Section Title Questions Answers
1 20 Task 5.6 In Technical Task # 6, is it the government’s intent for Training Delivery to be included only in the optional task?
Please clarify whether the training requirement will include classroom training for the optional task.
Yes, training delivery is an optional task.
Yes, the optional training task may include classroom training.
2 15 Part 5:
Requirements

Please identify the list of specific programming languages that vendors would be required to support.
The following languages or other similar programming languages such as: M, .Net, C#, HL7.
3 19 L.5.3 “Remote and onsite installation/configuration activities.”
Please clarify what the onsite installation/configuration activities would entail, and please list the potential onsite locations.
Onsite installation/configuration task will include software deployment and release support activities. This can take the form of remote or on-site travel to the site, assisting or conducting the installation, and verifying the software works as intended. This is meant for major/large or complex installations and for resolving complicated installation or configuration issues.
The specific sites are to be determined, based on the needs of the Government. The supported sites are Indian Health Service, Tribal or Urban healthcare facilities.
4 19 L.5.3 “Develop deployment help aids (e.g. notes, checklists, and guides).”
Please clarify that the government means “offeror will review deployment help aids (e.g. notes, checklists, and guides)” rather than develop deployment help aids. Will the offeror be working directly with the development team to create the documentation given development of notes, checklist, and guides requires direct access to the programmers, which this contract does not include?
This task will include developing deployment help aids such as notes, checklists and guides. The contractor may seek advisement from the software project teams and subject matter experts to create these documents.
5 46 2 Security Assessment and Authorization
(SA&A)
Does the offeror need to obtain an Authority to Operate
(ATO)?
No, as stated, the offeror will assist the Government as needed basis for the ATO currently in place. It also states the offeror will ensure the system security and privacy controls are implemented and operating effectively (for those systems in use and administered by the contractor selected). If a new ATO is required, the offeror will assist with the deliverables for the systems they are using and administering.
6 52 H.12 Organizational Conflict of Interest

Will the government allow a smaller font to be used for graphics and tables?
Yes.
8 65 L.1 Content of the Technical Proposal
Will the government agree to the use of fold-out pages (11x17 in.) in the technical volume?
No, only the electronic submission on 8.5” x 11” size page will be accepted.
9 72 L.4 Proposal Section Template
Parts 2 and 3 specify Technical Element 2, Technical Element 3 to be included in responses. While there are “elements” identified in section L.1.2 Management Approach/Key Personnel and L.1.3 Relevant Past Performance, it is unclear whether the government is referencing those elements or the elements under section L.1.1, which are “technical” elements. Please verify that the government’s PWS section L.4 is referencing those elements referenced under L.1.2 and L.1.3, respectively, and not those in L.1.1.
Section L.4 is the components of the submission.
For L.1.2 Management Approach/Key Personnel and L.1.3 Relevant Past Performance, use the elements listed under those sections respectively.
10 2 B2: Contract Pricing
In the Labor Category Descriptions, there are positions that are not identified in the staffing table. Please reconcile the two lists.
In reference to the Team Leads, it’s our intention that one of the User Support Specialists and one of the Quality Assurance Analysts, will be the team leads respectively. The other categories are mapped out accordingly.

Can you either remove this proposal requirement, or publish quantified activities for each specific tasks in 5.1 – 5.6:
5.1 Quality Assurance – we need the average number of
change requests handled each year in the scope of this contract.
5.2 Quality Control – we need the average number of
builds tested per year; the number of artifacts reviewed;
and the number of test scripts reviewed each year.
5.3 Release Management – number of deployed releases
per year. Number of onsite release support trips per year.
5.4 User support – average number of helpdesk tickets
received each year.
5.5 Training coordination – average number of the
following: live training sessions and e-learning sessions
5.6 Training Delivery Optional – we recommend that
the government simply provide a standard LOE for offerors to “plug” in as this cannot possibly be quantified at this time.
Offerors are required to provide the LOE that matches the total hours listed under Section B.1., Schedule of Prices. The contractor’s LOE will enable the government officials to identify the contractor proposed labor categories and number of part time resources.
72 70 Element 2.
