/////////////////////////////////////END OF SOLICITATION CHANGES/////////////////////////////////////////////

Drawing MP-502 'Flow Tube Detail' The drawing 'flow tube detail' shows a typical venturi and spool assembly. This detail is not necesssarilly correct for circuits that require a venturi larger than 8" nominal. BIF suggests that the attached schedule be added to the drawing as either part of note 'E' or as a seperate schedule on the drawing to detail the appropriate venturi size for each circuit.

See attached Amendment No. 002.

Drawing MP-502 'Flow Tube Detail' In Accordance with the BIF sugessted sizing of the venturis the only "Flow Tube

Detail' that will require a reducing section is the nominal 14" flow tube. Please add this to note 'E' on drawing MP-502. All other venturi flow tube details will be nominal size, (i.e.) 8" , 10" 12" diameter without need for the inlet reducing section.

See attached Amendment No. 002.

Correct per MP-502 Rev. B, only 14" Flow Tube will require reducer for 12" venturi if BIF is selected. Per flag note H, selections other than the basis of design, BIF, may require modification of the venturi sizes which may require additional reducer sections.

Drawing MP-602 table for item tag numbers A211264 through A211270

Schedule for item tag numbers A211264 through A211270 show incorrect venturi sizes for the circuits to be tested. BIF

Reccomends revising the venturi descriptions in the note associated with each tag number to match the 'Venturi Size' column on the attached table.

See attached Amendment No. 002.

Additional ECS Purge Air Humidifiers

(Ref. Drawing 79K40474 Sheet V-003 &

MP-002)

MP-002VAB ECS Purge air circuit

Requirements shows 5 each circuits to have optional humidification. MP-105 shows piping going to all 6 humidification chambers regardless of options and or baseline. Is the contractor to install the piping shown on MP-105 up to the option humidifiers and cap for future. If so, is the contractor only to price the humidifier and associated chamber transitions as the option? If so, does the contractor have to install a flanged spool piece to accommodate future humidifier/chamber installation?

For the optional humidifiers the contractor needs to install the tee and small spool with a blanking flange for the optional steam piping as part of the base bid and exclude all the downstream piping, valves, solenoids, traps associated with each optional humidifier. The option pricing should include the optional humidifiers, chambers, and all piping and valves downstream of that tee/flange.

MP-301 Detail EB qty of 4 each? If not please identify quantities and locations for installation.

Correct, this is the intended location and quantity of this style of support.

79K40474, Sheet E-102, Note H

Note H, fourth sentence states coordinate procurement of VFD units with mechanical contractor. Is the intent for the electrical contractor to procure VFD's per division

26?

It is the responsibility of the prime contractor. The VFDs are included as a Division 26 specification, but should have the correct/specified controls interface module and be coordinated with the specific motors and equipment to be installed which is provided under mechanical specification divisions.

PD-101 Note A&F

Note F indicates for the 4-inch underground waste pipe to be removed as shown with the ends of the pipe that are to remain to be capped, is there existing equipment and or concrete over this piping. What is the depth of this pipe that is to be removed? Is this a hand dig only area?

At the location to be capped near the building there is no concrete but existing gas lines (GHe and GN2) in the area would require hand digging in this location. For the cap on the manhole side there is existing concrete over the pipe in the area of the manhole as well as closer to the building exterior, but it would be possible to locate and cap the waste line in the area between existing concrete as shown on CD-101 (labeled

‘SW’). The existing gas lines will be rerouted in this area so coordination will be required. This may not be a hand dig area but this will depend upon coordination with the gas line re-route. Please see CD-101 for location of concrete and existing utilities in the area. The gas line re-route sheets are currently being developed.

Drawing MP-502 Note "E" indicates there are seven different Portable venturi test rigs included in the project. The Flow

Tube Detail is for a nominal 8" venturi .

Are there any flow parameters available for the individual temporary flow meters such as: Maximum Flow Rate, Minimum Flow

Rate, operating Pressure, Operating

Temperature and Process Relative

Humidity

The flow parameters for each type of portable flow tube are intended to simultaneously test all 6 east or west header circuits listed on MP-002. The max/min consolidated parameters for each flow tube type are as follows.

1. 8” 60-105lb/min 45-110 F 2.5psig

2. 10” 90-175lb/min 45-100 F 3.75psig

3. 10” 190-250lb/min 45-100 F 2.5psig

4. 12” 90-250lb/min 45-110 F 2.5psig

5. 14” 190-250lb/min 45-110 F 2.5psig

Drawing MP-502 The general "Flow

Tube Detail" in the center of the drawing shows a nominal 8" flow tube

Does each of the non 8" flow tubes in note

"E" have the same general reducer on the inle end as the general drawing?

See attached Amendment No. 002. Per MP-502 Rev. B, only

14" Flow Tube will require reducer for 12" venturi if BIF is selected. Per flag note H, selections other than the basis of design, BIF, may require modification of the venturi sizes which may require additional reducer sections.

Drawing MP-502 The general "Flow

Tube Detail" has a 12" long reducing section on the inlet end

What is the angle of the reducer is so we can determine the ID at the inlet for each of the different line sizes?

The reducer is intended to be the same general shape as the reducer on MP-501, 15deg. The required inlet size of the flow tube should match the flex duct adapter detail dimensions on sheet MP-503 for nominal 14, 12, 10, 8 inch referencing dimension "C" in the table below that detail.

Drawing MP-502

Does the 146 3/4" overall length of the

Flow Tube Detail hold for all different line sizes listed in Note "E" on the MP-502

Drawing?

Note E is intended to identify the inlet size for the flow tube.

The requirement is to provide 10x duct diameters of straight length prior to the venturi. So if the venturi size is increased for any of the max flows listed in the previous response then the length would need to be changed to keep the 10x duct diameter requirement.

Drawing MP-503

The data table in the upper Left hand section of the Drawing titled "Outer

Diameter" seems to reflect data for the

'Venturi Detail' below it but there are no indicated dimensions "A" "B" and "C" on the venturi detail?

The table labeled "Outer Diameter" on MP-503 is for the flex duct adapter/nipple detail above the table and the letter dimensions are shown on that detail. These are the ML interface adapters at the ends of the ECS duct.

Drawing MP-503

The data table in the upper Left hand section of the Drawing titled "Outer

Diameter" The "B" Column on this data table should reflect the same values as the

"Duct ID" value from the Venturi Schedule

The table dimensions are referring to the flex adapter detail above not the venturi spool detail which is a reference detail for the contract required vendor spool piece.

Drawing MP-502

Note "E" shows need for one each 14"

Nominal Venturi Assembly but there are no installed venturis in nominal 14" lines. Is this correct?

The sizes in this note are referring to the ML interface duct diameters listed in the ECS circuit table, not the required venturi size. The reducer shown in the detail will need to match this size on the inlet of the flow tube. One flow tube

(Flag Note E, sub-note d) as an example is required to interface with the 14" diameter flex hose that interfaces with the CS/AFT circuit that has a 14" ML interface transition at the end of that duct.

Specification 42 65 00 - Section 2.1.1.

Calls for CTI Standard 201 Certification, which will not be possible as currently designed and scheduled. The Cooling tower ambient WB is scheduled as 85. As a result of the 85WB as scheduled, the

Cooling Tower Approach Temperature is less than 5 degrees, and thus will not be

CTI certified. Approach Temperature =

WB -LWT. In this case design approach =

3.3 degrees. Is CTI certification on the towers required? The ASHRAE 0.4%

Evaporation day for Kennedy Space Center is 80.7WB.

See attached Amendment No. 002. CTI certification is required. The associated cooling tower data will be adjusted to accommodate the CTI certifiation according to the revised

SPX report.

Drawing MP-503 "Venturi Detail"

This drawing does not indicate the type of material to be used for the pipe/duct sections that house the various venturis. In past projects, BIF has supplied stainless steel spool sections to house the venturis since the stainless steel spools will be better suited for welding the indicated pressure taps on and to hold a propoer diameter after the welding process have been completed. Please confirm materials to be used for the spool sections housing the venturi in the detail. I am attaching an example of a simular spool section BIF provided in the past to this request drawing number D248315.

The intent is that the vendor spool will incorporate taps and has wall thickness sufficient to support the two static pressure taps indicated on the controls schematic upstream of the venturi. Basis of design is to match aluminum adjacent 5052 /

6061 duct construction, but the contractor may elect to provide stainless steel spool sections as suggested from BIF.

Drawing MP-503 "Venturi Detail"

Should the spool sections housing the venturi have flanges on the upstream end and downstream end that match the flanges on the typical "Single Wall ECS Duct and

Flange" detail drawing MP-501?

The venturi spool flanges that mate to the duct do not need to match the exact ECS duct flange pattern/size as shown on the referenced duct table, but can match the duct to valve transition detail (grid C7-B7) on the same sheet if class 150# flanges are used on both sides of the spool piece. The ECS duct at that interface will have to have flanges matching the spool piece.

Drawing MP-503 "Venturi Detail"

Its typical for BIF to utilize flanges dimensionally equivelent to class 150# steel flanges for the center holding flanges that hold the venturi in the spools. Is this acceptable for this application?

Yes, this is acceptable for this application.

MP-503 Single Wall Duct Expansion Joint

Detail (Vendor Supplied) detail shows inner expansion joints for the following duct sizes 8”, 10”, and 12”. The only vendor supplied expansion joints are for the blowers as shown in the schedules on MP-

602 and the schematics on MP-701. Please provide quantities and locations where the

8”. 10”, & 12” apply. Note: On similar installations a inner expansion joint and a outer expansion joint was required

The ECS duct layout as shown in the contract drawings does not require duct expansion joints based on the flexure analysis of the system as designed. If the contractor deviates from the general layout as shown or proposes support changes or additional fixed supports, a deviation/waiver shall be submitted and an updated flexure analysis will be required which may drive the addition of expansion joints to the installation at the contractor’s expense.

Note: Under Executive Order (EO) 13658, an hourly minimum wage of $10.60 for calendar year 2019 applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2015. If this contract is covered by the EO, the contractor must pay all workers in any classification listed on this wage determination at least $10.60 per hour (or the applicable wage rate listed on this wage determination, if it is higher) for all hours spent performing on the contract in calendar year 2019. If this contract is covered by the EO and a classification considered necessary for performance of work on the contract does not appear on this wage determination, the contractor must pay workers in that classification at least the wage rate determined through the conformance process set forth in 29 CFR 5.5(a)(1)(ii) (or the EO minimum wage rate,if it is higher than the conformed wage rate). The EO minimum wage rate will be adjusted annually. Please note that this EO applies to the above-mentioned types of contracts entered into by the federal government that are subject to the Davis-Bacon Act itself, but it does not apply to contracts subject only to the Davis-Bacon Related Acts, including those set forth at 29 CFR 5.1(a)(2)-(60). Additional information on contractor requirements and worker protections under the EO is available at www.dol.gov/whd/govcontracts.

Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017. If this contract is covered by the EO, the contractor must provide employees with 1 hour of paid sick leave for every 30 hours they work, up to 56 hours of paid sick leave each year.

Employees must be permitted to use paid sick leave for their own illness, injury or other health-related needs, including preventive care; to assist a family member (or person who is like family to the employee) who is ill, injured, or has other health-related needs, including preventive care; or for reasons resulting from, or to assist a family member (or person who is like family to the employee) who is a victim of, domestic violence, sexual assault, or stalking. Additional information on contractor requirements and worker protections under the EO is available at www.dol.gov/whd/govcontracts.

Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (ii)).

The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of "identifiers" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).

Union Rate Identifiers

A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than "SU" or "UAVG" denotes that the union classification and rate were prevailing for that classification in the survey. Example:

PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.

Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.

Survey Rate Identifiers

Classifications listed under the "SU" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.

Survey wage rates are not updated and remain in effect until a new survey is conducted.

Union Average Rate Identifiers

Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.

A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.

WAGE DETERMINATION APPEALS PROCESS

1.) Has there been an initial decision in the matter? This can be:

* an existing published wage determination

* a survey underlying a wage determination

* a Wage and Hour Division letter setting forth a position on a wage determination matter

* a conformance (additional classification and rate) ruling

On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.)

and 3.) should be followed.

With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:

Branch of Construction Wage Determinations Wage and Hour Division U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

2.) If the answer to the question in 1.) is yes, then an interested party (those affected by the action) can request review and reconsideration from the Wage and Hour Administrator (See 29 CFR Part 1.8 and 29 CFR Part 7). Write to:

Wage and Hour Administrator U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

The request should be accompanied by a full statement of the interested party's position and by any information (wage payment data, project description, area practice material, etc.) that the requestor considers relevant to the issue.

3.) If the decision of the Administrator is not favorable, an interested party may appeal directly to the Administrative Review Board (formerly the Wage Appeals Board). Write to:

Administrative Review Board U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

4.) All decisions by the Administrative Review Board are final.
