About this file
This is a Questions and Answers (Q&A) document clarifying scope requirements for federal contract solicitation SATPC0040849.
The document addresses bidder confusion regarding the status of WellQ360 in the updated Statement of Work (SOW). The questioner noted a discrepancy between the QA2 document, which stated that WellQ360 was "removed from the updated SOW," and Section 3.2 of the updated SOW document, which still contained WellQ360 information. The government's response clarifies that WellQ360 as a methodology and the science of wellbeing remain requirements in the SOW, and vendors must demonstrate expertise in this area. However, the specific reference to a WellQ360 assessment tool has been removed from the contract requirements. This distinction is critical for bidders as it means the WellQ360 methodology itself remains a bidding consideration, but vendors are not required to use or propose a specific WellQ360 assessment tool.

We just saw the new SOW and the re-posting after the updated QA2 document and have a question regarding the WellQ360. In the new QA2 document it says WellQ360 was "removed from the updated SOW." However in the document titled "SATPC0040849 TAB 04 4 SOW updated 2," section 3.2 still contains information about WellQ360. So we are confused if the QA2 document is correct or the new SOW? In other words, is the WellQ360 tool removed from the SOW and therefore our bidding consideration? Thank you for the clarification and we look forward to better understanding this issue and submitting a high quality, competitive bid.
Answer:
For clarity, what was left in the SOW is the WellQ360 is a methodology, science of wellbeing and the desire to have the vendor demonstrate and expertise in that area. What was removed was the reference to a WellQ360 assessment tool.
