

SOW 3.2. pg.

Human-Centered

Design

Framework

Will completion of the inter module activities be formally evaluated or tracked for program completion and are there specific criteria or measures the contractor should incorporate? Response: No-these activities are meant to encourage the adoption of concepts and skills learned

SOW 3.2. pg.

Human-Centered

Design

Framework

What level of facilitator involvement is expected between modules? Response: During the design phase it may be more involved, but the expectation on-going it that it is limited – what is expected planning/scheduling meeting and agenda updates.

SOW 3.2, pg.

WellQ 360

Response:

Removed from updated SOW

Does “WellQ 360” refer to a proprietary or agency-specific assessment tool and if it is, how will access to the tool be provided to the selected contractor?

SOW 3.2, pg.

WellQ 360

Response:

Removed from updated SOW

If “WellQ 360” is a commercially available instrument, can you provide the publisher/vendor name?

SOW 3.2, pg.

WellQ 360

Response:

Removed from updated SOW

If “WellQ 360” is a commercially available instrument, please clarify expectations regarding the contractor responsibilities for access and administration including:

a) is the contractor expected to procure licenses or subscriptions for the assessment tool if NASA has an existing relationship or agreement with the assessment provider that the contractor will be required to leverage

Section 2, pg.

Due Date

Response:

REPOSTING

FOR 5

BUSINESS

DAYS DUE TO

CHANGE IN

STATEMENT

OF WORK

Given the impact these questions will have to bidders’ approach and pricing, we ask NASA to extend the due date to at least 10 business days after it distributes the answers to questions.

Section 2, pg.

Proposal

Instructions

Response:

There were no instructions indicating the information

NASA wants bidders to include in their proposals.

8230 Leesburg Pike • Tysons Corner, VA 22182 • 703.790.9595 • Fax: 703.790.1371 • www.ManagementConcepts.com

Topic Question

Please describe the information NASA seeks in proposals, including any page limits, font sizes, etc.

Section 2, pg.

Pricing for

Proposal

Response:

Is there is a format or specific information NASA wants in the pricing? If so, please either provide a pricing sheet or instructions about what information you want in the pricing submission.

Section 2, pg.

Procurement

Response: SET

ASIDE SMALL

BUSINESS

This section indicates this procurement is a small business set aside. However, that information is not indicated anywhere else or in the SAM.gov notice.

Please indicate whether this is a SB set aside. We recommend having this as a full and open procurement to enable the best competition for

NASA, and perhaps including a requirement to subcontract with small businesses if NASA wants to meet its small business contracting objectives.
