About this file
This is an Addendum to a solicitation issued by Howard County Public School System (HCPSS) in Maryland for Services and Products to Support the Title I/Community School and BRIDGES Programs. The addendum addresses vendor questions regarding Category A – Academic Tutoring & Support services, which encompass evidence-informed products and services designed to support academic achievement, whole-child development, student well-being, family engagement, and equitable access at Title I and Community Schools, as well as the BRIDGES 21st Century Community Learning Center program. HCPSS will accept synchronous, live virtual high-dosage literacy tutoring delivered remotely to students at school sites, one-to-one instruction through video conference technology, and proposals from providers specializing exclusively in K-2 foundational reading skills. Student selection will be based on academic achievement and specific learning measures identified by school staff. Professional development for prekindergarten teachers and staff is included in the scope. The bid submission deadline is September 3, 2026, at 11:00 AM, with vendors required to submit separate forms for each category in which they are applying. No specific award or Board approval date has been established; HCPSS intends to proceed with evaluation and award as expeditiously as possible following completion of due diligence activities.
Pricing for Category A services should be based on the requirements stated in the solicitation and the proposer's proposed approach, with HCPSS declining to disclose budgetary estimates or historical expenditures. Any resulting contract does not guarantee minimum or maximum expenditure levels. Vendors must disclose any situations involving HCPSS employees working for the contractor, though employees cannot participate in the contractor's work if they were involved in developing the solicitation, evaluating proposals, approving invoices, overseeing the program, selecting participants, referring students, monitoring contractor performance, or have conflicts of interest. Vendors may create their own transmittal letters and executive summaries for submission, as no templates are provided. This solicitation works in conjunction with Contract 152.25.B1 to meet differentiated service needs across the expanding network of community schools.

Addendum #1 Vendor’s Solicitation Questions & Answers
August 23, 2026
1. For Category A – Academic Tutoring & Support, will HCPSS accept synchronous, live virtual high-dosage literacy tutoring in which students participate from an HCPSS school site and tutors provide instruction remotely?
Yes.
2. How will students be selected for the tutoring program?
The school will support student selection based on academic achievement and specific learning measures the school staff are looking to target.
3. Does this include professional development for prekindergarten teachers and staff?
Yes. Prekindergarten teachers and staff may be included in professional development opportunities.
4. Will HCPSS consider providers delivering live, one-to-one instruction through video conference technology? Our model has demonstrated strong outcomes comparable to in-person delivery, and we want to confirm eligibility prior to submission.
Yes, we will consider that as an option.
5. Will the District consider proposals from providers that specialize exclusively in K-2 foundational reading skills (e.g., phonemic awareness, phonics, fluency)?
Yes. Providers that specialize in K-2 foundational reading skills will be considered.
6. I read in place there was a need for 2 of these forms, but then when the form is downloaded I see a request for 5. Can you clarify the number needed?
An form is required for each Category for which you are applying.
7. Our non-profit organization often employees HCPSS employees after their duty day as part time or temporary staff for our programs. Sometimes it is for our after school programs and other times it is for other programs that we run in evenings, weekends, or summer (not related to this). Would we be able to submit disclosures of these situations. I see a place where we can disclose this, however, the contract then seems to suggest we can't. These employees are often experts in our field and enjoy supporting our programs. Can you clarify the intention here?
An HCPSS employee involved in developing the solicitation, evaluating proposals, approving invoices, overseeing the program, selecting participants, referring students, monitoring contractor performance or any conflict of interest between contracted vendor and HCPSS would be prohibited from working for the contractor.
8. Is there a specific form or format for volume II?
There is no Volume II for this solicitation. Please refer to Appendix A.
9. The Notice to Bidders on page 1 states bids are due "Thursday, September 3, 2026 at 11:00 A.M."
The Euna/Bonfire portal lists the Close Date as September 2, 2026 at 11:00 AM EDT. Which date and time is correct?
The due date is September 3, 2026 at 11:00 AM. Euna has been updated.
10. Does HCPSS have a target award or Board approval date for this solicitation?
HCPSS intends to proceed with the evaluation and award process as expeditiously as possible.
The award timeline will depend on the completion of the evaluation, required due diligence, and any necessary Board of Education approval. A specific award or Board approval date has not been established at this time.
11. I wanted to confirm that there were no existing templates/forms for the transmittal letter and executive summary that is required in the bid submission. I looked through the attachments and did not see any, so I want to confirm I can create those two documents myself for submission.
Yes.
12. Is there an estimated budget or historical spend for Category A?
HCPSS does not disclose budgetary estimates or historical expenditures for this solicitation.
Proposers should submit pricing based on the requirements stated in the solicitation and their proposed approach to providing the services. Any resulting contract does not guarantee a minimum or maximum expenditure.
