About this file
This document is a comprehensive guidelines and requirements document from Milwaukee Public Schools (MPS) Contract Compliance Services focused on Historically Underutilized Business (HUB) and Student Engagement Program requirements. The document outlines detailed specifications for contractors seeking to do business with MPS, emphasizing two primary areas: (1) HUB participation requirements, which mandate that contractors aim to have 25% participation from businesses owned by minorities, women, disadvantaged, emerging, or small business owners; and (2) Student Engagement Program requirements, which require contractors to provide career education activities and potential employment opportunities for Milwaukee Public School students.
The HUB requirements specify that all participation must be commercially useful, with contractors able to meet goals by self-identifying as a certified HUB vendor, forming joint ventures, subcontracting, or making second-tier purchases from certified HUB firms. The Student Engagement Program requires contractors to provide ten hours of career education activities per contract, with eight hours directly engaging MPS students, and potentially offer employment to high school students or recent graduates who have completed job readiness training. Contractors face potential sanctions for non-compliance, including withholding of payments, contract termination, prohibition from future MPS contracts, and other legal remedies. The document provides a comprehensive list of accepted certification agencies for various business classifications, including Disadvantaged Business Enterprise (DBE), Minority Business Enterprise (MBE), Women's Business Enterprise (WBE), and others.

HUB AND STUDENT ENGAGEMENT INFORMATION AND FORMS
All the information you need related to Historically Underutilized Business (“HUB”) or Student Engagement Program, including all applicable forms, can be found in this document.
If HUB and Student Engagement Requirements are Zero If the HUB (Historically Underutilized Business) and Student Engagement requirements are listed as zero in the RFP you are responding to, the only form required for submission is Appendix B, the Prime Vendor Information Sheet. Please note that the information provided on this form will not be considered in the award decision and is collected solely for statistical reporting purposes to the Board of School Directors.
Historically Underutilized Business (“HUB”) Requirements HUB (Historically Underutilized Business) firms are defined as for-profit businesses that are at least 51% owned, controlled, and managed by individuals who are minority, women, disadvantaged, emerging, small, or otherwise classified as MPS-targeted business owners, and who have been certified by an MPS-recognized agency. MPS has established an annual HUB participation goal of 25% for all applicable purchases. Information of Accepted Agencies & Certifications can be found at the end of this document. For additional eligibility criteria or considerations, please contact Contract Compliance Services (CCS).
Appendix A must be completed only if a HUB requirement is assigned to this RFP.
ALL HUB PARTICIPATION MUST BE COMMERCIALLY USEFUL TO THIS PROJECT. “Commercially Useful” refers to the goods and/or services provided by the HUB firm that are directly related to the scope of services outlined in the RFP. The HUB participation requirement can be fulfilled in several ways: (1) by identifying yourself as a certified HUB vendor and committing to meet the required HUB participation for this RFP; (2) by forming a joint venture with a certified HUB firm; (3) by subcontracting with one or more certified HUB firms; or (4) by making second-tier purchases from certified HUB firms. Respondents are free to meet the
HUB participation goals by working with any certified HUB vendor, provided that proof of certification is submitted. For assistance or to obtain a list of MPS-registered HUB firms, please contact Contract Compliance Services (CCS).
A HUB Utilization Plan, provided as Appendix A, must be completed and submitted to outline your approach for meeting the HUB participation requirements for this project. This plan will become a binding component of the contract. Failure to submit the completed HUB Utilization Plan will result in your proposal being considered non-responsive and ineligible for further consideration. MPS reserves the right to award the contract to the vendor who submits a comprehensive and meaningful utilization plan that demonstrates a genuine opportunity for HUB involvement.
Contractors with questions about the HUB Program before contract award should email those questions to 505@milwaukee.k12.wi.us
