HAZARDOUS WASTE TRANSFER PROCESS

FOR 3PC GENERATORS TRANSFERRING HAZWASTE TO BASE KODIAK TSDF

FACILITY HOURS FOR HAZWASTE ACCEPTANCE ARE

MONDAY-THURSDAY 9AM-3PM

Base Kodiak Environmental will be contacted prior to any production of Hazardous Waste. Base representatives will perform a walk through with the contractor to establish waste area accumulation sites, and may provide containers to insure storage meets EPA regulations. Containers provided, and if not re-usable, shall be replaced in-kind by the contractor as soon as possible. All metal drums shall be new or certified

(DOT) reconditioned and free of excessive corrosion and damage. Containers holding liquid or aqueous solutions shall not be filled past 80%. All containers shall be maintained in a closed status (Tool Tight) as defined by EPA regulation unless being actively used.

1. Generator contacts Customer Service with a WR with request for pick up or to schedule a drop-off.

A. Request to include material type, quantity, and type of container.

B. Material type is to include commercial name and main active ingredient(s).

C. Base Kodiak Environmental will send a DD-1149 to the generator. This will be used by the USCG for all transfers.

2. The BOSS contractor or EPS will perform a pre-transfer inspection & schedule the transfer.

3. All materials must stay onsite until approved for transfer and are ready to be loaded on the transport.

4. NO containers of Hazwaste or Hazardous materials are to be left at N48 without pre-approval.

5. On transfer day the contractor or EPS will re-inspect the materials and compare to the DD-1149 and take possession, both parties must sign the DD-1149.

CONDITION OF CONTAINERS AND SDS RECORDS

Each individual type of product must be accompanied by a current SDS (MSDS).It is important that you carefully check and compare each SDS against the product to insure they match. This is a frequent problem and providing an incorrect SDS sheet will delay your turn-in.

A. The SDS must have a number assigned to it that corresponds with a matching number on the product container. Mark single items with a unique number these numbers will be used to identify the materials on the list, and also marked on the SDS sheet. If there are several containers of the same product and mark each with the same number as the applicable SDS.

B. All containers must have original labels and be legible.

C. Leaky containers must be over-packed prior to transfer.

D. Only products listed on the DD-1149 or manifests are to be transferred, additions must be pre -approved.

* Base Kodiak Environmental Protection Specialists are available for any questions and want to help keep our customers and the Base within the guidelines of EPA regulation. Feel to contact the division at any time.

Contact Customer Service at 5444. You can also call us directly at 487-5588, or 487-5320 xt 6699. We highly recommend consulting with our branch prior to the work commencing. Known hazardous waste streams should be discussed so all are aware of any testing requirements or landfill restrictions prior to project start.

EMAIL CONTACT IS: scott.e.griffin@uscg.mil

Common Violations of (RCRA), Subtitle C (Hazardous Waste):

Failure to properly sample and/or test hazardous waste or apply user knowledge of waste in order to comply with Subpart C: waste determinations.

Failure to close hazardous waste containers not currently in use. Absence of hazardous waste labels on containers, or mislabeled containers.

Hazardous waste signs and emergency numbers not posted at hazardous waste storage areas.

Satellite accumulation areas with more than one 55-gallon drum.

Incompatible waste materials/wastes stored next to each other as well as drums that lack secondary containment per state requirements.

Lack or incomplete inspection of the weekly logs at the hazardous waste storage areas per state requirements.

Although contractors may handle waste determinations and manifests, the facility staff signing the manifests is legally responsible for both waste determinations and the accurate reporting on the manifests.

Introduction/General Requirements:

Kodiak Standard Specifications: This document describes products and procedures for typical or recurring items used on Coast Guard Kodiak facilities. Contract or Task Order specifications will make selections, and may specify deviations or modifications to the Kodiak Standard Specifications for a specific Task Order or Contract.

Unless specific guidance is provided otherwise in a Task Order or Contract, the contractor shall conform to the Kodiak Standard Specifications.

If there are differences between referenced documents and any contract documents the following precedence applies.

a. Contract/Task Order

b. Contract/Task Order Technical Specifications

c. Contract/Task Order Drawings

d. Base Kodiak Siding Standards

e. Base Kodiak Standard Specifications (these Specifications)

f. Applicable code or standard (including State of Alaska and City of Kodiak standard details/specs) governing the work in question. The applicable codes or standards are secondary (default, in absence of other specifications) to the specific technical requirements/preferences described in items a. thru e.

COMMERCIALLY AND LOCALLY AVAILABLE PRODUCTS

To facilitate economic life-cycle maintenance by the government, products supplied for the contract or task order shall be commercially available products, available through normal Alaskan based suppliers or distributers.

Brand Name or Equal Requirements: (see 52.211-6 Brand Name or Equal (Aug 1999))

Items identified by a specific brand name or manufacturer have been determined to be specifically required to conform as part of an existing “system”, or be exactly the same, so they properly integrate with established systems and maintenance protocols Basewide.

The following items have been identified in this specification:

SECTION 07 30 00 STEEP SLOPE ROOFING

Roof Covering and underlayment: CertainTeed Landmark TL, 50 year. Ridge shingles;
