C.1 BACKGROUND
The Centers for Disease Control and Prevention/National Institute for Occupational Safety and Health (CDC/NIOSH) Office of Facilities Management currently operates laboratory facilities located in Pittsburgh, PA, Morgantown, WV, Cincinnati, OH and Spokane, WA. This Performance Work Statement is intended to continue that effort by describing in adequate detail what is required for a qualified Contractor with appropriate expertise to successfully perform facilities and physical plant maintenance, operations and repair services, as well as certain research support functions for NIOSH facilities.
The Contractor will be responsible for facility maintenance and operations as described in this performance work statement. It is important to note that critical scientific research may be ongoing, 24-hours a day, within areas of the facilities, and timely responsiveness of the Contractor to maintenance and operational problems is crucial in order to maintain the proper environment for this research. Inability to respond quickly to problems and to take appropriate corrective measures could result in the loss of extremely valuable research.
C.1.1 NIOSH CAMPUS LOCATIONS
Floor plans for buildings on each campus are attached to the solicitation.
Pittsburgh, PA
The Pittsburgh Research Center is a campus style research facility currently occupied by three distinct tenants, CDC NIOSH, The Department of Labor – Mine Safety and Health Administration (MSHA), and the Department of Energy National Energy Technology Laboratory (NETL). The contractor shall provide O&M services for all CDC/NIOSH owned facilities as well as designated commons areas and roadways shared by all occupants of the campus. No direct support for the DOE areas on campus is anticipated or included under this contract. Major CDC/NIOSH tenants on campus include the Pittsburgh Mining Research Division (PMRD) and the National Personal Protective Technology Laboratory (NPPTL). There are also direct CDC support employees located on campus
Buildings on campus range in age with the earliest being built in 1910 and newest in the 1980’s.
Most buildings were constructed between the periods of 1946 through the 1970’s. Facilities on campus continue to undergo major renovations and modifications to meet the changing program requirements of the tenants.
Spokane, WA
The Spokane Research Center consists of two facilities that are located in the eastern half of Washington State. The main campus is located in Spokane and consists of two buildings, the Spokane Research Laboratory main building and Building 98. The main research building was built in 1973 and is configured for both office and engineering laboratory capability. The other facility is the Reardan site, located north of Reardan, WA and approximately 22 miles west/northwest of Spokane. This unoccupied facility is located on twenty (20) acres and consists of four (4) buildings, including a decommissioned Atlas E Missile Silo. The silo is listed on the National Register of Historic Places. All of these facilities are government owned by the CDC and occupied by NIOSH. Major CDC/NIOSH tenants include the Spokane Mining Research Division (SMRD), and the Western States Division (WSD) Both the Pittsburgh and Spokane facilities were originally owned and operated by the US Department of Interior, Bureau of Mines prior to transfer of function to CDC/NIOSH. These facilities primarily focus on more industrial type research as opposed to typical laboratory work found at other CDC locations.
Morgantown, WV
The Morgantown Campus was originally known as the Appalachian Laboratory for Occupational Safety and Health (ALOSH). It consists of two buildings totaling 248,000 square feet. This includes 70,000 square feet of chemical, biological, and dry laboratories, a 15,000 square foot animal quarters with an attached 10,000 square feet area for animal inhalation studies. The two buildings (H and L) were built in 1970 and 1996. There is also an offsite warehouse. Major tenants of this facility include the Health Effects Laboratory Division (HELD), Division of Safety Research (DSR), and Respiratory Health Division (RHD). The National Personal Protective Technology Laboratory (NPPTL) also has laboratories located at the facility.
Cincinnati, OH
The Cincinnati Campus consists of three facilities in Cincinnati, Ohio, the Robert A. Taft Laboratories, the Alice Hamilton Laboratory and the Taft North facility which consists of approximately 350,000 square feet of space combined. Each facility contains highly complex laboratories involving single pass conditioned air systems, special requirements for filtration of exhausted air, and significant waste disposal concerns.
All buildings are approximately 50 years old and continue to undergo major renovations and modifications to meet the changing program requirements of the Institute. The Taft Laboratories, originally designed as a water laboratory, approximately 165,000 square feet facility contains one of the largest and most modern inhalation toxicology facilities in the United States. The Hamilton Laboratory, originally a warehouse/factory, approximately 152,000 square feet facility, contains high hazard laboratories and a large carcinogen laboratory. Taft North is a complex of four buildings that consists of a warehouse, office space, and storage with approximately 28,000 square feet facility.
C.1.2 ABBREVIATIONS

C.1.3 PURPOSE/OBJECTIVE
The purpose of this acquisition is to obtain operations and maintenance services for the CDC/NIOSH Facilities Management Office at the locations in Pittsburgh PA, Spokane WA, Morgantown WV, and Cincinnati OH. This work will include all day to day operations (such as snow removal, grass mowing, shipping and received), as well as maintenance and repairs efforts to keep all facilities in good working condition.
C.2.1 SCOPE OF WORK
This performance work statement establishes the requirements for a qualified Contractor to perform facilities and physical plant operations, maintenance, repair, and select support services for multiple NIOSH sites, including all buildings, utilities, roadways and grounds that make-up the referenced CDC/NIOSH facilities in order to maintain continuous facility operations.
The Contractor shall estimate and propose level of effort to provide all the necessary manpower, supervision, tools, equipment, supplies, and materials required for the complete maintenance and operation of the facilities located on the CDC/NIOSH-owned properties. The Contractor shall be responsible for performing facilities maintenance, operations, and repair including the primary functions and sub-functions of related to maintenance, repair, inspection, testing of all physical plant equipment and systems, fire protection systems, buildings and grounds, motor vehicles, structural, electrical, heating, ventilating and air conditioning, and all utility equipment systems (including exterior overhead and underground utility equipment and systems) to the point of local utility company responsibility.
The Contractor shall perform all related services necessary to carry out the provisions of this contract, including quality control, financial control, maintenance of accurate and complete records, files, and libraries of documents to include Federal, state, and local regulations, codes, laws, technical manuals, and manufacturers’ instructions and recommendations. The Contractor shall prepare and provide required reports, compile historical data, perform administrative work, and submit necessary information as specified in this contract. Such functions are in direct support of the research mission of CDC/NIOSH.
It is desired, but not required, that the contractor maintain an ISO-9001 Certificate of Registration. If the contractor maintains an ISO-9001 Certificate of Registration, the review of this Certificate by an ANSI-ASQ National Accreditation Board (ANAB) shall be conducted every two years and presented to the government.
C.2.2 PERSONNEL GENERAL
All matters pertaining to the employee, supervision, compensation, promotion and discharge of such employees are the responsibility of the Contractor, which is in all respects the employer of such employees.
The Contractor shall have in its employ at all times a sufficient number of capable and qualified contract and subcontract employees to enable it to properly, adequately, safely, and economically manage, operate, maintain, inspect, and account for the building equipment, systems and related government owned exterior utility/fire protection equipment. Operating personnel will be required to be on-site and available during the official space occupant work hours to perform required inspections, preventive maintenance functions and building operations.
The Contractor shall identify to the CO and COR, a primary and alternate point of contact (POC) who has full authority to act on behalf of the contractor on all operational aspects of the contract. The contractor, prior to contract performance, shall designate the POC and alternate in writing. The POC or designated alternate(s) shall be available via telephone 24 hours a day, 7 days a week, including federal holidays. The POC or alternate(s) shall be on-site during normal duty hours and all times while contract work is being performed.
Employee Training, Licenses, Insurance, and Permits: The Contractor and subcontractor employees shall possess all training, licenses, insurance, and permits as required by State and local authorities and shall observe all applicable regulations and laws. Contractor shall ensure all certificates, licenses; permits and bonds are kept current and valid. Associated expenses shall be born by the Contractor and documentation is to be available upon request by the government.
Employees must meet qualifications as specified in FAR 52.222-3. The Contractor shall not employ any person who is an employee of the United States Government, if the employment of that person would create a conflict of interest.
Each employee shall be a citizen of the United States or an alien lawfully admitted for permanent residence as evidenced by Alien Registration receipt Card Form 1-51.
The Contractor also agrees not to employ any person undergoing sentence of imprisonment except as provided by Public Law 89-176, September 10, 1965 (18 U.S.C. 4082)(c)(2) and Executive Order 11755, December 29, 1973.
Each employee that may enter any area registered for possession, use, or storage of select agents and toxins shall be approved by the HHS Secretary or Administrator in accordance with requirements of 42 CFR 73.10; 9 CFR 121.10; and 7 CFR 331.10. Each employee shall comply with security, safety and training requirements in accordance with the aforementioned select agent regulations.
These requirements are equally applicable to employees other than those of the Contractor to the extent that they may be assigned work under this contract, notwithstanding the basis of assignment, i.e., subcontract, volunteer, etc.
The Contractor shall require all employees, including supervisors, to wear distinctive uniform clothing for ready identification, and assure that every employee is in uniform no later than the time specified by the COR or, otherwise, no later than 10 work days from the date an employee first enters on duty. The uniform shall have the Contractor's and the employee’s name, easily identifiable, affixed thereon in a permanent or semi-permanent manner such as a badge or monogram at chest level. The uniforms must be approved by the COR before use by the contractor, any alterations to uniform must be approved by the COR. Any color or color combination, as appropriate, may be used for the uniforms. Administrative staff may be exempt.
The Contractor must fund and employees must adhere to all OSHA Personal Protective Equipment (PPE) requirements for specific work tasks and hazard exposures for which the employee may be subject.
C.2.2.1 KEY PERSONNEL
The following positions have been identified as being “key personnel” and must be approved by the Government prior to employment under the resulting contract. Dual functioning of key personnel is not allowed.

• Program Manager: Minimum ten (10) years experience. Bachelor’s degree in a scientific, engineering, or similar field. (education may be substituted by showing a minimum of fifteen (15) years of facilities management experience.)
The Program Manager is the most senior resident manager. This individual is responsible for the planning, implementation, management, performance, and supervision of the contract.
• Business Manager: Minimum ten (10) years experience. Bachelor’s Degree in
Business Management or related field.
The Business Manager is the most senior administrative manager and reports directly to the Program Manager. As such, this individual is to be responsible for financial and invoice management, cost accounting and reporting, and budget control; procurement (e.g. subcontracting services, procuring material and supplies, etc.) and property management; information technology resources management; human resources management; and administrative support services.
• Safety Manager: Minimum five (5) years’ experience. Bachelor’s degree in a relevant field. (education may be substituted by showing a minimum of five (5) years of experience in a similar role). The Safety manager oversees the safety program of the contract to include all required documentation. This position also ensures that the contractor is working in a safe compliance while adhering to all local, state, federal, and agency specific requirements.
• Operations Manager: Minimum five (5) years experience. Bachelor’s degree in a scientific, or engineering field. (education may be substituted by showing a minimum of ten (10) years of experience in a similar role)
The Operations Manager is to be responsible for the administrative and technical management of the maintenance and engineering, cost control, schedule control, and overall performance.
• Site Lead: Minimum five (5) years experience.
The site lead is to be responsible for the technical management of the local maintenance staff, and overall performance.
C.3 TASKS TO BE PERFORMED FOR MAINTENANCE, OPERATIONS AND REPAIR
The contractor shall provide all labor, material and equipment necessary for, or incidental to the operation, maintenance and repair of the mechanical, electrical, plumbing, structural, underground utilities, utility plant systems, and systems located in tunnels, and grounds.The Contractor is responsible for determining proper operating parameters of all buildings, equipment and systems, based on manufacturer’s requirements or recommendations, and assuring that they are continuously maintained.
The contractor shall conform to all government “green” programs and sustainable operations.
The contractor shall employ pollution prevention/waste minimization measures during the execution of this contract and conform to all local environmental regulations. Such measures shall include, but not limited to; the substitution of non-hazardous or less hazardous materials or processes for hazardous materials (such as solvents, degreasers, strippers, etc.); reducing, recycling, and/or reusing materials to the greatest extent feasible; and other pollution prevention/waste minimization measures that may be identified during periodic pollution prevention opportunity assessments by CDC/NIOSH. The Contractor shall participate in the USDA BioPreferred Program and use BioPreferred products where the products are quality proven for their use.
Facility mechanical systems shall include but not limited to: water chillers, direct expansion units with remote condensing units, cooling towers, pumps, heat exchangers, boilers, water heaters, air handlers, exhaust systems, fuel oil systems, HVAC systems, variable speed drives, mechanical piping, insulation, air compressors, automated control systems (such as the Building Automation System (BAS)), ductwork, humidifiers, elevators, energy management, fire alarm systems, security systems, card readers, magnetometers, x-ray unit systems and all associated systems. Contractors shall provide staff trained on the campus specific BAS program who are capable of modifying and monitoring the system. Mechanical low temperature freezers, coolers and freezers, are provided by CDC/NIOSH scientific programs and will be maintained and monitored by the Contractor as prescribed by CDC/NIOSH. The BAS is CDC/NIOSH supplied and operates on government owned equipment allowing end users to access, control, and monitor all connected building systems via networked electronic devices.
The contractor shall maintain a facility lock maintenance and key control plan. The contractor shall also provide maintenance support and ensure annual inspections for forklifts (powered industrial trucks) that support facility operations and all overhead cranes at facilities.
The electrical systems shall include but are not limited to: Power transformers, switchboards, panels, distribution systems, generators, transfer switches, UPS systems, power conditioners, lighting systems, lightning protection, power monitoring and control, elevators and all associated systems.
The plumbing systems shall include but not limited to: Domestic water supply and sewage systems both inside and outside the buildings, storm drains, steam distribution systems and peripherals, chilled water systems, fire sprinkler systems (dry and wet), cage wash equipment, heating water systems, air compressors, breathing air compressors, waste decontamination systems, chemical showers, and associated systems. All inspections and certifications will be the responsibility of the Contractor. The contractor must provide all inspection and certification records to the COR/CO with each monthly report.
The building structural systems shall include but are not limited to: Roof, walls, ceilings, floors, stairs, ramps, windows, doors, hardware, finishes, lab casework, thermal and moisture protection, concrete, masonry, finishes and all associated equipment. Locksmith requirements are to maintain, update, and control keys and keycard systems per COR’s instructions.
The contractor shall operate all systems in an energy-efficient manner, minimizing operational times, and maximizing efficiencies of all systems which consume, or affect the consumption of electricity, fuel oil, natural gas, or domestic water.
The contractor shall provide dispatch personnel for receiving customer calls and communicating to the Contractor’s maintenance staff. The dispatchers shall input work requests into the CDC/NIOSH Integrated Facilities Management (IFMS) Tririga based Computerized Maintenance Management System (CMMS) or other CMMS program as specified by the COR.
The contractor shall provide emergency mission-critical support to buildings and facility operations, such as: loss of utilities; hazardous material removal; building system failures;
building structural problems; storm damage; damage from impacts; engineer consultants;
flood response; emergency equipment repairs; etc. Extra costs for significant emergency responses (greater than $250,000) may be reimbursed separately as a modification to this contract.
The contractor shall provide personnel for making small (single office) moves and minor office equipment installations (wall boards, keyboard trays, etc). This excludes laboratory and research facility related moves.
The contractor shall provide personnel to assist in Government motor pool operations as requested. This includes transporting vehicles to GSA approved local vendors for routine and emergency maintenance, as well as keeping the cars clean and ready for use. The contractor shall also manage vehicle reservations utilizing the online reservation system.
The contractor shall provide personnel to assist the Government in warehouse and mailroom operations. This includes assisting in inventory and moving materials between warehouses and local buildings for research use as well as receiving, sending, sorting, and delivering US Mail to site mailstops.
Minor Alterations: The Contractor shall perform minor alterations projects to accommodate facility operations that change the facility configuration but do not add substantial value to the property affected. These include but are not limited to items such as the following:
• Relocation of equipment, including installation of foundations and utilities at new locations.
• Temporary installations such as fences, power and water lines, etc., which are not associated with permanent facility construction.
• Alteration of existing equipment such as addition of a minor accessory, up-rating of a drive motor, etc.
• Upgrades to finish materials to address functionality issues.
• Minor office equipment renovations and moves to include installation and removal of wallboards, installation and removal of office furniture. The purchase of office furniture is not included in this requirement.
Construction The Contractor shall provide construction services, construct carpentry and masonry structures or other projects as requested by the COR. Examples of work are:
• Mixing and pouring exterior concrete slabs
• Constructing drop ceilings
• Assembling, repairing, and constructing laboratory equipment
• Construct additions
• Completing and renovating facilities
• Roof replacements
• Alterations to plumbing, electrical, HVAC, Mechanical, etc. systems
• Any construction services ordered under this contract (labor and material) shall be subject to the Wage Rate Requirements (Construction) statute formerly known as the Davis Bacon Act
C.3.1 PREVENTIVE MAINTENANCE
Ensure that facilities are fully operational by performing comprehensive preventive maintenance, inspection and repair services, in accordance with equipment manufacturer’s recommendations, industry standards, and all applicable Local, State, National, or Federal guidelines and codes, for all buildings, mechanical and electrical systems, underground and overhead site utilities and all facilities related support equipment in order to provide functional and well maintained facilities.
• The Contractor shall develop a comprehensive preventive maintenance (PM) program using the government provided Computerized Maintenance Management System (CMMS). The contractor shall keep up to date records in the CMMS, including hours worked on work orders. This plan should identify and keep maintenance and O&M work history records for all buildings, facilities, physical plant equipment, utility systems, site roadways, walkways, and any other site features requiring maintenance and repair in order to maintain facility and site operations. This plan shall be developed by using the manufacturer’s maintenance and operating recommendations, O&M industry standards, Federal / State / Local codes, and in compliance with CDC and NIOSH standard practices. The Contractor shall review this list for completeness and update as needed to include all items required in this section. The preventive maintenance plans shall be due to the COR for review and approval no later than 30 days after contract award.
• The Contractor shall provide on-site staff at NIOSH to receive work orders by computer, between the hours of 8:00 a.m. and 5:00 p.m. daily, Monday through Friday, except for government holidays. The Contractor shall also provide local telephone number and point of contact for receipt of work orders at all other times. This point of contact shall serve as the Contractor’s work receptionist for all emergency operations and services which may arise throughout the life of the contract. The line shall be continuously staffed and all calls shall be answered in a courteous manner, in the English language, within fifteen (15) minutes of call placement. The person(s) performing work reception shall be fully familiar with the Contractor’s organization and procedures as well as the terms and response factors specified herein. This work reception shall not generally be satisfied by an electronic telephone answering device or other types of recorded message.
The contractor shall review with the COR any work request making additions to systems or changes to buildings or space before proceeding with work.
• When the Contractor discovers previously unrecognized additional requirements for an item of equipment during normal maintenance, the Contractor shall notify the COR and make recommendations for changes in PM tasks and procedures as deemed necessary.
Any updates or revisions to the approved plan shall be approved by the COR prior to implementation.
• The current preventive maintenance (PM) master equipment inventory as noted in the attachments section, shall be updated as needed and maintained by the Contractor for all buildings, site features, utility systems, and physical plant equipment covered by this contract. The equipment record module shall be used to track all items with PM schedules and the PM task module shall contain all PM schedules and task descriptions.
• The COR reserves the right to defer PM tasks at any time due to scheduling interferences or in response to periods of equipment inactivity.
