About this file
This document is an amendment to a solicitation for offsite archival collection storage and collection services. The National Library of Medicine is seeking proposals for 10,000 linear feet of collection storage with a potential need for an additional 10,000 linear feet in the future. Collections must be stored in an environment with temperature control of 70 degrees Fahrenheit +/- 5 degrees and relative humidity of 40% +/- 5%. The response date is extended to September 5, 2023. Pricing shall be on a firm fixed price per linear foot basis to accommodate potential volume fluctuations. The incumbent contractor provides the current offsite storage services. No repackaging or transport of collections is required as the items are in good condition and packaging.

AMENDMENT 75N97023Q00080 0001
(1) Correct Evaluation Factor Section 1(b).
The information was distorted when it was released to Sam.gov. The correct information for this section is: “HVAC controlled environment with temperature of 70 Fahrenheit ( 5 variance) and relative humidity 40% RH ( 5% variance) in a 24‐hour period.”
(2) Response to Inquiries Received by the Contract Specialist
1. Can NIH provide a breakdown of the total estimated volume (20,000 linear feet) by box type
(1.2 Records Storage, Hollinger Manuscript, Oversized Flat)?
RFP is for 10,000 linear feet. Current site occupies 5,000. Remainder is for future growth. See attached spreadsheet listing all the box types and counts for current offsite collections. Each IDNO row represents a collection entity.
2. Will access to the collection be just by NIH staff or will delivery be required?
NIH staff only
3. Does NIH require onsite pack & prep services for the initial pickup and transfer of materials to the offsite storage location, specifically do the materials need to be stabilized for movement by experienced and trained staff?
A separate solicitation for shipping and handling may be developed if the need arises to transport goods. Contractors shall include in their quote the size of truck the contractor can accommodate.
4. Are the boxes barcoded?
o If yes, can the government provide associated data for verification and chain of custody tracking?
o If no, please describe the extent of barcoding that will be required for the vendor to apply and required inventory data recorded.
No. Boxes are labelled with collection names and control numbers. NLM maintains an internal inventory control database.
5. Are boxes generally in good condition, or will any reboxing be needed? If yes, approximately what volume or percentage should vendors assume require reboxing?
Yes, good condition. No reboxing needed.
6. Can NIH confirm that vendors may propose Firm Fixed Unit Pricing on a per‐task basis? E.g., instead of one single all‐inclusive price for the entire Base Period (and a single fixed price for each Option Period), can vendors provide firm fixed unit prices based on $/Cubic Feet of
Storage and other applicable services like $/Retrieval or $/Refile? Industry best practice is based on a firm fixed unit price each month ‐‐this would enable the Government to be invoiced based on the actual volume of storage and services performed in the event that actual volumes fluctuate from month to month. How was this requirement priced in the past?
Current pricing structure is a firm fixed price per linear foot occupied per month, to allow for volume fluctuation.
7. In regard to the requirement for "self‐service deposit and retrieval" capabilities, for security purposes, would NIH accept vendor proposals which provide the capability for NIH staff to physically drop off / retrieve materials at the facility (then the vendor performs the actual shelving action) and/or have access to an onsite review room to review requested materials?
No.
8. Will all boxes/items be ready for pick up at one time?
See answer to #3
9. Is there an incumbent?
Yes
10. Are the items already packed and ready for transport?
11. Are all the items located in one place? If they are located on various floors, is there an elevator to transport them to the transportation vehicle?
12. What is the largest sized truck that the NLM can accommodate for pick up? If any, what documentation should be submitted with the bid?
18 wheeler but see also answer to #3. Contractor should submit documentation deemed necessary.
13. Is a pricing sheet going to be released or do we create our own price sheet based on the requirements? How was this priced in the past?
Offeror may use its own pricing table format. Pricing shall include all anticipated costs to fully perform all objectives as stated in the Statement of Work including option year pricing. An offeror is advised to carefully review the requirements in deriving the estimated effort it determines necessary in providing its best value quotation.
14. Can you provide a pricing structure for how you’d like to see pricing done if no pricing sheet is being released? How was this priced in the past?
See answer to 13
