About this file

This is a Pre-Bid Conference Agenda document for the Jordan Basin Improvement District involving four related sewer projects: the 13800 South, 13200 South, 12600 South, and 13400 South Mountain View Corridor Sewer Projects. The conference, held on September 24, 2026, at 2:00 pm at the Jordan Basin Improvement District offices, outlined project details for two primary initiatives: the 13800 South project (managed by Bowen Collins & Associates) involving 500 linear feet of 18-inch PVC sewer and 434 linear feet of trenchless guided bore construction, and the 13200 South project (managed by J-U-B Engineers) involving 1,328 linear feet of 18-inch PVC sewer, 121 linear feet of 10-inch PVC sewer, and 534 linear feet of trenchless guided bore construction. Only six prequalified contractors—Newman Construction, Nix Construction, Red Pine Construction, Silver Spur Construction, Spade Excavating, and Whitaker Construction—are eligible to submit bids. Sealed bids are due on October 13, 2026, at 2:00 pm, with an anticipated award date of October 27, 2026, at the JBID Board Meeting. The contract requires substantial completion by June 1, 2027, and final completion by July 1, 2027, with liquidated damages set at $600 per day.

Construction work is scheduled Monday through Friday from 7:00 am to 5:00 pm. Both projects require significant engineering submittals, including engineered and stamped shoring designs for excavations exceeding 20 feet in depth, slope stability analyses, traffic control plans requiring approval by UDOT Region 2 and applicable cities, and third-party construction staking and testing. The 13800 South project permits critical issues related to UDOT, Riverton, Herriman, and county requirements, while the 13200 South project requires slope stability analysis within the Riverton City Slope Easement and necessitates securing temporary access through the Suburban Land Reserve Property, with Bid Item 34 included to cover potential access costs. Winter work is permitted from October 15 to April 15 with temporary asphalt placement in winter and permanent asphalt in spring. All project-related questions must be submitted in writing via the Utah Bonfire Hub portal by 5:00 pm on October 8, 2026.
