This Request for Proposals (RFP) is issued by the City of Chicago Department of Business Affairs and Consumer Protection (BACP) to solicit qualified nonprofit delegate agencies to implement and deliver services under the Neighborhood Business Network - Capital Access (NBN-CA) program. The program seeks to connect entrepreneurs and small businesses with qualified capital providers and capital-readiness services across two geographic focus areas: North and South Chicago. Services include individualized business consultations to assess capital needs, direct loan capital deployment through established lending programs, capital access referrals, development of capital access toolboxes and training materials, and peer training for business advisors. Deliverables include monthly activity reporting, dedicated program email addresses and webpages, service request forms, and comprehensive training curricula with on-demand videos. The pre-submittal conference is scheduled for October 13, 2025, at 2:00 PM Central Time via Zoom. The deadline for questions is October 20, 2026, at 12:00 PM Central Time, and proposals must be submitted by November 6, 2026, at 12:00 PM Central Time through the City's eProcurement portal. No site visit is scheduled. The anticipated contract term is January 1, 2027, through December 31, 2027, with potential extensions for up to four additional one-year periods based on performance and fund availability.
Up to two reimbursement grants of up to $150,000 each will be awarded, totaling a maximum of $300,000 annually, funded through the City of Chicago's Corporate Fund. The program is reimbursement-based, requiring delegates to expend funds before receiving reimbursement through monthly requisitions submitted within 15 days of month-end. Eligible applicants must be nonprofit organizations with demonstrated expertise and capacity to provide direct access to loan capital, including Community Development Financial Institutions (CDFIs), nonprofit lenders, mission-based financial institutions, and community development organizations with lending programs. Priority is given to organizations with established business lending programs and experience serving underserved or undercapitalized small businesses. Proposals are scored on program design (40 points), program strength (25 points), performance management (15 points), organizational capacity (10 points), budget management and cost effectiveness (5 points), and overall responsiveness (5 points). Required documentation includes Articles of Incorporation, Board Bylaws, Board Member Roster, current financial statements, Illinois Certificate of Good Standing, IRS Determination Letter, three years of IRS Form 990 filings, organizational charts, program budget forms, staff resumes, proof of liability insurance, service request forms, and completed work program forms. DEPARTMENT OVERVIEW
The Chicago Department of Business Affairs and Consumer Protection (BACP) ensures a fair and vibrant marketplace for businesses, workers, and consumers in the City of Chicago (The City). BACP licenses businesses and public vehicles, regulates business activity, protects consumers from fraud, enforces Chicago’s labor laws, partners with business-service organizations, and provides education and resources for businesses.
PROGRAM OVERVIEW
Chicago’s small businesses are the foundation of thriving neighborhoods, vibrant commercial corridors, and a strong local economy. They create jobs, spur economic growth, and provide pathways to economic self-sufficiency and wealth-building for entrepreneurs. According to the U.S. Small Business Administration, small businesses employ 62.3 million people, representing
45.9 percent of private-sector workers in the United States.
Small business support programs such as the Neighborhood Business Network (NBN) play a critical role in supporting the sustainability and growth of Chicago-based small businesses.
Every day, NBN delegate agencies work alongside entrepreneurs to help them start, grow, and scale their businesses. Through trusted, hyper-local technical assistance, delegates connect business owners to critical resources, help them navigate government processes, and provide guidance tailored to the needs of Chicago’s diverse business communities.
This RFP seeks qualified proposals to support the implementation and delivery of services under the NEIGHBORHOOD BUSINESS NETWORK – CAPITAL ACCESS (NBN-CA) program subcategory.
PROGRAM SPECIFICATIONS
Eligibility: To be eligible, delegate agencies must be nonprofit organizations with demonstrated expertise and capacity to provide direct access to loan capital for entrepreneurs and small businesses. Eligible organizations may include Community Development Financial Institutions (CDFIs), nonprofit lenders, mission-based financial institutions, community development organizations with lending programs, and other qualified nonprofit organizations that directly originate, underwrite, and/or deploy loan capital to eligible businesses.
Compensation: Up to two reimbursement grants of up to $150,000 each will be awarded, subject to available funding.
This initiative is funded by the City of Chicago’s Corporate Fund.
Program Design: To ensure equitable service delivery, delegate agencies will support equitable access to loan capital and capital-readiness services for entrepreneurs and small businesses across two geographic focus areas: North and South.
Delegates will be selected based on their demonstrated qualifications, subject-matter expertise, lending experience, and organizational capacity to effectively deliver the services outlined in the Scope of Services. Priority will be given to organizations with established business lending programs and demonstrated experience originating and deploying loan capital to underserved or traditionally undercapitalized small businesses.
Program Objectives: Access to the right capital at the right time is critical to a small business’s ability to launch, grow, and remain sustainable. However, securing financing can be particularly challenging for start-ups and small businesses that may lack the operating history, established credit, collateral, or other qualifications that financial institutions traditionally require. The Neighborhood Business Network – Capital Access (NBN - CA) aims to address these barriers by connecting entrepreneurs with qualified capital providers that can deploy appropriate loan capital, while also providing the financial education, individualized guidance, and capital-readiness support needed to help businesses obtain and manage financing successfully. The program is intended to increase access to business financing, particularly for entrepreneurs and small businesses that may be underserved by traditional financial institutions.
Scope of Services: The scope of services will encompass activities that support and advance the program objectives, as detailed in the work program the City provides to the selected delegate. All consultations and non-loan resources provided through the NBN-CA program must be provided to entrepreneurs at no cost.
The selected delegate will provide the following services:
• Business Consultations – Provide individualized consultations to assess small businesses’ capital needs, identify financing options, help entrepreneurs address barriers to accessing capital, and assist them with developing appropriate financing strategies.
• Direct Capital Access – Deploy loan capital to qualified entrepreneurs and small businesses through the delegate's established lending program.
• Capital Access Referrals – Accept referrals from other NBN delegate agencies and community-based organizations for entrepreneurs seeking capital. Refer applicants to other qualified capital providers when the business's financing needs are outside the delegate's lending parameters.
• Capital Access Toolbox – Develop and provide resources, collateral, and training materials that equip business advisors to assess capital needs, understand financing options, and effectively connect small businesses to appropriate sources of capital.
• Peer Training – Provide specialized training and professional development for business advisors to strengthen their ability to assess the capital needs of the small businesses they serve and connect them with the most appropriate capital providers and financing solutions.
Deliverables: Delegates must produce and report on various deliverables included in their work program. “Deliverables” refers to all work products the delegate creates for the City as part of the NBN program. The City reserves the right to reject any deliverables that lack relevant information or documentation, or that fail to include all materials specified in the work program or that are reasonably necessary for the City’s intended use.
• Activity Reporting: Submit monthly program activity and outcome reports to track program performance, key metrics, and capital deployment.
• Program Email: Provide entrepreneurs with a program email address (NBN@domain.com) they can use to contact the NBN delegate agency for services and support.
• Program Webpage: Develop and maintain a dedicated program webpage (domain.com/NBN) that provides up-to-date information on all assistance, resources, and programming available to entrepreneurs at no cost through the NBN-CA program.
• Service Request Form: Provide an online form for entrepreneurs to request no-cost assistance, resources, or programming through the delegate agency’s Neighborhood Business Network Program.
• Training Curriculum & Videos: Develop and deliver a comprehensive curriculum of specialized training and professional development for delegate agency staff. The curriculum must identify the target audience, facilitators, training topics, and expected learning objectives and outcomes. Develop and maintain a library of on-demand training videos that complement the curriculum and provide accessible, ongoing professional development resources.
PROGRAM REQUIREMENTS
Standard of Performance. Delegates must perform all services required of the delegate with that degree of skill, care, and diligence normally shown by a contractor performing services of a scope and purpose and magnitude comparable with the nature of the Services to be provided under this program. Delegates acknowledge that they are entrusted with, or have access to, valuable and confidential information and records of the City, and agree that, with respect to that information, they will be held to the standard of care of a fiduciary.
Delegates must ensure that all services requiring the exercise of professional skills or judgment are performed by professionals who are qualified, competent in the applicable discipline, and appropriately licensed, if required by law. Delegates must provide copies of any such licenses.
Delegates remain responsible for the professional and technical accuracy of all services or deliverables furnished, whether by the delegate or its Sub-contractors or others on its behalf. All Deliverables must be prepared in a form and content satisfactory to the Department and delivered in a timely manner consistent with program requirements.
Method of Payment. Using the City’s web-based E-Vouchering system, delegates will submit MONTHLY requisitions for reimbursement (each, a “Requisition”) identifying the payment due for the services performed and/or costs incurred and paid directly by the delegate in such detail and supported by such documents as required by the City. Delegates must submit Requisitions within 15 days after the end of the month in which the delegate performed Services and/or incurred and paid costs. The City will reject any Requisition that includes costs that were incurred or paid by any party other than you.
Insurance. Successful delegates must provide the insurance coverages required by the City and name the City as an additional insured.
Delegates must submit Certificates of Insurance of the required coverages prior to this Agreement being fully executed, following the instructions on the website located at www.chicago.gov/myCOIregistration or to such other website and/or email address specified by the City.

BACP reserves the right to waive irregularities that, within its sole discretion, BACP determines to be minor. If BACP waives such irregularities, it will waive similar irregularities in all proposals. BACP will forward complete proposals to a Review Panel.
The Review Panel will evaluate and score all remaining proposals according to the established scoring criteria.
BACP reserves the right to recommend qualified funding proposals out of rank to ensure adequate geographic distribution of services throughout the city, minimize duplication of similar service offerings within the same service area, and prevent a disproportionate number of service providers within a service area that does not have the corresponding amount of business support needs. Qualified proposals will be scored against proposals in the same modality or service type.
City funding for the NBN program is meant to be a minor supplement to an applicant’s fundraising efforts, member dues, or revenue from events or other sources, and should NOT be the sole source of a business-serving organization’s funding.
