About this file
The document is a Questions and Answers (Q&A) file related to Solicitation 75H70725Q00116 for Professional Engineering Services issued by the Indian Health Service (IHS) in Albuquerque, New Mexico. The Q&A addresses three key inquiries: (1) Professional Engineer registration requirements (not mandatory, but professional skills are essential), (2) clarification on estimated work hours (1600 hours per period, which is considered part-time), and (3) acceptance of CPARS/PPQ in place of Past Performance Surveys.
The associated federal contract opportunity is set aside for Indian Small Business Economic Enterprise (ISBEE) under the Buy Indian Act, with a secondary consideration for other small businesses if ISBEE offers are not reasonably priced. The solicitation, classified under NAICS code 541330 with a $25.5M size standard, requires submission of technical qualifications, past performance documentation, price quotes, an Indian Economic Enterprise Representation form, and a signed SF1449. Key dates include a Q&A submission deadline of August 22, 2025, and a quote submission deadline of September 1, 2025, both at 12:00 PM Mountain Time, with quotes to be sent to Stephanie.Begay3@ihs.gov.

Question Answer
1. Are you requiring the person for this position to be a registered Professional Engineer or just have the characteristics listed in the SOW?
Registration as a Professional Engineer is not required but the individual must possess the abilities and skills of a professional as listed in the SOW.
| 2. In the pricing chart on pg. 6, it shows 1600 hours as the estimated hours for each period. Is it possible to increase this to a full-time position of 1880 for each period? 1600 hours would be a part-time position, making it more difficult to fill. |
| The number of hours is the estimated maximum hours worked. Personal time off is not included. |
3. Will CPARS/PPQ be acceptable in place of Past Performance Surveys?
Yes, please include it in the proposal.
