Amendment 0001
March 19, 2019
A. Requests for Information
Question 1: There appears to be several instances were new reduced pressure zone backflow assemblies are shown to replace existing backflow devices in subgrade vaults. Per WA DOH, reduced pressure zone assemblies need to be installed with a minimum 12” above grade, additionally WA DOH identifies Piers/Docks as a high health cross contamination risk requiring either an Air Gap or RPBA device (DCVA devices not acceptable).
Please provide clarification and direction.
Answer 1:
1a. Pier Area: See C2, key note #1: require to replace ball valve at each existing reduced pressure zone assemblies.
Not to replace the existing whole reduced pressure zone assemblies.
2a. Follow WA DOH to provide and install reduced pressure backflow devices. See specification 2.03 & 2.04 of section 33 10 00 for the reduced pressure zone assemblies.
Question 2. Note 1, describes replacement of various components within the water vaults along Pier 37. During the site walk, differing pipe configurations were identified between different vaults. Can a detail be provided so that piping work within these vaults can be standardized and consistent with the owner’s needs?
Answer 2:
C2, key note-1 requested to replace 2-inch ball valves to be located at the inlet of existing reduced pressure zone assemblies in potable water vaults. Specification did not require to replacement of various components. Due to the limit space of the existing vaults, contractor shall field measure the available space and install a new ball valve at each potable water vaults.
Question 3: REFERENCE SPECIFICATION NO: Drawing No. 9974140 / Sheet C2 / Key Note No. 2
QUESTION/CLARIFICATION: Note 2, indicates that the 4” black flow preventer is to be removed and replaced. Specification section 33 10 00 – 2.04B only has a provision for a 2 - 1/2” device. Please provide additional specification information.
Answer 3:
Para. 2.04.B of 33 10 00 can be applied to "2-1/2-inch and larger" size for reduced pressure zone assemblies for fire water vault. 4-inch valve shall be rated at 175 PSI of maximum working water pressure and 140 Degrees F of maximum working water temperature.
Question 4: REFERENCE SPECIFICATION NO: Drawing No. 9974140 / Sheet C2 / Key Note No. 3 & 4
QUESTION/CLARIFICATION: Note 3 & 4, identify valve replacement work within Manholes which were not available for inspection during the site walk. Can better pictures on the MH interior be provided?
Alternatively, can a detail be provided which shows the extent of the work so that we can verify components and quantities?
Answer 4:
See attached two (2) photos for the valves in the manholes. (PHOTOS included)
Question 5: REFERENCE SPECIFICATION NO: Drawing No. 9974140 / Sheet C2 / Key Note No. 5
QUESTION/CLARIFICATION: Note 5 indicates, “Remove and dispose existing 4-inch Gate and Check
Valves. Provide new 4-inch OS&Y gate valves and associate fittings”. Please clarify if the removed 4” check valve is to be replaced with a 4” gate valve or if a new check valve is desired in addition to the gate valve.
Answer 5:
Contractor shall remove 4-inch existing check valve and 4-inch gate valve. Install a new 4-inch gate valve and necessary fittings. No new 4-inch check valve.
Question 6: Drawing No. 9974140 / Sheet C2 / Key Note No. 7
QUESTION/CLARIFICATION: Note 7 indicates that the gate valve and PRV at the head of Pier 37 is to be replaced. Per conversations with facility personnel during the site walk, these components are relatively new and should not be replaced. Please confirm replacement of these components.
Answer 6:
If these components are still functioning and relatively new, delete from the scope.
Question 7: REFERENCE SPECIFICATION NO: Drawing No. 9974140 / Sheet C2 / Key Note No. 9
QUESTION/CLARIFICATION: The 4” overhead line was not identified during the pre-bid site walk. Is the 4” overhead line in Building 3 existing or is it being added? If the line is existing is the location for the point of connection as shown on the drawings?
Answer 7:
An existing 4-inch (below grade) potable water line to Building 3 needs to extend with new 4-inch pipe in order to connect to existing 6-inch water line (below grade). Approx. area was indicated on C2. Require field investigation, trenching, backfill, and asphalt pavement restoration.
Question 8: REFERENCE SPECIFICATION NO: Drawing No. 9974140 / Sheet C2 / Key Note No. 10
QUESTION/CLARIFICATION: The 4” check valve was not identified or located during the pre-bid site walk.
Is the 4” check valve inside the gym or outside in the asphalt? If the check valve is below grade in the concrete bulkhead; what is the bury depth?
Answer 8:
Delete the work as described on drawing C2, key note #10.
Question 9: REFERENCE SPECIFICATION NO: Drawing No. 9974140 / Sheet C2 / Key Note 4
QUESTION/CLARIFICATION: During the site walk, it was indicated that the manhole with 6” and 8” gate valves had only one valve and an abandoned tee that previously fed an above grade hydrant. Please confirm quantity and size of valves in manholes
Answer 9:
If there is only one (1) existing valve under the current condition, replace the valve and match the existing valve size.
Update the final drawing to reflect the new work.
Question 10: REFERENCE SPECIFICATION NO: Drawing No. 9974140 / Sheet C2 / Key Note 11
QUESTION/CLARIFICATION: During the site walk, the 4” gate valve inside BLDG 3 connecting the overhead 4” line to the proposed new aboveground 4” valve assembly was not identified. Is this valve existing or is this new work?
Answer 10:
The existing 4" gate valve inside Bldg 3 is NOT a new work. The new work per Key Note 11 on C2 drawing is for outdoor; aboveground 4-inch reduced pressure backflow preventor assembly to meet Washington of Health Dept.
requirement. It will be installed outside of Bldg 3.
Question 11: REFERENCE SPECIFICATION NO: Drawing No. 9974140 / Sheet C2 / Key Note 12
QUESTION/CLARIFICATION: Sector B2 on the drawings appears to show the new 4”backflow assembly intercepting a 4” water line heading south into the parking lot. It was mentioned on the job walk that part of this work is intended to restore the potable water loop for BLDG 3. The 4” line, associated valves, and tee running from BLDG 3 is not identified in the Key Notes or the SOW. Is this 4” line, associated valves, and tee running south from BLDG 3 part of this project?
Answer 11:
See key note #9 for new trench area, new tee, new pipe extension, and new connection to 4" potable water line that shall run to Bldg. 3 are the new work. Also see key note #11 for new reduced pressure backflow preventer assembly to be installed outside of Bldg. 3.
Question 12: REFERENCE SPECIFICATION NO: 31 20 00 Trenching, Backfill, and Asphalt Pavement
Restoration / Page 35 / Para 2.02 QUESTION/CLARIFICATION: Specification Section 31 20 00, Para 2.02, indicates, “All backfill material for transverse trenches shall be imported ¾” minus crushed rock or Controlled
Density Fill (CDF) conforming to the WSDOT Standard Specifications. Native backfill will not be allowed.
Sand, gravel screenings, or pea gravel may be used within the pipe zone for bedding. Crushed rock or CDF shall then be placed and compacted in the remainder of the excavation.” CDF is not recommended for backfill of waterline. 5/8” Crushed Surface Top Course (CSTC) meets the requirements and complies with WSDOT
Standard Specifications for Pipe Zone Bedding. Additionally, 5/8” Crushed Surface Top Course (CSTC) meets the requirements for fill material and surfacing material to prepare for paving. Contractor recommends replacing “3/4” minus or Controlled Density Fill (CDF)”with 5/8” Crushed Surface Top Course (CSTC).
Answer 12:
Recommendation accepted. Contractor shall use 5/8” Crushed Surface Top Course (CSTC)
Question 13: REFERENCE SPECIFICATION NO: 31 20 00 Trenching, Backfill, and Asphalt Pavement
Restoration / Page 35 / Para 2.03 QUESTION/CLARIFICATION: Specification Section 31 20 00, Para 2.03, indicates, “Compacted thickness of subgrade and crushed rock base shall comply with WSDOT Standard
Specifications.” WSDOT does not provide design requirements for subgrade and/or finished grade aggregate thickness. Additionally, dissimilar thicknesses in aggregate and asphalt can lead to premature failure of the finished asphalt surface, and can result in failure at seams where asphalt sections meet due to dissimilar freeze thaw and movement characteristics. Contractor recommends match existing aggregate section thickness to the extent possible.
Answer 13:
Recommendation accepted. Contractor shall match existing aggregate section thickness to the extent possible.
Question 14: REFERENCE SPECIFICATION NO: 31 20 00 Trenching, Backfill, and Asphalt Pavement
Restoration / Page 35 / Para 2.04 QUESTION/CLARIFICATION: Specification Section 31 20 00, Para 2.04, indicates, “Provide Class B asphalt concrete. The thickness of asphalt concrete shall comply with WSDOT
Standard Specifications. The hot mix asphalt shall meet the WSDOT Standard Specifications Section 5-04.”
WSDOT does not provide requirements and criteria for roadway design. Additionally, dissimilar thicknesses in aggregate and asphalt can lead to premature failure of the finished asphalt surface, and can result in failure at seams where asphalt sections meet due to dissimilar freeze thaw and movement characteristics. Contractor recommends 4” asphalt placed in two 2” lifts.
Answer 14:
Recommendation accepted. Contractor to use 4” asphalt placed in two 2” lifts.
END.
