About this file

This document outlines a solicitation for a 400 MHz NMR Spectrometer. NASA's Langley Research Center requires a commercial off-the-shelf NMR Spectrometer meeting the attached specifications. This will be a firm fixed price, full and open competitive procurement using simplified acquisition procedures. Interested vendors must submit quotes including technical, past performance, and pricing details by responding to the contracting officer by email with the solicitation number in the subject line. Award will be made on a best value basis considering technical merit, past performance, and price approximately equal. The selected vendor must undergo a compliance review for the Consolidated Appropriations Act of 2013 and provide equipment lists and software copies for threat assessment prior to award.

Question and Answer

8/18/20 Q: Do restrictions from the TAA and Buy American Act prohibit NASA from purchasing products made in China?

A: We anticipate that NASA’s requirement can be fulfilled with a “commercial off the shelf” item. Any instrument selected for award must undergo a review for compliance with the 'Consolidated and Further Continuing Appropriations Act, 2013'. This may require the selected vendor to provide equipment lists and copies of software for threat testing prior to contract award.
