About this file

This is Amendment A00001 to Solicitation 75H70125Q00011 issued by Indian Health Services (IHS) Division of Engineering Services - Dallas for Yakama Emergency Egress Improvements at the Yakama Service Unit Main Clinic in Toppenish, WA. The amendment provides government responses to contractor questions, a revised Statement of Work, Yakama Egress Attachment C, and a revised Schedule B/Bid Schedule.

The project involves constructing compliant concrete walkways from emergency exits at the clinic's Pharmacy, Dental, Medical waiting and Laboratory areas to designated safe zones. Key requirements include: ready-mixed concrete compliant with ASTM C94/C94M-22 specifications, Grade 60 steel rebar reinforcement, 4-inch gravel sub-base, and construction per Washington State DOT standards. The contractor must obtain TERO approval (set at 4%) and coordinate with Yakama Nation TERO office. Proposals are due February 27, 2025 at 2:00pm CST. Questions were due by February 20, 2025. The amendment clarifies that only 3 walkway sections (C, E, and H) need to be constructed, rather than the 7 initially shown in plans.

DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

I. OVERVIEW

A. SITE LOCATIONS

Yakama Service Unit, Main Clinic: 401 Buster RD, Toppenish, WA 98948

A sitemap is included as Attachment A.

B. PROBLEM STATEMENTS

The Yakama Health Clinic Pharmacy, Dental, Medical waiting and Laboratory emergency exits are identified as fire exits by the Yakama SU fire plan. There’s a lack of designated and clear pathways which poses a safety risk during emergencies.

Health programs the clinic offers include: medical and dental primary care, laboratory, radiology, pharmacy and community health programs.

The Yakama Health clinics Dental, Medical waiting and laboratory emergency exits terminate to the yard which violate life safety regulations mandating clear egress routes from all emergency exits. An assessment revealed that the current exterior conditions around the exits lack proper walkways, potentially compromising the effectiveness of emergency evacuation process.
