The services include animal husbandry, clinical care, procurement, breeding, data management, and customer support for NIDA's intramural research program. The period of performance is a four-month base period starting September 2022, followed by eight six-month option periods through December 2026. Request for Proposal (RFP) No. 75N95022R00073 is amended as follows:

PURPOSE: The purpose of this amendment is to include questions from the offerors and responses in reference to the solicitation.

QUESTIONS/ANSWERS:

1. On Attachment 1 section II.B Page limitations, there is no page limitation number provided. Is there a page limitation for technical submissions?

• There is a 350-page limitation for the technical submission.

2. In RFP Part III, Section J (p. 45), under Technical Proposal Attachments, the URLs for Att. 5, 6, 7, and 15 are not working.

• See attachments.

3. The imbedded link to the Technical Proposal Cover Sheet (TCPS) does not work. Can the Government provide a Word or pdf version of the TCPS if the link cannot be updated?

• Please create your own Technical Proposal Cover Sheet, follow the proposal instructions, and address all of the information requested.

4. What does the Government consider a full time equivalent for direct labor (number of hours)?

• The current contract uses 1880 hours a year for direct labor calculations. Please be advised now with the addition of the Juneteenth holiday, there might be 8 less direct labor hours for the upcoming new contract.

5. Please distinguish between the Animal Facilities Contract Manager and the Facilities Manager.

• The titles refer to the same singular position. This is a full-time on-site contractor employee whose salary is to be included in the contract.

6. Will the Government reimburse the contractor for veterinary consulting services?

• Yes, the Government will reimburse for on-call and on-site services.

7. This PoP contradicts the PoP provided elsewhere in the RFP, specifically a four (4) month base period, eight (8) subsequent six (6) month option periods. Can the Government address this contradiction?

• The Period of Performance – Base Period (4 month) September 1, 2022 - December 31, 2022 Option 1 (6 month) January 1, 2023 – June 30, 2023 Option 2 (6 month) July 1, 2023 - December 31, 2023 Option 3 (6 month) January 1, 2024 – June 30, 2024 Option 4 (6 month) July 1, 2024 - December 31, 2024 Option 5 (6 month) January 1, 2025 – June 30, 2025 Option 6 (6 month) July 1, 2025 - December 31, 2025 Option 7 (6 month) January 1, 2026 – June 30, 2026 Option 8 (6 month) July 1, 2026 - December 31, 2026

8. Are subcontractors that will perform major or critical aspects of the requirement also required to provide a copy of the organization's most recent annual report? If so, will the Government consider allowing offerors to imbed in their proposals a web link to their annual reports rather than include the entire annual reports in their proposal? Some corporate annual reports can be extremely lengthy, e.g., over 150 pages.

• Yes. Subcontractors should submit their most recent annual report by imbedding them into their proposal via web link.

9. For cost detail that is considered to be proprietary (e.g. breakouts of direct labor, fringe, and indirect rates), can subcontractors submit such information directly to the Government as opposed to within the prime offeror’s Business Proposal? If so, can the Government provide instructions for doing so?
