1.0 INTRODUCTION
The AN/MPN-14K Landing Control Central (LCC) is a tactical air traffic control system comprised of two equipment vans housing radar and associated communications and electronics equipment: The Precision Approach Radar (PAR)/Airport Surveillance Radar (ASR) van and the Operational (OPS) van. The PAR set console, OJ-645 (see Figure 1-1) displays the radar data required for the direction of aircraft on a final approach to the runway. The PAR screen displays azimuth and elevation information of incoming aircraft. The PAR controllers direct aircraft along the optimal glidepath and course line during final approach. The MPN-14K is currently planned to remain in service through 2030. The fleet consists of eleven (11) deployable systems.

1.1 Problem Statement
With the age of the system, problems with reliability, maintenance costs, obsolescence and diminishing manufacturing sources have increased. The PAR indicator monitor is based on outdated, obsolete Cathode Ray Tube (CRT) technology resulting in higher failure rates and down time for the radar. The costs to support the legacy PAR display device components (such as specialized power and the CRT technology) are resulting in increased costs and maintenance efforts.
1.2 Scope
The scope of this work statement is to develop, test, manufacture, and deploy a total of twenty-four (24) displays, including twenty (20) production units, two (2) First Article Test (FAT) units, two (2) spare units and all associated drawings and technical data package. The FAT units will be used for First Article Inspection and shall be done at the Line Replaceable Unit (LRU) and top assembly level.
Upon completion of the FAT and acceptance by the Government/Program Office, the Contractor will assembly remaining units and will distribute them to the units and locations identified in Table 1, along with instructions on how to install and test the new displays.
First article units will remain installed in the equipment and will be considered production units.
Additionally, the associated drawings and technical data package, to include remove and replace instructions, and field-level maintenance instructions will be delivered to the ATCALS Program Office ten (10) days prior to start of full-rate production.
