Applications must be submitted through the City's eProcurement portal by November 6, 2026, at 12:00 PM Central Time, with a deadline for questions on October 20, 2026. The contract term runs from January 1, 2027, through December 31, 2027, with potential extension for up to four additional one-year periods based on performance and fund availability. No site visit is scheduled.

The City intends to award one reimbursement-based grant contract in the amount of $500,000 for the 2027 contract year, funded through Chicago's Corporate Fund. Payment will be made monthly upon submission of requisitions within 15 days following service delivery or cost incurrence. The successful organization must provide liability insurance naming the City as an additional insured and comply with all City of Chicago procurement regulations, conflict-of-interest ordinances, ethics requirements, and nondiscrimination statutes. Proposals will be evaluated on program design (40 points), program strength (25 points), performance management (15 points), organizational capacity (10 points), budget management and cost effectiveness (5 points), and overall responsiveness (5 points). BACP reserves the right to recommend qualified proposals out of rank to ensure geographic distribution and minimize service duplication. DEPARTMENT OVERVIEW

The Chicago Department of Business Affairs and Consumer Protection (BACP) ensures a fair and vibrant marketplace for businesses, workers, and consumers in the City of Chicago (The City). BACP licenses businesses and public vehicles, regulates business activity, protects consumers from fraud, enforces Chicago’s labor laws, partners with business-service organizations, and provides education and resources for businesses.

PROGRAM OVERVIEW

Chicago’s small businesses are the foundation of thriving neighborhoods, vibrant commercial corridors, and a strong local economy. They create jobs, spur economic growth, and provide pathways to economic self-sufficiency and wealth-building for entrepreneurs. According to the U.S. Small Business Administration, small businesses employ 62.3 million people, representing

45.9 percent of private-sector workers in the United States.

Small business support programs such as the Neighborhood Business Network (NBN) play a critical role in supporting the sustainability and growth of Chicago-based small businesses.

Every day, NBN delegate agencies work alongside entrepreneurs to help them start, grow, and scale their businesses. Through trusted, hyper-local technical assistance, delegates connect business owners to critical resources, help them navigate government processes, support them in developing community and business partnerships, and provide guidance tailored to the needs of Chicago’s diverse business communities.

This RFP seeks qualified proposals to support the implementation and delivery of services under the NEIGHBORHOOD BUSINESS NETWORK – PEER SUPPORT (NBN-PS) program subcategory.

PROGRAM SPECIFICATIONS

Eligibility: To be eligible, delegate agencies must be nonprofit, community-based organizations that provide direct services, resources, technical assistance, training, advising, or connections to resources that help entrepreneurs and small businesses start, operate, grow, and become sustainable.

Compensation: One reimbursement grant contract of up to $500,000 will be awarded, subject to available funding.

This initiative is funded by the City of Chicago’s Corporate Fund.

Program Design: The Neighborhood Business Network – Peer Support (NBN-PS) is designed to serve as the capacity-building and coordination infrastructure for the City's network of business-serving organizations. The program is intended to identify and address gaps in organizational capacity, strengthen the capabilities of participating organizations, foster collaboration and knowledge sharing across the network, and ultimately improve the quality and consistency of services available to entrepreneurs and small businesses across Chicago.

The NBN-PS program will be structured around an A-B-C-D framework: Assess, Build, Connect, and Deliver:

1. Assess: Identify the highest-priority capacity gaps, needs, and opportunities across the network of business-serving organizations through program and service mapping.

2. Build: Provide targeted training, technical assistance, tools, and resources to address identified capacity gaps and improve organizational capabilities.

3. Connect: Create structured opportunities for peer learning and knowledge sharing around common challenges.

4. Deliver: Effective, consistent, and comprehensive services to small businesses across Chicago.

The City will select one delegate agency to serve as the NBN-PS Lead. The Lead will be responsible for designing, coordinating, and delivering a comprehensive peer-support program aligned with the Assess, Build, Connect & Deliver framework for NBN delegate agencies and other eligible business-serving organizations. The Lead may engage additional organizations as sub-grantees to provide specialized expertise or deliver specific components of the program.

Program Objectives: NBN relies on a network of business-serving organizations to provide entrepreneurs and small businesses with technical assistance, advising, education, referrals, and other services. These organizations bring valuable community knowledge and expertise;

however, their organizational capacity, service offerings, systems, and areas of expertise may vary.

The objective of NBN-PS is to strengthen the collective capacity and effectiveness of this network so that participating organizations are better equipped to provide high-quality, consistent, and comprehensive services to businesses throughout Chicago. The intended outcome is a stronger, more connected, and more capable network of business-serving organizations that can collectively meet a broader range of business needs across all of Chicago’s 77 neighborhoods.

Scope of Services: The scope of services will encompass activities that support and advance the program objectives, as detailed in the work program the City provides to the selected delegate. All assistance, resources, or programming provided through the NBN-PS program must be provided to business serving organizations at no cost. The selected delegate will provide the following services:

ASSESS

• Program and Service Mapping:

o Develop and maintain a comprehensive map of the services, programs, areas of expertise, geographic coverage, and populations served by NBN delegate agencies and other participating business-serving organizations. The mapping should identify service gaps, areas of overlap, and opportunities for coordination and referral.

• Expected Outcomes:

o Develop a program map that provides a clear understanding of the network's program offerings, capabilities, and gaps in services.

BUILD

• Shared Tools and Resources:

o Develop and maintain practical templates, guides, and other resources that organizations can adapt and use to improve their operations and service delivery.

• Expected Outcomes:

o Improved organizational systems and practices and greater adoption of shared tools and resources

CONNECT

• Peer Learning and Collaboration o Facilitate regular peer-learning sessions focused on common challenges, emerging issues, and effective practices.

o Facilitate stronger connections among organizations so businesses can be appropriately referred to organizations with the relevant expertise, services, or resources.

• Network Convenings o Convene participating organizations through roundtables, workshops, or other structured forums that promote knowledge exchange, relationship building, and coordination.

• Expected Outcomes o Increased collaboration and knowledge sharing.

o Improved coordination and referral pathways across the network.

o An annual impact report.

DELIVER

• Service Delivery Improvement:

o Provide targeted implementation support to help participating organizations apply new tools, practices, and capabilities to improve the quality, consistency, and effectiveness of services provided to entrepreneurs and small businesses

• Expected Outcomes:

o Expanded ability of the NBN network to collectively meet the needs of entrepreneurs and small businesses across Chicago.

Deliverables: Delegates will be responsible for producing the deliverables outlined below and any additional work products identified in the approved work plan. “Deliverables” refers to all work products the delegate creates for the City as part of the NBN program. Deliverables should be practical, usable by participating organizations, and directly aligned with the Assess, Build, Connect, and Deliver framework.

The City reserves the right to reject deliverables that are incomplete, lack sufficient supporting documentation or analysis, or do not meet the requirements established in the work plan.

• Program Email: Provide entrepreneurs with a program email address (NBN@domain.com) they can use to contact the NBN delegate agency for services and support.

• Program Map: Provide a comprehensive matrix of delegate agency programs that categorizes business owners by stage of development and growth, identifies relevant services and resources, and maps available programs to the needs of businesses at each stage. The program map will enable delegate agencies to more effectively leverage the NBN ecosystem to serve clients, facilitate appropriate referrals across the ecosystem, identify service gaps and opportunities for collaboration, and help organizations more clearly define and differentiate their program offerings.

• Program Report: Develop an annual report summarizing key program accomplishments, success stories, roundtable outcomes, and program activity data, including an analysis of trends, lessons learned, and opportunities to strengthen and refine program delivery.

• Training Curriculum & Videos: Develop and deliver a comprehensive curriculum of specialized training and professional development for delegate agency staff. The curriculum must identify the target audience, facilitators, training topics, and expected learning objectives and outcomes. Develop and maintain a library of on-demand training videos that complement the curriculum and provide accessible, ongoing professional development resources.

SELECTION CRITERIA

All complete proposals that are received by the deadline will undergo a technical review to determine whether all required components have been addressed and included. BACP will disqualify proposals received after the deadline. BACP may not consider incomplete proposals. Incomplete proposals include, but are not limited to, those that fail to address all required application questions. BACP reserves the right to waive irregularities that, within its sole discretion, BACP determines to be minor. If BACP waives such irregularities, it will waive similar irregularities in all proposals. BACP will forward complete proposals to a Review Panel.

The Review Panel will evaluate and score all remaining proposals according to the established scoring criteria.

BACP reserves the right to recommend qualified funding proposals out of rank to ensure adequate geographic distribution of services throughout the city, minimize duplication of similar service offerings within the same service area, and prevent a disproportionate number of service providers within a service area that does not have the corresponding amount of business support needs. Qualified proposals will be scored against proposals in the same modality or type of service.

City funding for the NBN program is meant to be a minor supplement to an applicant’s fundraising efforts, member dues, or revenue from events or other sources, and should NOT be the sole source of a business-serving organization’s funding.

Consequently, all guidelines and requirements of the Department of Business Affairs and Consumer Protection and the City of Chicago must be met. Additionally, all delegate agencies must comply with the Single Audit Act if applicable.

The Department of Procurement Services (DPS) manages the iSupplier registration process. All delegate agencies must register in the iSupplier portal at www.cityofchicago.org/eProcurement.

All vendors must have a Federal Employer Identification Number (FEIN) and an IRS W-9 to register and confirm vendor business information.
