About this file
This document is a directive from the Milwaukee Public Schools (MPS) Department of Contract Compliance Services, addressing student engagement and employment requirements for contractors and vendors. The directive outlines three primary student employment options: company-based placement sites, alternative placement sites, and student internship sponsorship. For company-based placements, contractors must submit a comprehensive plan including a proposed student schedule, provide necessary equipment for remote work, and ensure no restrictive enrollment barriers exist for MPS high school students.
The document details several career education options, including virtual industry panels, mock interviews, career fairs, virtual field trips, job shadowing, and YouTube industry videos. Contractors can also fulfill requirements through a $1,500 donation per 12-month contract term for a 10-hour career education assignment. To demonstrate responsiveness, bidders must submit specific schedules: H1-A Student Employment Commitment Plan, H1-B Student Career Awareness Plan, or H1-C Alternative Placement. The contract requirements are explicitly stated as non-negotiable, with no waivers allowed, and MPS will handle the onboarding and placement of student interns while contractors provide wages and administrative fees.

Directive on Complying with Student Engagement Assignments
This Directive is intended to provide clarification and set clear expectations regarding the fulfillment of contract requirements for the Student Engagement Program. This guidance provides clarity on how to proceed effectively.
Student Employment Options:
a. Company-based placement sites: The site of the contracted vendor or contractor.
i. The contractor/vendor must submit a comprehensive plan that includes the proposed student schedule. If you choose the option for remote-project based assignments, the following requirements must be fulfilled: oversight of the remote-based student employee, provide necessary equipment, such as company-issued laptops.
ii. Please be advised that in order to utilize this option, the contractor/vendor must not have any restrictions that prohibit students from enrolling. Our program is open to all MPS high school students.
1. Examples of restrictions that are not accepted include but not limited to:
• Age restrictions: The contractor/vendor must not impose any age limitations on student participation.
• Location not on a bus line: The program should be easily accessible to students using public transportation, and any location far from a bus line is not acceptable.
• Must obtain a driver's license: The program must not require students to possess a driver's license to participate; it should be open to all, regardless of their driving status.
iii. Please note that this option can only be accessed and utilized within the contract term.
Failure to fulfill the requirements by the contract year-end date will necessitate the selection of an alternative option.
b. Alternative placement sites: In cases where limitations prevent employment from occurring at the contracted business partner's place of operations, we offer an alternative solution. We encourage contracts with approved partners to ensure the fulfillment of the assigned requirements. Attached you will find a list of approved sites for your reference.
i. For this option, a detailed plan, including the proposed student schedule, is required.
c. Student Internship Sponsorship: Contractors/vendors will be responsible for providing student employment wages, along with associated administrative fees (approximately 15% of the total wages), to Contract Compliance Services. This process will help reconcile any outstanding student employment requirements. Meanwhile, MPS will take on the responsibility and liability of on-boarding and successfully placing the student interns within the most suitable employment opportunities. These placements will ensure that students gain valuable workforce experience.

Career Education Options: We are pleased to inform you that live or in-person district-wide engagement activities have resumed. As a result, there will be limited remote options available going forward.
a. Virtual industry panel-contractor/vendor would provide a video conference around their industry focus
b. Mock interviews
c. Career fairs
d. Virtual field trips
e. Job shadowing
f. YouTube industry related videos
g. Donation of $1,500 per 12-month contract term for a 10-hour career education hour assignment
h. Other (please specify within Schedule H1-B)
To demonstrate minimal responsiveness, respondents must submit the schedule H1-A Student
Employment Commitment Plan, H1-B Student Career Awareness Plan or the H1-C
Alternative Placement in lieu of H1-A. For those firms interested in pursuing the Student Intern
Sponsorship option there are explicit procedures on accomplishing this option and CCS will identify those next steps after a resulting contract award is approved by the Milwaukee Board of
School Directors
