Attachment Participants List
The following information is provided as a sample for a Full-Scale Exercise (FSE). Any smaller event would get a reduced participation consistent with FEMA and other federal and state guidance for the appropriate exercise event. The Emergency Teams and their respective organizational names may change to an updated but similar convention during this contract. The Contractor may propose an alternative composition by event subject to COR approval.
Exercise Participant Identification Identification badges and/or identifying clothing will be issued to exercise staff, see Table 1, or a planned with COR approval. All exercise personnel and observers will be easily identified by a means chosen by the Exercise Director. Supporting materials required for identification will be created by the Contractor and distributed by the exercise staff. For example, the chart below describes a possible scenario for identification items.

External groups may participate in the exercise depending on the desired complexity of the chosen exercise. Local Government Responders (i.e. Fire, EMS, Police, Sheriff) should be invited to participate when applicable. External groups will be subject to the support limitations of those organizations. Many groups may be simulated within the FSE script if they apply.
Flexibility and early lead time in coordinating the dates of the exercise are needed to promote sufficient external participation to make the exercise productive and informative. The following list of suggested personnel/groups could participate in the exercise:
Local Response Organizations
Local Fire Department Local Municipal Police Department Local Emergency Operations Center (EOC) County Sheriff’s Office Emergency Medical Service/Ambulance/Hospital Local HazMat Response Team Aid Organizations
State/Federal Agencies
NC Hazardous Materials Response Team NC Radiation Authority NC Emergency Operations Center (EOC) US Environmental Protection Agency Nuclear Regulatory Commission
Commercial Organizations licensed for related activities that apply, e.g. radioactive cleanup.
