About this file

This document is an industry day presentation for the upcoming NASA Open Innovation Services 3 (NOIS3) solicitation. The presentation provides an overview of the current NOIS2 contract, including the contracting mechanisms, services provided, and the process for issuing task orders. It also outlines the proposed NOIS3 contract, which will be a multiple-award, fixed-price indefinite-delivery, indefinite-quantity (IDIQ) contract, with a period of performance from June 1, 2025 through May 31, 2030. The NAICS code is 541990 with a $19.5M size standard. NASA plans to release a draft RFP for NOIS3, and will provide a detailed procurement schedule and respond to industry questions in writing. The presentation covers the overall vision and objectives of NASA's Center of Excellence for Collaborative Innovation, which manages the NOIS contracts to leverage crowdsourcing and open innovation approaches to solve problems and drive innovation.

Vision and Objectives

Ryon Stewart, Deputy Program Manager & RDT Chair, NASA Center of Excellence for Collaborative

Innovation (CoECI)

Crowdsourcing Definition

NASA defines crowdsourcing (for the purposes of this Statement of Work) as a method to obtain needed support, services and/or products such as ideas, hardware or content by soliciting contributions from a group of individuals or organizations (external to NASA), especially from an online community.

Mission & Vision

• Mission: To provide maximum value to NASA and Federal Agency programs and projects by formulating and executing crowd-powered projects with excellence and efficiency.

• Vision: The entire NASA workforce understands and uses crowd-based methods and resources to help execute NASA’s bold mission. The public is actively engaged with us in supporting that mission in increasingly effective ways. The entire federal government can leverage NASA’s successes in crowdsourcing for the good of the country.
