Question #11: The Government specified that both CPARs and a PPQ must be included in the submission response.
1) We do not believe it is the Government’s intent to unduly restrict competition and as such request the Government reconsider its requirement for offerors to submit both a CPAR and a PPQ. We assume where a CPAR has been issued, both the CPAR and PPQ is required. Would the Government please allow and accept PPQ submissions where a CPAR has not been issued under the offeror’s referenced relevant past performance?
Clarification: RFP does not require each PPQ submission to reference the contract that is reported in CPARS. Therefore, the answer is yes - the Government will allow and accept PPQ submissions where a CPAR has not been issued under the offeror’s referenced relevant past performance.
2) Given Government Contracting Officers are not required to provide a CPAR to its Contractors, newer or current and active contracts may not have been issued a CPAR to date, and work where an offeror was a subcontractor would not have a CPAR, would the Government please revise the requirement to require a PPQ or CPAR and not both?
Clarification: The RFP does not state that the Government will evaluate the subcontractor’s CPARS references. However, the government will evaluate both PPQ and CPARS for the prime contractor’s relevant past performance rating.
Question #25:
1) Based on our team’s knowledge of the testing environment/contract for the current SQA contractor, we understand that 508 testing only applies to documentation and training materials. Can the Government confirm that 508 Compliance testing is not required for the software?
Clarification: That is correct. We are not conducting 508 compliance testing on the software builds themselves, but the associated documentation that is released with the software goes through 508 remediation.
Clarification Question: L.2: The Government has noted it will not accept assumptions in the proposal. Can the Government please clarify its intent for this notification? We do not intend to take any exceptions to the terms and conditions set forth in the Government’s solicitation; however, given offerors must make some assumptions in order to develop its cost/price for this opportunity, can the Government please reconsider and confirm that it will accept assumptions with full and complete rationale and justification?
Clarification: All questions regarding this RFP should have been submitted via Q&A session. The Government advises Offerors that it intends to evaluate proposals and award a contract without holding a discussion.
