About this file
The document is a Byrd Anti-Lobbying Certification form used to certify compliance with federal lobbying restrictions for government contracts, grants, and cooperative agreements. The certification requires the undersigned company to confirm that no federal appropriated funds have been or will be paid to influence government officials in connection with obtaining or modifying federal contracts, grants, or agreements.
The certification mandates that if any non-federal funds are used for lobbying contacts, the company must complete and submit a Standard Form-LLL "Disclosure Form to Report Lobbying." Companies must include this certification language in all subawards and subcontracts. Failure to file the required certification can result in civil penalties ranging from $10,000 to $100,000 for each violation. The document provides a template for company representatives to sign, affirming the truthfulness of their statements and understanding of the applicable federal regulations.
