PERFORMANCE WORK STATEMENT (PWS)

Intake Electrical Panels Upgrade General Information

The United States Section of the International Boundary and Water Commission (USIBWC), Falcon Power Plant Field Office located at FM2098, 1 Reservoir Rd. Falcon Heights, TX. 78545 has a project to remove and replace five (5) Electrical Panels, remove and install ten (10) Electrical Disconnects, provide and install two (2) Three-Phase Power Transformers, provide and install two (2) Automatic Transfer Switches (ATS), and provide and install new electrical Wire labeled as Feeders #1 & #2 servicing Intake Structure Building. The work shall include but not limited to removal and upgrade of electrical panels, install automatic transfer switches, and replace electrical conductors, also includes an electrical arc flash study analysis for the new equipment to be installed using the latest National Electrical Codes Standards and complying with all Agencies Safety Guideline required in this project.

PART 1

1. General:

This is a non-personnel services Contract to provide Intake Electrical Panels Upgrade. The Government shall not exercise any supervision or control over the Contract service providers performing the services herein. Such Contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 Description of Services/Introduction:

The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Intake Electrical Panels Upgrade as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this Contract.

1.2 Background:

The Falcon Dam Power Plant is in the city of Falcon Heights Texas and its part of the Falcon Dam Reservoir to access the facility, any vendor must cross through the United States Port of Entry and must comply with proof of residence and/or a United States (US) passport to US Customs and Border Protection officials.

The current Electrical Panels, Electrical Disconnects, and Electrical Wire had been in service for more than 60 years, and they’re obsolete; there have been instances where breakers from the Electrical Panels needed replacement parts and they were unavailable. Additionally, current Electrical Panels, Electrical Disconnects, and Automatic Transfer Switches are without a communication system to provide any equipment status and functionality to the control room.

1.3 Objectives:

a) The New Electrical Panels and Automatic Transfer Switches shall have communication system via fiber optic system to provide equipment status in the operators control room.

b) Each Electrical Panels and Automatic Transfer Switches shall be built with interface composed to communicate with a software package type Human Machine Interface (HMI).

c) Software shall be provided by The Contractor, and installed in the power plant control room operator’s computer.

d) The main objective for this upgrade is that every Electrical Panel and Automatic Transfer Switch shall have an accurate protection, response time, and reliability to protect the current equipment in Falcon Power Plant.

1.4 Scope:

The Contractor shall remove and upgrade current electrical panels, install automatic transfer switches, power transformers, and replace main electrical conductors servicing Intake Building. This upgrade shall be upgraded with the most efficient equipment available in the market that exceed current respond protection time and communication system.

A complete electrical upgrade for the Intake Structure Building shall include:

Electrical Panels

Label as PFP: One (1) Three-Phase Electrical Panel Indoor Type, 200 Amps rated, 200 Amps Main Breaker, 600 Volts Rated with 12/24 spaces and six (6) Three-Phase breakers with ampacities of 30 Amps ideally suited for utility with industrial applications approved by National Electrical Manufacturers Association (NEMA) & Underwriters Laboratories (UL).

Label as LFD, LFB, PFT, & LFF: Four (4) Three-Phase Electrical Panels Indoor Type, 200 Amps rated, 200 Amps Main Breaker, 600 Volts Rated with 12/24 spaces, and fifteen (15) Three-Phase breakers with ampacities of 20 Amps; Two (2) Three-Phase breakers with ampacities of 70 Amps; Fifteen (15) One-Phase breakers with ampacities of 20 Amps ideally suited for utility with industrial applications (NEMA & UL Approved).

Electrical Disconnects

No Label on the Disconnect: Three (3) Three-Phase Electrical Disconnects Indoor Type, rated 70 Amps with Fuses, 600 Volts Rated, and ideally suited for utility with industrial applications (NEMA & UL Approved).

Label as PFN & PFM: Two (2) Three-Phase Electrical Disconnects Indoor Type, rated 70 Amps with Fuses, 600 Volts Rated, and ideally suited for utility with industrial applications (NEMA & UL Approved).

Label as PFS: One (1) Three-Phase Electrical Disconnects Indoor Type, rated 100 Amps with Fuses, 600 Volts Rated, and ideally suited for utility with industrial applications (NEMA & UL Approved).

Label as PFH, PFG, PFF, & PFE: Four (4) Three-Phase Electrical Disconnects Indoor Type, rated 225 Amps, Main Breaker 200 Amps, 600 Volts Rated, and ideally suited for utility with industrial applications (NEMA & UL Approved).

Power Transformers

Two (2) 200 KVA Power Transformer (480V Δ Primary /480V Y Secondary) Ventilated Type, Energy Saver Type, ideally suited for utility and industrial applications (NEMA & UL Approved) and with three current and power transformers (CT’s & PT’s) in the secondary side for metering purposes. The location of the transformers will be determined prior to installation.

Automatic Transfer Switches (ATS)

PFK: One (1) Three-Phase Automatic Transfer Switch, 600 Volts Rated, 300 Amps Rated, Radio Communication Capable (NEMA & UL Approved), and associated material for the installation.

PFL & PFQ: Two (2) Three-Phase Automatic Transfer Switch, 600 Volts Rated, 200 Amps Rated, Radio Communication Capable (NEMA & UL Approved) h associated material for the installation.

New Electrical Wire Feeder Runs

Emergency Generator: Provide and Install from Emergency Generator location to new Automatic Transfer Switch location label as PFK a total of 300 FT. of Three-2/0 AWG 600 Volts Rated inside of 2” Rigid Conduit with associated material for the installation, and termination on both devices using National Electrical Code Standards NEC.

Feeder # 1 & #2: Provide & Install from Station Service Switchgear (Power Plant) to Intake Structural Building; A total of 10,000 FT. of electrical conductors to replace existing conductors for Feeder #1 & #2. The electrical conductors run is two (2) Three-3/0 AWG Stranded, using 12” X 36” trenching (when apply) and using 2-3” electrical rigid conduits when above ground and 2-3” PVC DUCT conduit when underground and all associated materials (Couplings, Elbows, Junction Boxes, etc.).

Extra Material & Labor: The Contractor shall evaluate and include any extra items when they replace the transformers, automatic transfer switches, electrical disconnects, electrical panels, and re-run the electrical conductors. Some of the items are: replace short wires, junction boxes, long routes, extra drilling, extra trenching, extra conduit etc.

1.5 Period of Performance:

The contractor shall complete this work within two hundred ten (210) days after the contract has been awarded to the contractor.

1.6. Quality Control: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is how the contractor assures the work complies with the requirement of the Contract.

a) The new equipment shall be tested by the Contractor and witnessed by Power Plant Electrical Engineer COR prior to shipment to the Falcon Power Plant Facility.

b) The New Equipment shall be delivered to Falcon Power Plant Electrical Engineer Edi Delgado for inspection purpose within 150 Days after the Contract is awarded.

c) Provide Project Schedule within Seven (7) Calendar Days of Award.

d) The Contractor shall submit all Licenses and Certifications for electrical work required for this type of project, a Quality Assurance Plan (QAP), and Installation Plan Procedure prior to begin the installation.

e) The installation shall be performed and completed during a period of 60 Days, after the equipment arrive in Falcon Power Plant, without affecting Plant daily operations.

f) The Contractor shall remove the old equipment and dispose it properly outside of government facility, after the new equipment is working properly.

After acceptance of the quality control plan the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to his QC system.

1.6.1 Quality Assurance: The government shall evaluate the contractor’s performance under this Contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).

1.6.2 Deliverables:

a) The Contractor shall be responsible to evaluate, monitor, remove and dispose asbestos and lead material that may be confined on the electrical equipment and old wire, and shall be included with the total project cost.

b) The Contractor shall provide dimensions and specifications of the New Electrical Panels, Automatic Transfer Switches, Power Transformers, and Electrical Wire for review and final approval.

c) The Contractor shall develop and provide a procedure to remove and install new equipment to avoid disturbing Falcon Power Plant daily operations while performing electrical clearance.

d) The Contractor shall also test the new equipment, provide training to power plant personnel, and provide drawings and schematics for new system with detail specification for the IBWC records.

e) The Contractor shall provide detailed cost breakdown to include all equipment, supplies, and service.

f) The Contractor shall provide all labor, supplies, and tools required for the installation of New Equipment.

g) The Contractor is required to comply with all Agency Safety Guidelines, National Electric Codes (NEC), Occupational Safety and Health Administration (OSHA), Institute of Electrical and Electronics Engineers (IEEE), Standard for Electrical Safety in the Workplace (NFPA70e), and other electrical guidelines, standards, and codes associated with this project.

h) All pre-engineering design for the New Electrical Panels, Automatic Transfer Switches, and Power Transformers shall be approved by Government and Power Plant Management before installation.

i) A complete set of submittal shall be provided with the as-built drawings.

j) The Contractor shall provide an Arc Flash Study Analysis with report for all Motor Control Starters and Breakers after the new equipment have been energized and before project completion.

1.6.3 Hours of Operation: The contractor is responsible for conducting business between the hours of 7:00 AM thru 3:30 PM, Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor must always maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.

1.6.4 Place of Performance: The work to be performed under this Contract will be performed at FM2098, 1 Reservoir Rd. Falcon Heights, TX. 78545 (Falcon Power

1.6.5 Type of Contract: The government will award a Firm Fixed Price contract.

1.6.6. PHYSICAL Security: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use to complete this Commercial Service Contract. At the close of each work period, government facilities, equipment, and materials shall be secured.

1.6.7 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The contracting officer, Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings, the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.

1.6.8 (Site Visit (Please read the instructions below carefully) A site visit has been scheduled for Thursday, June 29, 2017 at FM 2098, 1 Reservoir Rd., Falcon Heights, TX 78545 (Falcon Power Plant). All visitors must arrive no later than 10:30am CDT in order to enter the site. If you have questions before or upon your arrival, please call Alberto Hinojosa at 956-844-9296 or Edi Delgado at 956-848-5265. Anyone arriving after 10:30am CDT WILL NOT be able to attend. The site visit shall then commence at 11:00am CDT (10:00am MDT). Any contractors interested in attending shall notify the Contracting Officer via email: Lanisa.mccollum@ibwc.gov no later than COB Monday, June 26, 2017.

1.6.9 Pricing

The Contractor’s quote shall include all labor, material and equipment to replace the Electrical Panels, Automatic Transfer Switches, Power Transformers, and Electrical Conductors in accordance with this Perform Work Statement (PWS).

1.6.10 Payments

Payment shall be made in accordance with Contract clause 52.212-4 Contract Terms and Conditions – Commercial Items.

All invoices shall be sent to the USIBWC Finance & Accounting Division (FAD) e-mail: invoices@ibwc.gov with a copy sent to the CO and COR. Final invoice must be marked as “FINAL.”

1.6.11 Reference

Drawing OA-4-1477 will be attached for reference to aid in the contractor’s estimate cost preparation.

2. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:

2.1 General: The Contractor shall furnish all supplies, equipment, facilities and services required to perform work under this contract that are not listed under Section 1 of this PWS.

2.2 Materials: The Contractor shall provide, i.e., furnish materials, supplies, and equipment necessary to meet the requirements under this PWS.

2.3 Equipment. The Contractor shall provide a diesel or gasoline power generator to provide temporary electrical service, temporary light fixtures, electrical extension cords, and trash containers, etc. to meet the requirements under this PWS.

3. SPECIFIC TASK

3.1 Basic Services.

The Contractor shall remove and upgrade current electrical panels, install automatic transfer switches, power transformers, and replace main electrical conductors servicing Intake Building. This upgrade shall be upgraded with the most efficient equipment available in the market that exceed current respond protection time and communication system.

A complete electrical upgrade for the Intake Structure Building shall include:

Electrical Panels

Label as PFP: One (1) Three-Phase Electrical Panel Indoor Type, 200 Amps rated, 200 Amps Main Breaker, 600 Volts Rated with 12/24 spaces and six (6) Three-Phase breakers with ampacities of 30 Amps ideally suited for utility with industrial applications approved by National Electrical Manufacturers Association (NEMA) & Underwriters Laboratories (UL).
