# Question

1 Can the customer confirm whether this requirement is a follow-on to an existing contract? If so, can you please provide the current contract number and indicate whether any incumbent-developed materials or program artifacts will be made available to the awarded contractor?

2 Can the customer confirm whether the expectation is for fully custom curriculum development or adaptation of an existing leadership framework aligned to ECQs and NASA competencies?

3 To what extent should content be tailored per cohort versus delivered as a standardized program?

4 Can the customer provide additional detail on the third-party experiential module, including timing within the 6-month program and expected contractor coordination?

5 What level of responsibility does the contractor have for integration of this module into overall program design and delivery?

6 Can the customer confirm anticipated locations for in-person sessions to support accurate travel and pricing assumptions?

7 Is the contractor responsible for end-to-end participant coordination (communications, scheduling, materials distribution), or will the customer provide administrative support beyond what is outlined?

8 Should the contractor include licensing and administration costs for required assessment tools (e.g., DiSC, TKI, WellIQ 360), or will the customer provide access?

9 Given the scope of the requirement and the need to incorporate responses to these questions into an accurate and compliant submission, would the customer consider extending the proposal due date by two weeks to allow offerors to fully align program design, pricing, and delivery approach with the Government’s expectations?

Question Responses:

#1 – No, this is not part of or related to an existing contract.

#2 – Expectation is to fully customize the curriculum; however, it will be influenced by ECA and NASA competencies as described in the SOW.

#3 – Not fully known, but a fair expectation is that 30% tailored and 70% standardized after initial development

#4 – Prefer not to share 3rd party experience currently. Timing would be during either module 2 or 3 (month 3 or 6) – there is no expected coordination with the contractor during that module. We are hoping to have the vendor travel with the group to ensure that the cohort is supported during the experience and that the case studies covered are weaved into the discussion and related back to the curriculum.

#5 – The contractor will review with NASA the case studies available during the experience to determine which are best suited to the fit the overall program.

#6 – It will be two of the sessions will be at one of the NASA Centers – ARC, GRC, GSFC, HQ, JSC, KSC, LARC, MSFC, or SSC. The experiential learning will be in Pennsylvania/DC area.

#7 – NASA will provide support, but the vendor will be expected to develop the timelines, communications, and materials. If materials need to be shared physically that would be at the in-person sessions and the vendor would be expected to bring material with them.

#8 – NASA will provide DiSC and TKI actual assessments tools but not the debriefers, WellIO360 assessment tool will be provided by the vendor. Vendor must provided qualified de-briefers for each assessment

#9 – We are on a tight deadline to design and launch this program, so no extensions are being considered at this time.
