SUMMARY OF WORK

09/15

The Contractor shall furnish all services and material for the effort specified herein. Throughout all sections, paragraphs and statements of this specification document, the Contractor shall be considered the subject of all declarative statements and shall be responsible for the stated action unless it is explicitly stated otherwise.

1.1 TERMINOLOGY CLARIFICATIONS

All references to the Contracting Officer contained in this specification, or any severable part thereof, shall be determined to mean the Contracting Officer or the Contracting Officer's Representative (COR). If any question arises concerning the "authorization" status of a Contracting Officer Representative, the Contractor shall immediately refer the question, in writing, to the Contracting Officer. Any references to "as directed", "approved by", "witnessed by", or "submitted to", shall be determined to mean the Contracting Officer.

Where "day" or "days" are written, it shall mean calendar day or days, unless otherwise stated in the specification.

Where "hour" or "hours" are written, it shall mean clock hours, unless otherwise stated in the specification.

Where "must" is written, it has the same meaning as "shall".

Where "as indicated" and "as specified" are written it shall refer to "as indicated on the drawings," and "as specified in the specifications". The specifications shall always take precedence over the drawings. Large-scale drawings shall govern small-scale drawings. The Contractor shall follow figures marked on drawings in preference to scale measurements. Omissions from the drawings or specifications or the misdescription of details of work that are manifestly necessary to carry out the intent of the drawings and specifications, or that are customarily performed, shall not relieve the Contractor from performing such omitted or misdescribed details of the work. The Contractor shall perform such details as if fully and correctly set forth and described in the drawings and specifications.

"LPR" refers to Langley Procedural Requirement.

"NPR" refers to NASA Procedural Requirement.

"LF" refers to Langley Form.

"RFI" refers to Request for Information.

The Contractor shall submit the following to the Contracting Officer in accordance with the requirements of Section 01 33 00 SUBMITTAL PROCEDURES:

1.3 SUMMARY

The Contractor shall furnish all services and materials to replace Compressor 4 and its associated ancillary systems as specified herein. The Contractor shall furnish all plant, equipment, tools, materials, labor, and services necessary for the complete and finished effort.

The work is located at Building 1247E, East Reid Street, West Area of the Langley Research Center, Hampton, Virginia.

The Contractor shall replace one 8.0 lbs/sec at 6,000 psi compressor and associated ancillary systems with a new AG Equipment HPA-4C-D-4R-C compressor system, including associated ancillary system. The Contractor shall also integrate the new compressor system into the plant-wide control system.

The Contractor shall be responsible for all aspects of implementing the existing design for demolition, new compressor system installation, and the integration into the plant-wide control system based on the Government's parameters as specified herein. The Contractor shall be responsible for furnishing and installing all aspects of the design, including site work, concrete, steel, metals, interior wall and floor finishes, painting, plumbing, mechanical, electrical, control systems, process piping, high pressure work, high voltage work, vibration analysis, power system analysis, and all other items defined in the contract documents.

1.4 SPECIAL PROJECT CONSIDERATIONS

The Contractor shall be aware of the following special considerations required by this project:

The Contractor shall minimize interruptions to Compressors 5, 6, and 7 and their ancillary systems during the construction period.

Hazardous Materials - The following items are noted in the Building 1247E Hazardous Materials Study.

A. Light fixtures on the first floor and basement contain PCB ballasts, and all fluorescent light bulbs are presumed to contain mercury.

B. Asbestos Containing Materials and pipe insulation and fittings are located in the basement and on the dryer 3 vessels on the first floor.

C. Various quantities of oil associated with the compressors are presumed hazardous.

D. Electrical components that previously contained oil shall be considered to contain PCB contaminated oil residual after the oil removal process.

E. Mechanical systems, generators, and motors are presumed to contain PCB oils and components.

F. Various levels of cadmium, chromium, and lead are present on various equipment, safety rails, and the building structure.

SECTION 01 11 00.00 41 Page 3

G. Fire proofing tape on the medium voltage feeders for Compressors contain asbestos.

These items shall be handled in accordance with the requirements of Section 01 35 26.00 41 NASA LANGLEY SAFETY REQUIREMENTS, paragraph 1.19 and Section 01 35 40.00 41 NASA LANGLEY ENVIRONMENTAL REQUIREMENTS, paragraph 3.6.

Assume painted surfaces on equipment, handrails, and columns contain lead.

These items shall be handled in accordance with Section 01 35 40.00 41 NASA LANGLEY ENVIRONMENTAL REQUIREMENTS, paragraph 3.5.2. Assume ballasts in all lighting fixtures to be removed contain PCB's. These items shall be handled in accordance with Section 01 35 40.00 41 NASA LANGLEY ENVIRONMENTAL REQUIREMENTS, paragraph 3.7.

The Contractor shall schedule work to hold utility (air, water, electricity) outages to a minimum. Outages, in this context, refer to outages that extend beyond the work zone, to the remainder of Building 1247E, or to parts or all of the LaRC campus.

Allowances for Personnel Access

During construction, there will be active equipment systems in the basement that are within the construction zone that require regular operator access and maintenance. The Contractor shall be responsible to ensure that Government and Compressor Station personnel have access to the active equipment systems that shall be maintained at all times during performance of this contract. These items will include but not be limited to the following:

The Contractor shall provide a Dust and Debris Mitigation Plan clarifying the mitigation and testing to monitor and prevent dust and debris generated during the construction activity that may impact the activities within Building 1247E. Compressors 5, 6, and 7 will be operational as well as other equipment within the Facility. The Contractor shall install barriers (such as tarps, shields, and curtains) to separate the construction area from the area with the active Compressor equipment. Additionally, the Contractor shall provide a method of monitoring the amount of dust and debris that may escape the containment area. This shall include methods such as daily walkthroughs, swabbing of equipment, inspection of equipment internals if/when available, and placement of methods of debris collection/measuring. If during inspections the level of dust is determined to be detrimental or unacceptable by the Government, construction activities shall be halted and an improved method of containment constructed and approved. The Contractor shall coordinate the construction of barriers and other site limiting methods during construction with the Facility. Visual means of verification (line of site vision) is required during some operational time periods for specific equipment. The Contractor shall be responsible for cleanup and repair of any damage (equipment or otherwise) caused by dust or debris created by their construction activities.

During construction, the Contractor shall coordinate with NASA GIS to complete laser scans at the following points during construction:

1. Upon the completion of the Demolition Phase (this included the demolition of all existing foundation work).

2. Upon the completion of setting new reinforcing steel (prior to concrete placement).

SECTION 01 11 00.00 41 Page 4

3. Upon the installation of the new foundations (prior to any installation of new equipment).

4. Upon the completion of construction.
