About this file

This document is a Notice of Intent to Award from the Oregon Department of Transportation (ODOT) for Mini RFP 73000-00009526. ODOT has selected DOWL, LLC as the top-ranked firm for negotiations of a Work Order Contract (WOC) to provide Personal Services for Construction Administration/Construction Engineering and Inspection (CA/CEI) services for the OR6: Devils Lake Fork Wilson River Bridge project located in Clatsop County and the City of Astoria. The project involves removing deteriorated coating material and applying ODOT-approved coating materials, as well as rivet and/or bolt replacement. The WOC is anticipated to start in May 2024 and be completed by September 2026.

ODOT has assigned a 3% Disadvantaged Business Enterprise (DBE) participation goal for this WOC. The payment method may include a combination of cost-plus-fixed-fee, fixed price, time and materials, and price per unit. ODOT anticipates the construction budget for this project will not exceed $6,835,100, and the work order contract will include Federal funding. The selected consultant must comply with the DBE requirements outlined in the Price Agreement Exhibit E.

OREGON DEPARTMENT OF TRANSPORTATION

Notice of Intent to Award

DATE: 4/30/24

TO: DOWL, LLC- Jason Kelly, PE

SUBJECT: MINI RFP 73000-00009526(35942)

DOWL LLC is the top ranked firm selected for negotiations of a Work Order Contract (WOC) to provide Personal Services as specified in the above referenced Mini-Solicitation / RFP. The scores and rankings of all Proposers are shown in the score matrix accompanying this notice. The award submittal requirements stated in the Mini-Solicitation are summarized on Attachment 1 of this notice.

Anita Muhly will be the ODOT Project Manager (PM) for this Project. Anitia will be out of the office starting May 2nd until May 17th. While Anita is out, Troy Palmrose, TPM, will be your contact.

ODOT’s PM will initiate contact with Consultant and will be the primary contact for negotiation of the statement of work (SOW), schedule of performance and costs under the WOC. Following discussion and agreement on the SOW, a Breakdown of Costs (BOC) must be completed (using the BOC, BOC- PFF or BOC-NBR as applicable) and submitted to ODOT’s PM.

NOTE: Mini RFP 73000-00009526 had a 3% DBE Goal set on page 1 of the Mini solicitation but Section 1.5.1 had conflicting information, which inadvertently stated "No DBE Goal". Your Certification Sheet did call this out and your Proposal was found to be Responsive and was evaluated.

ODOT would request DOWL provide any possible work to a DBE Certified firm, as noted on your Subcontractor Solicitation and Utilization Report as provided in your proposal for a CA/CEI Price Agreement (35111).

If agreement on costs, tasks, or other WOC requirements cannot be reached within this time frame, ODOT may terminate the negotiations under governing Oregon Administrative Rules (OARs).
