About this file
This is a Certification Regarding Debarment form applicable to the Maryland Department of Education's Services and Products to Support the Title I/Community School and BRIDGES Program contract opportunity. The document establishes debarment certification requirements that vendors, contractors, and service providers must complete as part of their proposal submission. The certification process requires that bidders certify they, their principals, and any proposed subcontractors are not debarred, suspended, proposed for debarment, or otherwise ineligible to participate in federal or state government contracts. The form applies to all organizations, businesses, and individuals seeking to join the pre-qualified pool of service providers for delivering evidence-informed products and services supporting academic achievement, whole-child development, student well-being, family engagement, and equitable access at Title I and Community Schools, as well as the BRIDGES 21st Century Community Learning Center program.
The certification requires bidders to disclose any relevant suspension or debarment actions and verify compliance with federal debarment regulations. Bidders must certify that neither they nor their proposed subcontractors appear on the General Services Administration's Excluded Parties List System (EPLS) or its successor system. This certification is a mandatory compliance requirement for contract award and serves as a representation and warranty throughout the contract term. The debarment certification must be executed by an authorized representative of the bidding organization and submitted with the proposal response to ensure eligibility for participation in this state contracting opportunity in conjunction with Contract 152.25.B1.
