About this file
This file contains a question and answer document and solicitation for a private equity database service subscription. The International Development Finance Corporation seeks a commercial off-the-shelf online system providing access to data on private transactions, companies, investors, funds, investments, exits, and individuals in emerging markets. The database must include associated reports, analysis, and news. The incumbent provider is Pitchbook. Questions and answers clarify that proposers should follow submission instructions and include pricing for base and option years in the technical volume, while the solicitation provides additional background on transaction process support and market research needs.

Q&A for Private Equity Database Service
• What is a UEI and cage code?
o UEI is Unique Entity ID and cage code is Commercial and Government Entity Code. You should be able to locate both UEI and cage code on your current entity SAM.gov registration.
• Can you clarify what we are supposed to fill out on the requisition? Do you also want our own paper contract sent along?
o Follow the directions under “Instructions to Offerors” session of RFQ (P.22 – 23). At a minimum, there should be a cover page, signed SF1449, technical volume, and pricing.
o DFC will issue the award via SF1449. You are encouraged to include any special terms and conditions that DFC should be aware of in the proposal pertaining to this requirement.
• Do you have any objections on using our own paper contract/ can we list it as an addendum or exhibit to yours?
o DFC will issue the award via SF1449. Any external agreement will have to go through DFC legal review. External agreement may be incorporated as part of the award or as an attachment at DFC’s discretion.
• To confirm, on SF1449, it says to only submit the first page. What if we are offering option years to exercise? Can we fill in page 2?
o You are welcome to fill in page 2 and 3. However, all pricing, including option years should be presented in the pricing volume of the proposal.
• Can you clarify what information you need on Volume 2? Wouldn’t this be redundant since the pricing will be stated in SF1449?
o You should submit pricing in Volume 2 to include pricing for base and all option years, along with any assumptions and/or special terms and conditions (if any).
o Pricing on SF1449 is optional. Pricing presented in Volume 2 will be part of the evaluation.
• Was this a new service that DFC was looking to procure or if there was already an incumbent and looking to replace?
o This is not a new service. Current incumbent is Pitchbook.
