About this file

This is a Non-Competitive Combined Synopsis/Solicitation (RFQ) issued by the National Institutes of Health (NIH), Office of the Director, Office of Acquisitions, for rat training chambers. The solicitation number is 75N98026Q00809/PCA-NIDA-07969, issued on July 15, 2026, with responses due by July 20, 2026 at 2:00 PM EST. Delivery is required to NIH/NIDA, 251 Bayview Boulevard, Suite 200, Baltimore, MD 21224, with a delivery deadline of July 20, 2026 (marked as "Multiple" in the solicitation).

The NIH intends to award a firm fixed-price contract on a non-competitive basis to Med Associates, Inc., PO Box 319, St. Albans, VT 05478. This is a small business set-aside under NAICS code 334516. The requirement specifies 16 rat training chamber systems from Med Associates, including 16 Extra Tall Modular Test Chambers (ENV-007CT), grid floors, house lights, stimulus lights, retractable levers, pellet feeders, head entry detectors, receptacles, custom adapters, tabletop cabinets, power supplies, cables, control interfaces, filler panels, computers, audio generators, cage speakers, feeder disk assemblies, and pedestal mounts. The justification for non-competitive award cites the need for equipment compatibility with existing Coulbourn systems, identical compatibility with chambers used in other NIDA labs to facilitate collaboration and repairs, and continuity of software and hardware compatibility with current operations. Responses must include unit prices, list prices, shipping and handling costs, delivery timeframes, product/catalog numbers, product descriptions, UEI, TIN, and business size certification. All offerors must be registered in the System for Award Management (SAM). Responses should be submitted electronically to johnsonjr@mail.nih.gov. The point of contact is John Johnson, Program Specialist, 667-312-5580.

PURCHASE DESCRIPTION

1. Statement of Need and Purpose: We are purchasing a set of 16 rat training chambers from Med Assoc for the Cellular and Neurocomputational Systems Branch. It will be used to determine the neural mechanisms in the brain that mediate learning and decision making and how they are affected by drugs of abuse.

2. Background Information and Objective: We want to determine the neural mechanisms in the brain that mediate learning and decision making. These chambers are integral to this effort. We currently use chambers made by Coulbourn systems, however they informed us last year they are ending production and repairs, thus the current boxes are necessary to begin to replace these before they break down and stop functioning.

3. Generic Name of Product: Rat training chambers

4. Purchase Description: The rat training chambers are manufactured by Med Associates. All model, type and detailed part number descriptions are shown in attached quote from Med Associates. Only Med Associates has rat self-administration chambers that will allow us to continue our current studies and meets all the necessary requirements for our needs, see below in ‘Salient Characteristics’. Critically their chambers will be back compatible with existing equipment from Coulbourn and associated tasks and analysis programs. And they are identical to those used in other labs at NIDA IRP to facilitate collaborations and repairs.

5. Salient characteristics: The rat training chambers must satisfy all of the following requirements.

1*** Critical characteristic: The requested rat chambers are identical to Med Associates chambers used by other labs at NIDA-IRP. Justification: The Schoenbaum lab works closely with other labs at NIDA. Having the same chambers used by other labs will facilitate these collaborations and interactions, as our personnel can use their chambers and vice versa if necessary. Additionally borrowing parts, repairs, etc will be made easier.

2*** Critical characteristic: All the current software, parts and accessories currently used with our Coulbourn chambers will be compatible with the new Med Associates hardware, which will allow us to use existing equipment and also not alter our tasks and analysis pipelines.
