In accordance with AFMCI 23-102, paragraph 14.2.1, the chief engineer has determined source inspection is required for airmunitions procurements. The following statements, submitted by the chief engineer in accordance with FAR 46.402(f), provide further support for source inspection of munitions items: Quality assurance inspection of explosives and munitions items must be completed at the source to reduce the risk of defective or improperly marked explosives reaching the end-user. The safety consequences of a single defective explosive or improperly marked explosive reaching the end-user are very severe. Customers of typical industrial commodities may be able to tolerate a percent defective of 1% - 3%. In the case of explosives procurement, this percent defective may result in the maiming or death of personnel involved in the handling and use of the items. Airmunitions contracts (under $250K) are primarily for delivery of explosive components used in ammunition, precision guided weapons and the ejection seats of combat aircraft. The lives of transportation and combat personnel are directly related to the successful performance these items. Thus, to ensure explosives safety and quality, source inspection is required for this airmunition procurement.
The chief engineer has determined that AS9100C certification is an acceptable substitute for ISO 9001:2008 certification.
Quality system ISO 9001:2015 is current revision and is acceptable as well as ISO 9001:2008. Other quality systems are acceptable with concurrence of project engineer.
