About this file

This document contains four recommended quality assurance provision forms and one federal contract opportunity notice. The forms require source inspection for munitions procurements due to safety and quality concerns. They reference national stock numbers for explosive components used in ammunition, guided weapons, and aircraft ejection seats. The ISO 9001 standard or equivalent is acceptable for quality requirements.

The related federal contract opportunity is a restricted competitive solicitation for harness release devices on F-16 and F-15 weapon systems. It seeks 262 units of one national stock number and 409 units of another for the base period of performance. An additional 988 units of a third national stock number are required as an option. Only two vendors identified as qualified sources may submit proposals by the specified due date. Evaluation and award will follow.

Johnson, Avery SNAME: 31 MAY 2017DATE:

In accordance with AFMCI 23-102, paragraph 14.2.1, the chief engineer has determined source inspection is required for airmunitions procurements. The following statements, submitted by the chief engineer in accordance with FAR 46.402(f), provide further support for source inspection of munitions items: Quality assurance inspection of explosives and munitions items must be completed at the source to reduce the risk of defective or improperly marked explosives reaching the end-user. The safety consequences of a single defective explosive or improperly marked explosive reaching the end-user are very severe. Customers of typical industrial commodities may be able to tolerate a percent defective of 1% - 3%. In the case of explosives procurement, this percent defective may result in the maiming or death of personnel involved in the handling and use of the items. Airmunitions contracts (under $250K) are primarily for delivery of explosive components used in ammunition, precision guided weapons and the ejection seats of combat aircraft. The lives of transportation and combat personnel are directly related to the successful performance these items. Thus, to ensure explosives safety and quality, source inspection is required for this airmunition procurement.
