About this file

This request for quotation (RFQ) solicits proposals for a private equity database service subscription. Offerors must provide a commercial off-the-shelf online platform with data on private/public deals, companies, investors, funds, and professionals in emerging markets. The subscription should allow the International Development Finance Corporation insight into capital flows across venture, private equity, mergers and acquisitions, private debt, and private funds. Proposals are due by June 29, 2023 and the contract will be a firm-fixed price award for a one-year base period and four option years. The statement of work specifies requirements for deal and market data, search capabilities, and technical support. Evaluation criteria are the ability to meet functional and data requirements, and pricing.

STATEMENT OF WORK

U.S. International Development Finance Corporation (DFC)

Project Title: Private Equity Database Service

1.0 GENERAL INFORMATION

The U.S. International Development Finance Corporation (DFC) is financing solutions to the most critical challenges facing today's developing world. Working with businesses, we mobilize private capital to invest in projects that create jobs and opportunities in emerging markets, including building critical infrastructure, expanding access to telecommunications, and providing small business financing for women entrepreneurs.

Launched in 2019, DFC helps to advance America's foreign policy by partnering with projects that create economic stability, protect sovereignty, and ensure transparency.

DFC investments adhere to high U.S. business standards and respect the environment, human rights, and worker rights.

2.0 BACKGROUND

DFC requires a commercial off-the-shelf (COTS) online information system providing access and insight into the flow of capital across the entire venture capital, private equity, M&A, private debt, and PE funds ecosystem. This database shall expand DFC’s access to private/public equity deal information and permit a smooth transaction process.

3.0 SCOPE

DFC requires a contractor to provide a private transaction database subscription with detailed data on the private and public markets, including companies, investors, funds, investments, exits, and people in emerging markets. The database shall also include associated reports, analysis, and news on the PE/VC market. This will keep DFC informed on market trends and the flow of capital across the space for purposes of research, market mapping, and accurately pricing DFC’s transactions.

4.0 REQUIREMENTS

The contractor shall provide a database to comply with the following functional requirements:

Task Area 1: The proposed platform must have the following features:

Commercial off-the-shelf system (COTS).

Access through the Internet.

Availability seven days a week.

Access to hard-to-find data on companies, deals, investors, funds, and professionals.

Visualization tools to understand trends like valuations, deal sizes, and more.

Ability to access comprehensive data on the public and private equity markets and export directly to Excel.

A Help Desk or assigned customer success personnel will provide a basic system and advanced subject support.

Information to be on a single platform having a common user interface (simple/advanced).

A companion collection of public/private company information.

Insight into the flow of capital across the entire venture capital, private equity, and M&A ecosystem in emerging and frontier markets.

A cache of relevant annual or quarterly reports on the investment landscape in specific sectors, industry verticals, or regions.

Comprehensive, detailed data on the private and public markets, Including:

o Companies;

o Investors;

o Funds;

o Investments;

o Exits; and;

o People.

Leverage granular search criteria, including:

o Ownership: Public/Private o Location: Continent, Region, Country o Transaction size range: min/max o Transaction type: VC, M&A, PE, IPO, Debt o Industries, Verticals, and Keywords o Investors: Search by investor

Task Area 2: DFC expects the platform to be able to provide data responsive to the following types of sample queries:

The platform shall allow users to search for pre-Series A fintech companies with an emerging market economy actively fundraising in the last two years, where rounds have not exceeded $4 million.

The platform shall allow the user to search for a specific Investor and see all the PE/VC deals they have participated in since their founding.

The platform shall allow users to conduct general market research and market mapping tasks, such as executing searches of private transaction data to see where money is flowing to and in volume. For instance, a user can tally all PE and VC transaction activity under a certain dollar threshold in Africa and Asia and analyze the data.

The Platform shall allow users to do competitive landscape or comparable analysis research.

Users must be able to search for businesses within a sector or vertical in a region or country currently operating.

The platform shall be used by up to 40 users within DFC. Additionally, up to 5 users (included in the 40) shall use the platform in a library-like context to respond to specific information requests from individual DFC staff members who might not be included in the 40 users. Use of this information resource in this context would:

Be on a very occasional basis.

Be in response to a specific request by a specific individual.

Not be a recurring request such as a weekly/monthly news alert.
